DIRECTIVE

On directing the organization and implementation of the election of People's Councils at all levels for the 2004-2009 term

Term 2004 - 2009

Pursuant to Directive No. 31/CT-TW dated November 26, 2003 of the Politburo on leading the election of representatives to People's Councils at all levels for the 2004-2009 term;

The Standing Committee of the National Assembly has issued Resolution No. 429/2003/NQ-UBTVQH dated December 23, 2003 setting the date for the election of representatives to People's Councils at all levels for the 2004-2009 term on Sunday, April 25, 2004.

The election of representatives to People's Councils at all levels is a major political event of the country, organized at a time when there are many favorable conditions; the reform cause of our entire Party and people has achieved important successes in all fields of economic and social life. However, the situation within the country, regionally, and globally is experiencing rapid and complex changes. Facing new opportunities and challenges, we must pay more attention to consolidating and building people's administration, first and foremost improving the quality and effectiveness of the activities of People's Councils at all levels to meet the new development requirements of the country and contribute to maintaining political and social stability, realizing the goal of a prosperous people, a strong country, a fair, democratic, and civilized society.

To ensure that the election is truly democratic, lawful, safe, and economical, reflecting the festive atmosphere of the whole nation, ensuring that the people fully exercise their right to mastery, the Prime Minister issues the following directive:

1. Ministries, ministerial-level agencies, and agencies under the Government related to their functions and tasks prescribed by law shall promptly implement plans to carry out the following tasks to organize the election of representatives to People's Councils at all levels for the 2004-2009 term:

a) The Ministry of Culture, Sports and Tourism and central and local mass media organizations shall organize timely and extensive propaganda among cadres, civil servants, armed forces, and all strata of the population about the significance and importance of the election of representatives to People's Councils; the basic contents of the Law on the Organization of People's Councils and People's Committees and the Law on the Election of Representatives to People's Councils recently adopted at the fourth session of the Eleventh National Assembly, so that everyone understands their rights and obligations in the election and grasps the regulations and guidelines of state agencies regarding election work. Based on this, with a sense of mastery and self-awareness, every citizen will participate in selecting and electing those who meet the standards and qualities to be representatives of People's Councils, contributing to building and consolidating clean and strong grassroots administrations, operating effectively and efficiently.

b) The Ministry of Transport and the Ministry of Posts and Telecommunications shall direct to ensure transportation and communication during the preparation and implementation of the election.

c) The Ministry of Defense shall guide the implementation of election work in military units according to the provisions of the Law on the Election of Representatives to People's Councils and coordinate with the Ministry of Public Security to deploy forces, ensuring security and public order, and social safety in key areas during the election days.

d) The Ministry of Finance shall take the lead and coordinate with the Ministry of Home Affairs to develop a budget allocation plan for the election to be submitted to the Prime Minister for decision and to guide the preparation of budgets, settlement, and inspection of election funding usage, ensuring that funds are used for their intended purpose, economically, and effectively.

đ) The General Statistics Office shall instruct provincial and centrally-administered city statistical bureaus to provide population data up to December 31, 2003 as a basis for calculating the number of representatives to People's Councils in each administrative unit.

e) The Ministry of Home Affairs shall take the lead and coordinate with relevant agencies to organize the implementation, training, and instruction of election procedures for cadres involved in election work at localities; guide, inspect, and urge ministries, sectors, and People's Committees at all levels to organize election work according to legal provisions; issue ballot papers, voter cards, People's Council representative cards, and other forms and summary tables serving election work; monitor the preparation process, progress, and results of the election of People's Councils at all levels nationwide to report to the Standing Committee of the National Assembly, the Prime Minister, and the Central Committee of the Vietnam Fatherland Front in accordance with the election schedule.

2. People's Committees at all levels shall organize and ensure material means for the election based on their functions and tasks prescribed by law; maintain public security, organize fire prevention and explosion control at polling places, ensuring that the election proceeds democratically, lawfully, safely, and economically.

The Chairpersons of People's Committees of centrally-administered provinces and cities are responsible before the Prime Minister for organizing and implementing the election according to the Law on the Election of Representatives to People's Councils, directives from the Standing Committee of the National Assembly, the Government, and the Central Committee of the Vietnam Fatherland Front; closely cooperate with the Standing Committees of People's Councils and the Provincial Committees of the Vietnam Fatherland Front at the same level to organize the election democratically, legally, safely, and economically.

During the preparation process, People's Committees at all levels need to develop contingency plans for special and unexpected situations to ensure that the election proceeds according to schedule and safely.

3. The Prime Minister requests Ministers, Heads of ministerial-level agencies, and Heads of agencies under the Government, People's Committees of centrally-administered provinces and cities to promptly implement preparatory work for the election and regularly report to the Ministry of Home Affairs on the progress of implementation to ensure timely compilation and reporting to the Standing Committee of the National Assembly, the Prime Minister, and the Central Committee of the Vietnam Fatherland Front for guidance, ensuring the successful and beautiful completion of the election of representatives to People's Councils at all levels for the 2004-2009 term./.
