DIRECTIVE OF THE MINISTER OF FINANCE

Regarding continuing to promote the patriotic emulation movement in a practical manner

to celebrate the 60th anniversary of the establishment of the Finance sector

and the Second National Patriotic Emulation Congress during the period of renewal of the Finance sector

Promoting the tradition of patriotic emulation of the Finance sector, in recent years and especially in the last five years, implementing Directive No. 35-CT/TW dated June 3, 1998 of the Politburo on renewing the work of emulation and commendation in the new period, the emulation movement of the Finance sector has been promoted and developed towards innovation, achieving significant results. To practically establish achievements to celebrate major Party and national holidays, moving towards the Second National Patriotic Emulation Congress during the period of renewal of the Finance sector and commemorating the 60th anniversary of the establishment of the Finance sector (August 28, 1945 - August 28, 2005), the Minister of Finance calls upon all cadres, civil servants, and employees of the Finance sector to continue to further发扬爱国主义竞赛的传统,在最近几年,特别是在过去五年中,落实了中央办公厅1998年6月3日第35号指示关于在新时期革新竞赛和表彰工作,财政部门的竞赛运动得到了推广和发展,朝着创新的方向取得了显著成果。为了切实建立成就以庆祝党和国家的重大节日,迈向第二次全国性新时期财政部门爱国竞赛大会,并纪念财政部门成立60周年(1945年8月28日-2005年8月28日),财政部部长号召全体财政部门干部、公务员和员工继续发扬部门光荣历史传统,掀起新的爱国主义竞赛热潮,以新的革命精神和气势,以高度的决心,实现财政部门行动计划,落实第九次全国党代会决议、中央委员会决议、国会和政府决议,由党组和财政部领导提出的具体内容如下:

A/ REQUIREMENTS:

- The emulation movement must be imbued with and fully implement the thoughts on patriotic emulation of President Ho Chi Minh, the spirit of innovation of Directive No. 35-CT/TW of the Politburo and the Call for Patriotic Emulation of the State President.

- Competition must be practical, effective, closely linked to the political tasks assigned to the sector and units at each specific period and stage.

- It must encourage and motivate everyone to enthusiastically agree and actively participate, viewing this as their responsibility, duty, and right. Through the work of emulation, many exemplary models, good people and deeds should be built, creating a lively and enthusiastic working atmosphere throughout the sector for the cause of industrialization and modernization of the country.

B/ OBJECTIVES AND CONTENT OF EMULATION

I/ General objectives:

1/ Strive to successfully complete the political tasks assigned to the sector and units in the years 2004-2005, contributing to the successful implementation of the five-year socio-economic development plan (2001-2005) set forth by the Ninth National Party Congress.

2/ Continue to maintain and promote the tradition of unity, cultural lifestyle, discipline, and rules of the sector within each agency and unit and every cadre, civil servant, and employee of the Finance sector.

3/ Gradually improve the quality and effectiveness of patriotic emulation movements, making a substantial contribution to building a stable, healthy, and solid national financial system worthy of the trust of the Party, State, and people.

II/ Content of emulation:

1/ The entire sector and each unit must concentrate efforts to successfully complete the assigned annual political tasks, focusing on implementing the following basic tasks:

+ For the Tax and Customs systems: strive to complete and exceed the annual tax revenue budget assigned by the Ministry.

+ For the State Treasury system: strive to improve the quality and effectiveness of state budget fund management, ensuring the safety of state funds and assets.

+ For administrative management units: strive to effectively perform macro-financial management functions and perfect financial mechanisms and policies to serve the exploitation and full utilization of all resources, reform and enhance the efficiency of economic activities of enterprises under various ownership forms, ensuring that policies issued are appropriate to the actual situation, implemented in life, and aligned with international practices in the process of economic integration.

+ For enterprises under and directly under the Ministry: strive to improve the quality and efficiency of business operations and competitiveness, successfully completing the assigned state budget revenue targets.

+ For training and cadre development institutions and scientific research organizations: strive to effectively link training work with scientific research and practice, ensuring the improvement of training, cadre development, and scientific research quality.

+ For press and publishing agencies: strive to properly implement the editorial guidelines, purposes, and regulations stipulated by the Press Law and Publishing Law, ensuring extensive, timely, and deep propaganda of the Party and State's policies on financial work.

2/ Strive to comprehensively complete all approved quarterly and annual work programs and plans in terms of quality and within the specified time frame. Organize the implementation of laws in the financial field such as the State Budget Law, various Tax Laws, Customs Law, Accounting Law, Insurance Business Law, etc.

