Regarding the approval of the Statutes of the Vietnam Construction Association Male.
THE MINISTER OF HOME AFFAIRS
On the basis of Decree No. 102/SL004 dated May 20, 1957 on the right to establish Associations;
On the basis of Decree No. 88/2003/NĐ-CP dated July 30, 2003 of the Government on the organization, operation, and management of Associations;
On the basis of Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government on the functions, tasks, authorities, and organizational structure of the Ministry of Home Affairs;
Considering the proposal of the Chairman of the Vietnam Construction Association and the Director of the Department of Non-Governmental Organizations,
DECISION:
Article 1. Approves the Statutes of the Vietnam Construction Association which have been adopted at the National Congress on November 28, 2003.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Chairman of the Vietnam Construction Association and the Director of the Department of Non-Governmental Organizations shall be responsible for implementing this Decision./.

NAME - AIMS - OBJECTIVES
Article 1The name is Vietnam Construction Association Male.

Article 2. The Vietnam Construction Association is a voluntary professional social organization of specialized industry associations in construction, provincial construction associations under the central government, collective members, and individual members of specialized associations operating in the field of construction, working together to unite and strive to contribute to building the country during the period of industrialization and modernization.

4. To organize training and professional development for members, including policies and laws;
5. To protect the legitimate rights of member associations and members in accordance with the Statutes of the Association and relevant laws;
6. To represent member associations in internal and external relations related to the functions and tasks of the Association;
7. To raise funds for the Association based on membership fees and income from business and service activities in accordance with legal provisions to cover operational expenses; 8. To expand cooperation and exchange experiences with international organizations and domestic and foreign scientific and technical organizations in the construction field.
ORGANIZATION OF THE ASSOCIATION

Chapter III
The organization and operation of the Association follow the principles of voluntariness, self-management, and self-financing.
Article 6. 1. At the Central level: The Vietnam Construction Association Male

Voting principles at the Congress.
1. The Congress may vote by raising hands or secret ballot. The form of voting is decided by the Congress.
Article 8. 2. Voting to approve decisions of the Congress must be supported by more than half (one-half) of the present official delegates.
The Central Executive Board of the Association.
The leadership body between two Congress terms is the Central Executive Board of the Association. The number of Central Executive Board members of the Association is determined by the Congress and directly elected. The number of Central Executive Board members may be supplemented up to 20% by the Central Executive Board.
Article 9. The supplementation of Central Executive Board members is decided by the Central Executive Board of the Association.
The Central Executive Board of the Association has the following responsibilities:
1. Leading the implementation of the Congress Resolutions;
Leading the implementation of the Statutes of the Association;
Developing relationships with domestic and foreign organizations, contributing to the development of the Association;
2. 3. Monitoring the activities of Central specialized construction associations, provincial construction associations, specialized sub-committees, and other organizations under the Central Executive Board of the Association;
4. Electing the Association's President Council and the President, Vice Presidents, and General Secretary.

Article 10. The Presidium.

