DIRECTIVE OF THE MINISTER OF EDUCATION AND TRAINING
On Strengthening Environmental Protection Education Work
Environmental protection is a vital issue for the country and humanity. Environmental protection in general and education and training on environmental protection in particular have been given attention by the Party and State for many years, with some policies and measures to address environmental issues.
In recent years, implementing Directive No. 36/CT-TW dated June 25, 1998 of the Politburo on strengthening environmental protection work during the period of industrialization and modernization, Decision No. 1363/QD-TTg dated October 17, 2001 of the Prime Minister approving the Project "Incorporating Environmental Protection Content into the National Education System," Decision No. 256/2003/QD-TTg dated December 2, 2003 of the Prime Minister on the National Environmental Protection Strategy until 2010 and orientations until 2020, and Resolution No. 41/NQ-TW dated November 15, 2004 of the Politburo on environmental protection during the period of industrialization and modernization, the Ministry of Education and Training has directed educational institutions nationwide to organize and implement tasks related to environmental protection education and effectively carry out environmental protection education activities in schools. Many environmental protection contents have been implemented at educational institutions, achieving initial significant results. Schools have organized various activities such as environmental information dissemination, green, clean, and beautiful campus construction; successfully held writing, drawing, and cultural competitions on environmental protection themes...
However, environmental protection education in recent times has not deeply and comprehensively informed students and trainees about the Party's policies and the State's laws on environmental protection, as well as environmental knowledge to self-implement. Environmental protection education has not been uniformly and widely implemented throughout the country.
To continue to implement Directive No. 36/CT-TW dated June 25, 1998 of the Politburo, Decision No. 1363/QD-TTg dated October 17, 2001 of the Prime Minister, Decision No. 256/2003/QD-TTg dated December 2, 2003 of the Prime Minister, and Resolution No. 41/NQ-TW dated November 15, 2004 of the Politburo, the Minister of Education and Training requests all levels of educational management and educational institutions to focus on directing and effectively implementing the following tasks:
1. Enhance awareness of the importance of environmental protection work and the task of environmental protection education.
Strengthen the implementation of Directive No. 36/CT-TW dated June 25, 1998 of the Politburo, Decision No. 1363/QD-TTg dated October 17, 2001 of the Prime Minister, Decision No. 256/2003/QD-TTg dated December 2, 2003 of the Prime Minister, and Resolution No. 41/NQ-TW dated November 15, 2004 of the Politburo, to fully understand that environmental protection education is an important task of the education and training sector, thereby formulating effective solutions to implement environmental protection education as an important task of the education sector, from which to develop effective solutions to implement environmental protection education at all levels of education, training programs, and degrees; train and enhance human resources for environmental protection during the period of industrialization and modernization.
2. Implement the goals of education and training on environmental protection set forth in Decision No. 1363/QD-TTg of the Prime Minister.
a) Educate students at all levels of education and training within the national education system to deeply understand the policies and laws of the Party and the State on environmental protection; possess environmental knowledge to self-implement.
b) Train and enhance faculty members, teachers, scientific researchers, and managers in environmental protection.
3. Implement key tasks from now until 2010.
The key tasks of environmental protection education in the education and training sector from now until 2010 are to implement the Project "Incorporating Environmental Protection Content into the National Education System." To effectively implement this important task, the entire sector needs to focus on the following tasks:
a) For early childhood education: Form simple understanding in children about their bodies and living environment, know how to maintain personal health, behave appropriately to protect the environment, live harmoniously with the environment to ensure healthy physical and intellectual development.
b) For general education: Equip students with knowledge and skills about the environment and environmental protection through appropriate forms in subjects and extracurricular activities outside class hours.
c) For vocational and higher education: Ensure that students and trainees learn environmental knowledge and skills; train specialized staff and managers at secondary vocational, college, university, and postgraduate levels in environmental fields to gradually meet the demand for human resources for environmental protection during the period of industrialization and modernization.
d) Develop framework curricula, detailed curricula, materials, and textbooks on the environment suitable for each category of students and trainees; organize training and enhancement for teachers and managers at all levels.
đ) Build model "green, clean, and beautiful" schools suitable for different regions and areas.
e) Establish and effectively utilize modern laboratories to serve research and technology transfer in the field of environmental protection.
g) Build an information system on environmental protection and sustainable development to serve teaching, learning, scientific research, and international integration.
