Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director of the General Department of Customs, the Head of the Cadre and Civil Servant Affairs Department,
DECISION:
Article 1. Supplementing the tasks and powers of the Provincial, City Customs Departments directly under the General Department of Customs (as specified in Article 2 of Decision No. 15/2003/QD-BTC dated February 10, 2003 of the Minister of Finance on the functions, tasks, powers, and organizational structure of the Provincial, City Customs Departments directly under the General Department of Customs) as follows:
- Submitting to the Director of the General Department of Customs the program, plan, and scheme for collecting and processing business information within the area of management;
- Taking the lead or coordinating with other entities to implement the task of collecting and processing information and materials from sources: public, confidential, within and outside the Customs sector according to the approved plan;
- Compiling, analyzing, evaluating, and processing collected information and supplementing it into the General Department of Customs' information system;
- Directing and guiding subordinate units to perform customs business information collection and processing work in accordance with regulations.
Article 2. This Decision takes effect fifteen days after its publication in the Official Gazette. The Director of the General Department of Customs, the Heads of the Provincial, City Customs Departments, the Head of the Cadre and Civil Servant Affairs Department, the Director of the Ministry of Finance's Office, and the Heads of related units and organizations are responsible for implementing this Decision./.
