JOINT RESOLUTION

On Coordinating Activities to Enhance Educational Level and Vocational Skills for Workers, Civil Servants, and Labourers during the Period 2005-2010

Pursuant to the Trade Union Law dated July 7, 1990;

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government on the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Education and Training;

Pursuant to Decision No. 112/2005/QĐ-TTg dated May 18, 2005 of the Prime Minister approving the Project "Building a Learning Society for the Period 2005-2010";

To enhance educational levels and vocational skills for workers, civil servants, and labourers during the period 2005-2010, contributing to the implementation of Resolution IX of the Party regarding the promotion of learning activities among the people through various forms, including regular and non-regular education, ensuring education for all, and transforming the country into a learning society, the General Confederation of Labour of Vietnam and the Ministry of Education and Training hereby jointly issue this Joint Resolution on coordinating activities to enhance educational levels and vocational skills for workers, civil servants, and labourers during the period 2005-2010.

I. OBJECTIVES AND REQUIREMENTS

1. Coordinate in implementing activities to promote learning campaigns to enhance educational levels and vocational skills for workers, civil servants, and labourers, with particular emphasis on the universal secondary education program for workers and labourers, striving to ensure that by 2010, the workforce of workers, civil servants, and labourers will have reached at least a secondary education level.

2. Grassroots trade unions coordinate with leadership to create every possible condition for workers, civil servants, and labourers to participate in training courses, refresher courses, and advanced training programs in specialized fields, business operations, management, political theory, computer science, foreign languages, etc., aiming to achieve a 100% participation rate in such training programs for cadres, workers, and civil servants in state agencies by 2010.

3. Further improve the quality of training at continuing education centers, supplementary cultural schools, vocational classes, language classes, and computer classes; and simultaneously propose to local party committees and governments to pay attention and develop mechanisms and policies to facilitate the development of the continuing education sector.

II. CONTENTS OF COORDINATED ACTIVITIES

1. Intensify propaganda and education efforts to raise awareness among workers, civil servants, and labourers about the role and necessity of enhancing their educational levels and vocational skills; encourage, motivate, and create favorable conditions for them to participate in cultural classes and specialized knowledge enhancement programs.
2. Develop study programs and contents suitable for the working conditions of workers, civil servants, and labourers to enhance their educational levels and vocational skills, with a focus on universal secondary education, foreign language, and computer studies for workers, civil servants, and labourers across all economic sectors.

3. At all levels, trade unions regularly coordinate with local authorities, agencies, and enterprises from all economic sectors to provide time and financial support for workers, civil servants, and labourers to participate in programs aimed at enhancing their educational levels, vocational skills, foreign languages, and computer skills.

4. Direct the establishment of exemplary models in organizing learning activities to enhance educational levels and vocational skills for workers and labourers at localities, industries, and grassroots levels. Based on these models, expand the joint program between the two agencies, and conduct mid-term reviews, evaluations, commendations, and rewards for collectives and individuals who have achieved significant results in learning, teaching, and promoting learning activities to enhance educational levels and vocational skills for workers and civil servants.

III. IMPLEMENTATION

1. General Confederation of Labour of Vietnam

a) Direct all levels of trade unions to implement Decision No. 112/2005/QĐ-TTg dated May 18, 2005 of the Prime Minister approving the Project "Building a Learning Society for the Period 2005-2010" and Resolution No. 4b/NQ-BCH dated January 6, 2005 of the Executive Committee of the General Confederation of Labour of Vietnam on "Trade Unions' Role in Enhancing Educational Levels and Vocational Skills of Workers, Civil Servants, and Labourers to Meet the Requirements of Industrialization and Modernization of the Country."

b) Guide all levels of trade unions to advise and propose to local authorities and employers in all economic sectors to provide financial support and create time conditions for workers, civil servants, and labourers to participate in training, refresher, and advanced training programs in specialized fields, management, political theory, foreign languages, and computer science.

c) Annually direct all levels of trade unions to conduct surveys and grasp the educational levels and skills of workers, civil servants, and labourers, propose and advise local party committees, authorities, and employers to develop plans for training and enhancing the comprehensive capabilities of workers, civil servants, and labourers to meet the requirements of industrialization and modernization of the country.

d) Direct provincial and city Federation of Labour, Central Industry Trade Unions, and directly affiliated General Trade Unions to cooperate with Provincial Departments of Education and Training to open classes to enhance cultural knowledge, specialized fields, foreign languages, and computer skills for workers, civil servants, and labourers within agencies and enterprises or at continuing education centers and other educational institutions.

đ) The Department of Propaganda and Education of the General Confederation of Labour of Vietnam serves as a permanent advisory body assisting the Executive Board of the General Confederation of Labour in coordinating with the Ministry of Education and Training to guide and implement this Joint Resolution.

2. Ministry of Education and Training.

a) Direct the Departments of Education and Training to develop plans to implement Decision No. 112/2005/QĐ-TTg dated May 18, 2005, of the Prime Minister regarding the approval of the Project "Building a Learning Society for the 2005-2010 period"; open classes to improve educational levels and vocational skills for workers, civil servants, and employees, with emphasis on the popularization of junior secondary education at enterprises or educational institutions.
b) Develop training programs and content suitable for the working conditions of workers, civil servants, and employees.

c) Guide the Departments of Education and Training to direct the Centers for Continuing Education and other educational facilities in their localities to assign teachers to participate in teaching and managing classes for workers, civil servants, and employees at agencies, enterprises, or educational institutions.
d) The Department of Continuing Education shall be the permanent advisory body assisting the Minister of Education and Training to coordinate with the Vietnam General Confederation of Labor in directing and implementing this Joint Resolution.

3. This Joint Resolution shall take effect fifteen days from the date of publication in the Official Gazette.
Both parties are responsible for closely coordinating in the direction, organization, and implementation of this Joint Resolution.

The permanent offices of the two agencies shall regularly coordinate, propose specific contents, combine inspections, draw lessons learned, and advise leadership of the two agencies on timely measures to address issues arising during the implementation process.
