Directive No. 02/2006/CT-BTC On launching a movement to compete in implementing Directive No. 17/CT-TTg dated May 8, 2006 of the Prime Minister

DIRECTIVE

Regarding the launch of a movement to compete in implementing Directive No. 17/CT-TTg dated May 8, 2006 of the Prime Minister.

Continuing to implement Directive No. 39/CT-TW dated May 21, 2004 of the Politburo on reforming the work of competition and commendation in the new period, Directive No. 01/2006/CT-BTC dated January 3, 2006 of the Minister of Finance on further promoting and improving the quality and effectiveness of the patriotic competition movement to strive for excellent completion of financial and state budget tasks in 2006 and the five-year period (2006-2010); Building on the results of organizing the competition movement in the spirit of Directive No. 31/CT-TTg dated September 8, 2004 of the Prime Minister, implementing Directive No. 17/2006/CT-TTg dated May 8, 2006 of the Prime Minister on launching a competition movement to achieve success in the task of economic and social development in 2006 and the five-year plan (2006-2010) according to the Resolution of the 10th National Congress of the Party; The Minister of Finance calls upon all cadres, civil servants, and employees in the finance sector to continue to further发扬传统优势，掀起新的爱国竞赛热潮，以崭新精神和气势，高度决心，实现党的第十次全国代表大会决议、中央委员会决议、国会决议、政府决议、党组决议和财政部领导提出的各项具体任务。

A/ REQUIREMENTS:

- The competition movement must deeply reflect the spirit of innovation of Directive No. 35-CT/TW, Directive No. 39-CT/TW of the Politburo, Directive No. 17/2006/CT-TTg of the Prime Minister, and Directive No. 01/2006/CT-BTC of the Minister of Finance. Competitions must be practical, effective, closely linked to the political tasks assigned to the industry and units at each period and stage.

- Strongly encourage and attract all cadres, civil servants, and employees throughout the industry and units to enthusiastically participate in competitions, recognizing that competition is both a responsibility and a duty and right of cadres, civil servants, and employees in the finance sector during the period of renewal and international integration.

- Through patriotic competitions, create a lively working atmosphere throughout the industry; continue to maintain the noble image of outstanding models and labor heroes of the industry during the period of renewal, while nurturing and building new outstanding models and good deeds that can be recommended for high honors by the State.

        B/ OBJECTIVES AND CONTENT OF COMPETITION:

          I/ Competition Objectives:

1/ Successfully complete the political tasks assigned to the industry and units in 2006 and subsequent years, aiming to achieve the financial and state budget tasks for the five-year period 2006-2010 as proposed by the 10th National Congress of the Party. Effectively implement the resolutions of the Party Committee of the Ministry of Finance on the Action Program of the finance sector to implement the resolutions of the 10th National Congress of the Communist Party of Vietnam.

2/ Maintain and further promote the tradition of unity, cultural lifestyle, discipline, and rules of the industry and within each agency and unit, among each cadre, civil servant, and employee, thereby building "many good finance collectives, many good finance cadres, many good financial management practices."

3/ Improve the quality and effectiveness of competition movements by one step to maintain the tradition of patriotic competition and create a significant, positive driving force that truly encourages and promotes all cadres, civil servants, and employees in the entire finance sector to work, study, and perform their duties with increasingly higher productivity, quality, and efficiency.

          II/ Content of Competition:

1/ The entire industry and each unit should concentrate efforts to successfully complete the assigned annual political tasks, focusing on implementing the following basic tasks:

- For the Tax and Customs system: Strive to complete and exceed the annual tax revenue targets set by the Ministry. Continue to reform mobilization policies and tax systems towards fairness, uniformity, proactivity in integration, and synchronization across three aspects: tax policy, tax administration, and tax advisory services; improve inspection and control mechanisms, strengthen anti-evading and anti-smuggling measures in tax and customs management; ensure strict discipline in national budget mobilization work.

- For the State Treasury system: Strive to enhance the quality and effectiveness of state budget fund management, ensuring absolute safety of state funds and assets. Effectively carry out fund adjustment and mobilization tasks to meet the timely and full investment needs of the economy.

- For the Securities Commission: Implement financial policies effectively to gradually develop synchronized markets, particularly the securities market, ensuring market operations are healthy, safe, and efficient.

- For administrative management units: Strive to effectively fulfill macro-financial management functions, improve financial policies to further improve the investment environment, release and fully exploit resources, encourage the development of production and business activities of various economic sectors. Organize the implementation of the Enterprise Law and Investment Law effectively. Manage and utilize state resources, land, and public assets efficiently. Actively integrate internationally, expand foreign financial relations. Continue to strengthen state asset management, innovate reserve management mechanisms, and state price management under market mechanisms.

- For enterprises under the Ministry: Strive to improve service quality, business efficiency, and competitiveness, successfully complete the state budget revenue plan. Set an example in complying with systems, policies, and laws of the state.

- For training and cadre development institutions, scientific research organizations: Strive to effectively implement the integration of training activities with scientific research and practical work; innovate teaching methods within the training system to enhance the quality of training, cadre development, and scientific research.

- For press and publishing agencies: Strive to strictly adhere to the objectives, purposes, and provisions of the Press Law and Publishing Law; ensure extensive and timely propaganda on the guidelines, policies of the Party and State regarding financial work and exemplary models of advanced individuals and good deeds in the industry.

