DECISION OF THE MINISTER OF AQUATIC RESOURCES

REGULATING FUNCTIONS, TASKS AND ORGANIZATIONAL STRUCTURE

OF THE SOUTHERN SUB-INSTITUTE FOR AQUATIC RESOURCES PLANNING

Pursuant to Decree No. 43/2003/ND-CP dated May 2, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;

Pursuant to Decision No. 29/2004/QĐ-BTS dated December 31, 2004 of the Minister of Aquatic Resources on the functions, tasks, and organizational structure of the Institute of Aquatic Resources Economy and Planning;

At the proposal of the Director of the Institute of Aquatic Resources Economy and Planning and the Head of the Cadre and Civil Servant Organization Department,

 

DECISION:

 

Article 1. Position and functions

The Southern Sub-Institute for Aquatic Resources Planning (hereinafter referred to as the Sub-Institute) is a state economic institution operating in the southern region under the Institute of Aquatic Resources Economy and Planning with the function of researching and developing plans for the development of aquatic resources.

The Sub-Institute has its own seal and is authorized to open accounts at commercial banks and State Treasury.

English name for transactions: Southern Sub-Institute of Fisheries Planning, abbreviated as SIFIP.

The headquarters of the Sub-Institute is located at No. 30 Ham Nghi Street, District 1, Ho Chi Minh City.

Article 2. Task

The main tasks of the Sub-Institute are as follows:

1. Developing plans for the development of aquatic resources, environmental protection, and aquatic resource conservation within the Southeast and Mekong Delta regions.

2. Guiding localities, organizations, and units in planning and designing projects for the development of aquatic resources.

3. Participating in reviewing, supervising, and consulting on the implementation of development plans for aquatic resources of the industry and localities in the southern region.

4. Participating in training and providing guidance to local cadres involved in aquatic resources planning.

5. Managing and utilizing labor, assets, and finances of the Southern Sub-Institute for Aquatic Resources Planning in accordance with the law.

6. Performing other tasks assigned by the Director of the Institute of Aquatic Resources Economy and Planning.

Article 3. Organizational Structure

The Southern Sub-Institute for Aquatic Resources Planning shall have one Sub-Institute Director and several Deputy Sub-Institute Directors appointed by the Minister of Aquatic Resources upon the recommendation of the Director of the Institute of Aquatic Resources Economy and Planning.

The organizational structure of the Sub-Institute includes:

1. Administrative Office

2. Planning Office

3. Design and Map Office.

Article 4. Effectiveness

This Decision takes effect fifteen days from the date of publication in the Official Gazette and replaces Decision No. 182/TS-QĐ dated April 23, 1985 of the Minister of Aquatic Resources on the establishment of the Economic and Planning Sub-Institute for Aquatic Resources in Ho Chi Minh City.

Article 5. Responsibility for Implementation

The Heads of the Ministry's Office, Heads of Departments and Inspectorate, Heads of Units under the Ministry, Directors of Fisheries Departments, Departments of Agriculture and Rural Development responsible for fisheries management, Director of the Institute of Aquatic Resources Economy and Planning, and Director of the Southern Sub-Institute for Aquatic Resources Planning are responsible for implementing this Decision./.