The Presidium of the Association has the following tasks:
1. Lead the implementation of Resolutions of the Central Committee of the Association between two meetings of the Central Committee of the Association;
2. Develop plans and report on general activities as prescribed by the Central Committee of the Association.
3. Monitor the activities of central specialized Construction Associations, provincial Construction Associations, specialized sub-committees, and other organizations directly under the Association.
4. Decide on forms of rewards and disciplinary actions.
5. Decide on the establishment of specialized boards, organizations directly under the Association, scientific and technological organizations, and service organizations. The establishment of these organizations must comply with the provisions of the law. The Presidium of the Association promulgates regulations on the organization, operation, and management of these subordinate organizations based on the provisions of the law.
6. Recognize member associations of the Association.
The Presidium convenes regularly every six months. When necessary, upon the proposal of the Chairman and the Secretary General, the Presidium may convene extraordinary meetings.
Article 11. Chairman of the Association.
The Central Committee of the Association elects the Chairman from among the members of the Presidium. The Chairman presides over meetings of the Central Committee and the Presidium of the Association, oversees all activities of the Association to implement the Resolutions of the Central Committee and the Presidium, and is responsible for all activities of the Association before the law.
In the absence of the Chairman, if necessary, he may delegate a Vice-Chairman to perform his duties.
Article 12. Deputy Chairman of the Association.
The Deputy Chairman is elected by the Central Committee of the Association and is assigned by the Chairman to lead specific areas of activity of the Association.
Article 13. Secretary General.
The Secretary General is elected by the Central Committee of the Association, permanently handles tasks assigned by the Chairman, and manages daily operations of the Association. The Secretary General appoints the Director of the Office, who is then decided by the Chairman of the Association.
The duties of the Director of the Office are assigned by the Secretary General.
Article 14. The Inspection Board of the Association assists the Presidium in inspecting compliance with the Charter of the Association, the implementation of Resolutions of the Central Committee of the Association, and resolving complaints related to member organizations and members.
The Inspection Board of the Association has the right to request member associations, organizations, units under the Association, and members to report on issues related to the inspection content decided by the Presidium of the Association.
The term of office of the Inspection Board is five years according to the term of the Association. The Inspection Board consists of the Head, Deputy Head, and some members. The Head of the Inspection Board is a member of the Presidium of the Association.
Chapter IV
MEMBER ASSOCIATIONS AND MEMBERS
Article 15. Conditions for becoming a member association or member.
Member Association: Central specialized Construction Associations and provincial Construction Associations voluntarily applying to join are recognized as member associations. Central specialized Construction Associations have their own charters, legal personality, separate accounts, and are established and join international and regional associations in the same field in accordance with the law.
Collective Members: Organizations (holding companies, institutes, schools...) operating in the construction sector voluntarily apply to join the Vietnam Construction Association. Male They will be considered and recognized as collective members by the Association.
Members: Members of specialized Construction Associations voluntarily applying to join the Association will be considered and recognized as members by the Association.
Organizations and Vietnamese citizens Male who do not meet the conditions to become members of the Association but contribute to the Association may become supporting members or affiliated members of the Association.
Affiliated members or honorary members do not participate in elections or candidacies for leadership positions in the Association and do not vote on Association matters. The Executive Board of the Association sets membership criteria, reviews proposals, and decides on the admission of members.
Article 16. Duties and rights of member associations.
a) Duties:
Respect and implement the Charter of the Association
Participate in the activities of the Association;
Organize the exchange of experience in professional activities and the application of construction science and technology;
Regularly report their activities to the Association;
Pay membership fees as prescribed.
Member associations of the Vietnam Construction Association may join organizations in the same field in the region and internationally. Such joining is subject to legal provisions.
b) Rights:
Propose, discuss, and criticize the work of the Association;
Request the Association to intervene and protect the legitimate rights of the Association and its members;
Nominate candidates and vote for the Board of Directors of the Association and the Association;
Propose the Association to award honors;
Have the right to resign from the Association.
Article 17. Duties and benefits of members
Members have the following duties:
1. Respect the Charter of the Association, strictly comply with directives and resolutions of the Association. Promote the development of members and mobilize the masses to support all activities of the Association.
2. Foster internal unity to build a progressive and increasingly standardized and modernized construction industry. Male 3. Article 18. Organizations and members who achieve outstanding results in their work will be commended by the General Assembly or recommended to competent state agencies for commendation;
Article 19. Organizations and members who violate the following provisions, depending on the severity, will be disciplined through forms such as reprimand, warning, or removal from the list;
Damage the reputation of the General Assembly;
Violate the Charter of the General Assembly;
Chapter VI
FINANCES AND ASSETS OF THE GENERAL ASSEMBLY
Article 20. The finances of the General Assembly include:
1. Membership fees of member associations and members as stipulated by the General Assembly's Board of Chairmen;
2. Financial support from the State and donations from domestic and foreign organizations;
3. Revenue from scientific and technological activities, business and service activities in accordance with the law;
4. Assets and finances of the General Assembly shall be managed and utilized in accordance with the regulations of the General Assembly's Board of Chairmen and the guidelines of relevant state financial management agencies;
5. Upon dissolution of the General Assembly, all assets of the General Assembly shall be disposed of in accordance with the law;
Chapter VII
IMPLEMENTING PROVISIONS
Article 21. This Charter consists of VII Chapters and 22 Articles, which were adopted by the National Congress of the Construction General Assembly on November 28, 2003, and took effect upon approval by the Minister of Home Affairs;