2/ Strive to comprehensively complete all projects, programs, and plans of work approved by the Ministry and the Government, ensuring quality and within the prescribed time frame. Fully implement the Law on Thrift and Combating Wastefulness, enhancing the effectiveness of accounting, auditing, inspection, supervision, and financial transparency. Firmly combat negative manifestations, embezzlement, and corruption. Vigorously promote administrative reform, modernization, and improvement of the effectiveness of financial sector operations, particularly expanding and advancing towards digitizing operational processes of Tax, Customs, Treasury systems. Expand the application of the "one-stop" mechanism at stages and financial management procedures directly related to businesses, customers, and the public.

3/ Reform political theory education and ideological work for cadres and civil servants; launch a wide-ranging movement to study and apply Ho Chi Minh's thoughts on financial work. Continue to improve cadre management quality, closely linked to Party building and rectification efforts; strengthen self-criticism and criticism work. Vigorously promote Party member development based on ensuring member quality; build a cadre team with revolutionary qualities, organizational discipline awareness, and capability to fulfill tasks.

4/ Maintain and further develop the movement of compliance with discipline and rules in the sector; effectively implement grassroots democracy regulations, build clean and strong units and mass organizations, internal unity; strive to promote initiatives, improvements, new factors, exemplary models, and good deeds.

5/ Coordinate with mass organizations to organize cultural and sports activities in agencies and units; actively participate in movements initiated by the State, sector, and locality such as: Building civilized office practices (civilized and courteous communication; creating and maintaining a green, clean, and beautiful working environment; further developing team spirit and mutual assistance within the agency; organizing healthy and frugal celebrations; eliminating superstitious and social evils...), actively participating in charitable activities...

C/ IMPLEMENTATION MEASURES:

1/ Further strengthen education for cadres, civil servants, and officials to understand Directive 35-CT-TW, Directive No. 39-CT/TW of the Politburo, the Law on Commendation and Reward, Circular No. 01/2006/CT-BTC dated January 3, 2006 of the Minister of Finance; thoroughly understand Directive No. 17/2006/CT-TTg dated May 8, 2006 of the Prime Minister and the traditions of the sector and unit... so that each individual recognizes their responsibility, actively participates in movements launched by the sector and unit, and understands the criteria for commendation and reward to have specific goals and objective evaluations.

2/ Continuously innovate the content, form, and methods of organizing commendation movements. Based on the requirements, objectives, and content of commendation mentioned above, units should organize and launch commendation campaigns suitable to the specific political situation and tasks of the sector and unit annually. In addition to year-round campaigns, short-term campaigns focusing on key tasks and difficult, complex issues should be organized to create motivation for outstanding task completion. Develop plans to nurture, maintain, and expand exemplary models and good deeds.

3/ Conduct mid-term and final reviews after each campaign launch. For collectives and individuals who actively participate in commendation movements, successfully complete assigned tasks, propose many innovations, contribute effectively to building strong and clean units, or demonstrate loyalty and courage in fighting against wrongful acts and violations of the law... timely rewards should be given and outstanding and excellent collectives and individuals should be recommended for higher-level rewards according to current national and ministerial regulations, ensuring that rewards match achievements and that there is a commendation movement before evaluation and reward.

4/ Continue to study and perfect criteria for evaluating commendation results, improve procedures and processes for commendation and reward. Ensure transparency, democracy, and openness in the evaluation and reward process. Properly and effectively utilize the commendation and reward fund of the agency, unit, and sector.

Closely link commendation reward results with early salary increases, rank promotions, cadre assessment, and planning.

5/ Closely coordinate with domestic and foreign news agencies to effectively organize information dissemination about commendation movements in the sector and unit; vigorously promote and publicize exemplary models and good deeds appearing in commendation movements; disseminate and introduce lessons learned from exemplary models for others to learn from and emulate.

6. Continue to improve the quality of operations of the Commendation and Reward Council of agencies and units. Reform the advisory and support machinery for the Commendation and Reward Council in accordance with the provisions of the Law on Commendation and Reward, Decree No. 122/ND-CP dated October 4, 2005 of the Government, and guidelines of the Ministry.

7. Take advantage of the leadership and guidance of Party committees at all levels, closely coordinate and synchronize with social mass organizations such as trade unions, youth associations, women's associations, and old soldiers' associations, while linking with local commendation movements to organize commendation movements within agencies and units.

8. Effectively carry out inspection work, strengthen self-inspection activities to ensure compliance with state regulations and those of the Ministry regarding commendation and reward work. Strictly handle negative phenomena in reward work.

9. Regularly conduct mid-term and annual reviews to assess the situation and results of implementing this Directive every six months and one year. Report and propose to the Ministry of Finance to commend outstanding collectives and individuals in patriotic commendation movements in accordance with regulations.

Heads of units in the industry are required to carefully study this Directive and take specific measures to implement it to continuously promote and enhance the quality and effectiveness of patriotic commendation movements throughout the finance sector, contributing to successfully fulfilling financial and budgetary tasks for 2006 and the period from 2006 to 2010 assigned by the Party and the State.

The Standing Committee of the Ministry of Finance’s Commendation and Reward Council is tasked with inspecting, urging, compiling, and regularly reporting to the Minister on the implementation of this Directive.
