THE MINISTER OF SCIENCE AND TECHNOLOGY
Pursuant to Decree No. 54/2003/ND-CP dated May 19, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology, and Decree No. 28/2004/ND-CP dated January 16, 2004 of the Government amending and supplementing certain provisions of Decree No. 54/2003/ND-CP;
Considering the proposals of the Heads of the High Technology Department and the Department of Personnel Organization,
DECISION:
Article 1. This Decision promulgates the Regulation on the Organization and Operation of the High Technology Department under the Ministry of Science and Technology.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
The Heads of the Office, the Department of Personnel Organization, the High Technology Department, and the Heads of related units shall be responsible for implementing this Decision.

PART I
FUNCTIONS, TASKS, AND POWERS
Article 1. The High Technology Department is a unit directly under the Ministry of Science and Technology, assisting the Minister in performing state management functions regarding scientific research activities, application and development of high technologies in fields such as information and communication technology, biotechnology, automation technology, new materials technology, new energy technology, and space technology.
Article 2. The High Technology Department has the following specific tasks and powers:
1. Studying and proposing mechanisms, policies, and normative legal documents to the Minister concerning the application, development, and building of high technology potential.
2. Developing and proposing to the Minister strategies, plans, five-year plans, and annual plans for the application, development, and building of high technology potential. Organizing and supervising the implementation of these plans.
3. Guiding, inspecting, and supervising ministries, sectors, and localities in implementing mechanisms, policies, normative legal documents, plans, and programs concerning the application, development, and building of high technology potential.
4. Developing and proposing to the Minister a list of scientific and technological tasks related to high technology and organizing the implementation of relevant management activities.
5. Serving as the focal point to assist the Minister in developing policies and supervising ministries, sectors, and localities in implementing policies on managing high technology zones, high technology centers, high technology laboratories, high technology incubators, and high technology activities in industrial parks and export processing zones; developing high technology enterprises.
6. Cooperating with units within the Ministry to resolve specialized issues when required.
7. Managing personnel, assets, and documents of the Department according to the division of authority and regulations of the Ministry.
8. Performing other tasks assigned by the leadership of the Ministry.
Chapter II
ORGANIZATIONAL STRUCTURE
Article 3. The High Technology Department operates under a system combining chief responsibility with collective discussion.
The Head of the High Technology Department directs all activities of the Department based on the Regulation on the Organization and Operation approved by the Minister and is responsible to the Minister for the entire organization and operation of the Department.
Deputy Heads of the High Technology Department have the responsibility to assist the Head in leading the work of the Department, have the right to decide matters within their assigned tasks, and are responsible to the Head for the tasks assigned to them.
In the absence of the Head, a Deputy Head may be authorized to lead and direct the activities of the Department.
Article 4. The High Technology Department implements a system where specialists work directly under the leadership of the Department Head. When necessary, the Head of the High Technology Department may establish working groups or teams according to the nature and requirements of the work and specify the specific tasks of these groups and teams.
Chapter III
WORK RELATIONSHIPS
Article 5. The High Technology Department directs all activities of the Department based on the Regulation on the Organization and Operation of the High Technology Department.
Article 6. The High Technology Department implements working systems and relationships with heads of subordinate units under the Ministry's working regulations and other regulations issued by the Minister.
Article 7. The High Technology Department closely collaborates with the Science and Technology Departments of ministries, sectors, provincial Science and Technology Departments, and grassroots units in carrying out assigned tasks.
Chapter IV
IMPLEMENTING PROVISIONS
Article 8. The Head of the High Technology Department coordinates with the Head of the Department of Personnel Organization to implement this Regulation.
Article 9. Any amendments or supplements to this Regulation shall be proposed by the Head of the High Technology Department in coordination with the Head of the Department of Personnel Organization for the Minister of Science and Technology to consider and decide./.