3/ Improve the quality and effectiveness of financial management in each specialized field such as taxation, customs, treasury, public property, pricing, national reserves, enterprises, etc. Perform well the financial audit, accounting, and auditing work in economic and social activities to maintain financial discipline and combat corruption, waste, embezzlement, and bribery, especially in construction projects.

4/ Continue to effectively implement the administrative reform in the financial sector, particularly simplifying administrative procedures for the Tax, Customs, and State Treasury systems issuing state budgets and units frequently interacting with customers.

5/ Continue to maintain and vigorously develop the emulation movement for compliance with the discipline and rules of the sector and units, implement well the grassroots democratic regulations, build clean and strong units, internal solidarity; emulate to promote innovations, improvements, new factors, exemplary models, good people and deeds.

6/ Coordinate with mass organizations to organize cultural and sports activities effectively within the agency or unit; actively respond and participate in national, sectoral, and local movement campaigns such as building new civilized working habits, organizing funeral and celebratory events economically in accordance with current state regulations, participating in social welfare work, purchasing government bonds...

C/ IMPLEMENTATION MEASURES

1/ Continue to strengthen educational efforts for cadres, civil servants, and employees to deeply understand and internalize President Ho Chi Minh's patriotic competition spirit, Central Committee Directive No. 35-CT/TW, the President's call for patriotic competition, the traditions of the sector and unit... so that each individual recognizes their responsibilities, actively responds and participates in competition movements launched by the sector and unit.

2/ Continue to study to innovate the content, form, and methods of organizing competition movements, paying particular attention to maintaining, developing, and further improving the quality and effectiveness of the competition movement to build "many excellent financial collectives, many excellent financial cadres, and many excellent financial management practices," with plans to cultivate, nurture, and develop many exemplary models and good deeds, spreading them throughout the sector and unit for emulation.

3/ Based on the requirements, goals, and content of the competition mentioned above, units need to base their organization of competition launches on specific political tasks assigned to them at different times. In addition to annual continuous competition launches, short-term competition launches with practical themes and goals should also be organized.

4/ At the end of each competition launch, a review and summary must be conducted. For collectives and individuals who actively participate in competition movements, complete outstanding political tasks assigned, have many innovative ideas and effective contributions to building a clean and strong unit, maintain internal unity, or take honest and courageous actions against violations of discipline and laws of the sector, unit, and state... timely motivation and rewards according to current state and Ministry regulations should be provided.

5/ Closely coordinate with domestic and foreign press agencies to organize information dissemination and propaganda about the overall competition movement of the entire sector and unit, introducing exemplary models and good deeds appearing in the competition movement for everyone to emulate.

6/ Units across the sector need to prepare plans and necessary conditions to successfully organize the Patriotic Competition Congress at the grassroots level no later than May 30, 2005, leading up to the second Patriotic Competition Congress during the period of financial reform, marking the 60th anniversary of the sector's establishment and the seventh National Patriotic Competition Congress.

7/ Continue to consolidate and improve the Competition and Reward Council of the agency or unit and the advisory machinery supporting the Council to align with new competition and reward work and the Law on Competition and Reward.

8/ Rectify record-keeping of reward files, establish a traditional gold book to honor collectives and individuals with outstanding achievements in competition movements recognized by the state through various stages. Simultaneously, organize the Traditional History Room of the sector and unit well.

9/ Take advantage of leadership and guidance from Party committees and governments, coordination from all levels, sectors, and social organizations in organizational work to ensure that each unit's competition movement achieves the highest results.

10/ Units need to organize reviews and evaluations of the implementation of this Directive in two phases: the first phase at the end of the 2004 work year, the second phase on June 30, 2005, while reporting to the Ministry of Finance and recommending rewards for collectives and individuals who achieve outstanding results in the competition movement.

Upon receipt of this Directive, heads of units in the sector need to disseminate it to every cadre, civil servant, and employee, coordinate with Party organizations and mass organizations to strictly implement all provisions stipulated in the Directive to continuously promote and enhance the quality and effectiveness of the patriotic competition movement throughout the sector to build a healthy national finance system, contribute to accelerating industrialization and modernization, build a prosperous, strong, equitable, democratic, and civilized Vietnam, and achieve success in the Central Committee Directive No. 35-CT/TW on renewing competition and reward work in the new stage, practically celebrating the 60th anniversary of the sector's establishment and the second Patriotic Competition Congress during the period of financial reform.

| Assign the Standing Body of the Competition and Reward Council of the Ministry to monitor, urge, inspect the implementation of this Directive, and compile the overall results of the entire sector.
