Joint Resolution No. 02/2006/NQLT-BTS-TWDTN on Promoting the Pioneering and Voluntary Roles of Youth in the Industrialization and Modernization of the Fisheries Sector for the Period from 2006 to 2010

JOINT RESOLUTION

Promoting the vanguard and voluntary roles of youth in the industrialization and modernization of the Aquatic Resources sector during the period of 2006-2010

Implementing the Resolution of the 8th National Congress of the Youth Union and the Plan for Developing the Aquatic Resources Sector during the period of 2006-2010; based on experiences and results from the collaboration between the Youth Union and the Aquatic Resources sector during the period of 1997-2005; aiming to continue promoting the vanguard and voluntary roles of young people in developing the Aquatic Resources sector towards industrialization and modernization, the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Aquatic Resources (hereinafter referred to as the two parties) issue this Joint Resolution to promote the vanguard and voluntary roles of youth in the industrialization and modernization of the Aquatic Resources sector during the period of 2006-2010. The specific contents are as follows:

I. OBJECTIVES

1. Vigorously promote the vanguard and voluntary roles of young people participating in developing the aquatic economy across various fields: breeding, harvesting, processing and exporting, post-harvest services, protecting resources, and protecting the ecological environment; actively participate in restructuring the economic structure towards commodity production; eradicate poverty and reduce hunger through the Aquatic Resources profession.

2. Create an environment to nurture and train young human resources working in the Aquatic Resources sector. Focus on building a dynamic, creative, skilled, and knowledgeable generation of young people in scientific and technological knowledge in all areas of the Aquatic Resources sector, meeting the requirements of national industrialization and modernization.

3. Strengthen the work of uniting and mobilizing young people and young workers in the Aquatic Resources field, contributing to building and consolidating the Ho Chi Minh Communist Youth Union and the Vietnam Youth Federation increasingly stronger.

II. CONTENTS AND SOLUTIONS

1. Intensify propaganda and dissemination of the Party's guidelines and State policies on developing the aquatic economy to young people:

- Organize to understand the Party's and State's guidelines and policies on the orientation of developing the Aquatic Resources sector, the potential of the aquatic economy, disseminate the Law on Aquatic Resources, and the Agreement on delimitation of the Gulf of Tonkin between the Socialist Republic of Vietnam and the People's Republic of China.

- Raise awareness among young and teenage people about protecting aquatic resources and protecting the marine ecological environment through training activities, competitions, forums for young people, preventing activities using explosives, chemicals, electric shock, and light in fishing that destroy resources and damage living environments.

- Propagate regulations on registration and inspection of fishing vessels for ship owners. Regularly inform young ship owners and crew members of new guidelines and policies of the Party and State in the field of fishing and resource protection.

- Study and build a system of information dissemination among young people regarding advances in technology and techniques in aquaculture and business; development programs for the aquatic economy; new models; publish books on aquaculture techniques; produce reports, special features, and news broadcasts on propaganda in the media of the Youth Union and the Aquatic Resources sector.

- Educate young people about self-reliance and entrepreneurship, eradicating poverty and becoming wealthy through the Aquatic Resources profession; educate patriotic traditions, love for the profession, and the spirit of overcoming difficulties to build and develop the Aquatic Resources sector. Equip Young League members directly involved in developing the aquatic economy with necessary knowledge to integrate into the international economy.

2. Strengthen the organization of activities to transfer advanced technology and techniques into aquaculture and business:

- Organize training sessions, seminars, and guidance on techniques and technologies in aquaculture, focusing on mountainous, remote, and far-flung regions. Coordinate to promote the movement "Rural Youth Competing to Implement Four New Contents to Enhance Production and Business Efficiency" (referred to as the Four New Content Movement, including: new techniques, new industries, new markets, and new models).

- For the three regions: Northern Mountains, Central Highlands, and Mekong Delta: intensify the construction of models for restructuring the economy linked to poverty eradication, establishing volunteer teams, TNXP economic construction teams... tied to programs and projects for developing the aquatic economy.

- At the central level: Leaders of both sides assign the National Fisheries Promotion Center, the General Department for Protection and Development of Aquatic Resources, and the Rural Youth Department to advise on organizing scientific and technical training, seminars, conferences, short-term training courses for young people on developing the aquatic economy.

3. Build and develop models of young people participating in developing the aquatic economy:

- Intensify cooperation in implementing projects for developing marine and island economies, projects for constructing infrastructure for breeding and harvesting aquatic products. Continue investing in developing aquaculture projects in Hai Phong, Ha Tinh, Thanh Hoa, Ha Nam, and the project to establish a sea cucumber seed production center on Bai Long Vi Youth Island...