4. Implementation organization.
a) For the Ministry of Education and Training agency:
Heads of units within the Ministry of Education and Training agency shall have plans to effectively implement tasks under their respective management areas as assigned, specifically as follows:
- The Science and Technology Department is the focal point assisting the Minister in directing the implementation of the Project "Incorporating Environmental Protection Content into the National Education System" from now until 2010, including the following contents:
+ Take the lead in organizing, building, and inspecting the implementation of projects under the Project.
+ Organize inspections and evaluations of the implementation of the Project.
+ Organize scientific research and technology transfer in the field of environmental protection education.
- The Planning and Finance Department shall take the lead and coordinate with relevant departments to develop plans and direct the implementation of tasks to build a professional cadre team at various levels to serve teaching and scientific research on the environmental field.
- The Preschool Education Department, The Primary Education Department, The Secondary Education Department shall direct, inspect, and annually summarize and evaluate the implementation of environmental protection education in schools, and develop plans to train teachers in environmental protection education.
- The Vocational Education Department shall take the lead and coordinate with relevant departments to direct, inspect, and annually summarize and evaluate the implementation of environmental protection education in vocational high schools, and develop plans to train teachers in environmental protection education for teacher training high schools.
- The Higher Education and Postgraduate Education Department shall take the lead and coordinate with relevant departments to direct universities, academies, research institutes, colleges, and universities to develop programs and training tasks for cadres at university and postgraduate levels in the environmental field; coordinate to direct teacher training universities, pedagogical faculties within universities, and secondary teacher training colleges to implement tasks to train teachers in environmental protection education.
- The Continuing Education Department shall take the lead and coordinate with relevant departments to direct and inspect environmental protection education in non-formal educational institutions.
- The Institute of Strategy and Educational Programs shall take the lead and coordinate with relevant departments to organize the compilation of programs and materials incorporating environmental protection contents into teaching in schools.
- The International Cooperation Department shall take the lead and coordinate with relevant departments to organize the development and implementation of international cooperation projects in environmental protection education.
- The Legal Affairs Department shall take the lead and coordinate with relevant departments to organize the dissemination and education on environmental protection laws in educational institutions.
- The Student and Youth Work Department shall take the lead and coordinate with relevant departments to direct and inspect the enhancement of awareness, extracurricular activities, and out-of-class activities about environmental protection to promote environmental education for students and youth.
- The Inspectorate shall be responsible for organizing regular inspections of teaching, learning, and other activities related to environmental protection education in educational institutions.
- The Computing Center shall take the lead and coordinate with some universities and training institutions to implement the construction and operation of a website on environmental protection education to connect into the education network.
- The Office shall take the lead and coordinate with relevant departments to organize information dissemination and propaganda activities on environmental protection education.
- The Testing and Quality Assurance Agency shall organize quality checks on environmental protection education in educational institutions.
b) For Departments of Education and Training:
- Directors of Departments of Education and Training shall be responsible for implementing key tasks in this Directive for schools under their jurisdiction (province, city); developing and implementing action programs on environmental protection education in schools from now until 2010; regularly reporting implementation results to the Ministry of Education and Training (Science and Technology Department) at the end of the second quarter each year.
- Departments of Education and Training, educational institutions in localities need to coordinate with Departments of Natural Resources and Environment, Ho Chi Minh Communist Youth Union at provincial and municipal levels, and relevant agencies in implementing environmental protection education tasks.
c) For universities, academies, institutes, colleges, and vocational high schools:
- Directors of universities, academies, and institutes, principals of colleges and vocational high schools shall be responsible for implementing environmental protection education for students and tasks assigned regarding cadre training in the environmental field, ensuring quantity and quality; implementing scientific research and applying research results to practical activities in the field of environmental protection; regularly reporting implementation results to the Ministry of Education and Training (Science and Technology Department) at the end of the second quarter each year.
The Ministry of Education and Training requests all levels of educational management and educational institutions throughout the sector to thoroughly understand and strictly implement the tasks set forth in this Directive. Any difficulties encountered during implementation should be reported to the Ministry of Education and Training for timely resolution and guidance on implementation./.