- Regularly summarize and expand models such as: "Youth Fisheries Promotion Club"; "Youth Breeding Aquatic Products Association"; "Economic Zone for Volunteer Youth Breeding Aquatic Products"; "Young Farm for Breeding Aquatic Products"; "Youth Cooperative for Breeding and Service Aquatic Products", "Youth Fishing Village", "Team of Youth and Student Volunteers for Mountain Economic Development", "Demonstration Technique Point". etc...

- Organize research and direct the establishment of models“"Youth Fishing Fleet for Offshore Seafood Harvesting" at the central level and some coastal localities, to promote the vanguard role of youth in harvesting aquatic products while taking the lead in protecting maritime security and sovereignty, on this basis distill experience to replicate the model.

- Implement the construction of new models: “The Youth Club for Protecting Aquatic Resources shall be established; organize formations such as "Volunteer Youth", "Pioneering Youth" to prevent floods and storms, promptly rescue and protect the lives and property of the people when natural disasters occur. Study and build a model "Center for Vocational Training and Transfer of Fishery Technology" for young people in the coastal central region.

4. Commend and promote exemplary individual and collective models of progressive youth participating in developing the aquaculture economy and building strong Youth League and Association organizations: 

- Strengthen organizing activities such as Skill Competitions, Excellent Craftsmen Contests, Young Fishermen Clubs Competitions, meetings to honor outstanding young role models in the aquaculture industry., Pay special attention to honoring female youth in aquaculture processing and trading enterprises. Carefully train, nurture, and protect the legitimate rights and interests of female youth in the fields of aquaculture processing and export.

- Every two years, the Central Youth Union and the Ministry of Fisheries will jointly organize a Conference to commend and award outstanding young role models in various fields including research, cultivation, harvesting, processing, and post-harvest services in the aquaculture industry.

- The Ministry of Fisheries will cooperate with the Central Youth Union to study and issue an annual award for ten young individuals with particularly outstanding achievements in the development of the aquaculture industry.

- Strengthen guidance on innovating the content and methods of operation of the Youth Union in the aquaculture industry, and Youth organizations within aquaculture production and trading companies to meet the requirements of industrialization and modernization of the aquaculture industry.

III. IMPLEMENTATION

1. Ministry of Fisheries:

- Implement and disseminate Resolution No. 02 to all provincial fisheries departments and subordinate units under the Ministry from central to grassroots levels. Direct localities to establish permanent bodies for the implementation of the Resolution to coordinate with Youth organizations; regularly advise and assist the Ministry of Fisheries in monitoring, guiding, and implementing the joint Resolution.

- All agencies, units, organizations, and individuals in the aquaculture industry have the responsibility to cooperate and provide financial support, material infrastructure, and technical assistance to Youth organizations in implementing the Resolution's contents. Annually, based on proposals from the Youth Union, relevant organizations and agencies in the aquaculture sector will support Youth activities according to their assigned management areas, creating conditions for Youth at all levels to participate in programs and projects managed by the aquaculture sector.

The Ministry of Fisheries assigns the National Fisheries Promotion Center as the permanent body for Resolution No. 02.

2. Central Youth Union of Ho Chi Minh Communist Youth:

- All levels of Youth organizations have the responsibility to implement the joint Resolution throughout the Youth Union. The Central Youth Union directs Youth newspapers and television to regularly report news, articles, and images about Youth activities in developing the aquaculture economy; highlight good people and deeds, effective models in the aquaculture field. Direct provincial and county-level Youth organizations to establish permanent advisory bodies to coordinate with the aquaculture sector.

- At the end of the second quarter each year, based on the contents of the Resolution and the actual conditions of the locality, all levels of Youth organizations proactively propose programs and plans with specific contents to coordinate with the aquaculture authorities at the same level.

The Central Youth Union assigns the Rural Youth Department as the permanent body for Resolution No. 02.

3. Common Responsibilities: 

- The Central Youth Union of Ho Chi Minh Communist Youth and the Ministry of Fisheries will uniformly direct permanent bodies and subordinate units to base their annual cooperation programs on the contents of the joint Resolution, the economic and social development tasks of the locality and unit, ensuring feasibility and high effectiveness.

- Regularly at the end of the fourth quarter, both sides will convene meetings to review and evaluate the implementation of the Resolution and agree on the content of activities for the following year. Regularly organize inspection teams to check the implementation of the Resolution and study the summary of models and forms of activity in localities and grassroots units.

Based on the above contents, request the Provincial Fisheries Department (or Provincial Agriculture and Rural Development Department), Provincial Youth Central Committees, and functional units of both sides to quickly organize the implementation of the Resolution, creating momentum to fully leverage the pioneering and voluntary roles of the youth in successfully implementing the industrialization and modernization of the aquaculture industry.
