BASED ON THE GOVERNMENT DECREE No. 40/2004/NĐ-CP dated February 13, 2004 providing detailed regulations and guidance on the implementation of certain provisions of the Statistics Law.

BASED ON THE GOVERNMENT DECREE No. 62/2003/NĐ-CP dated June 6, 2003 providing the functions, tasks, powers, and organizational structure of the Ministry of Justice.

PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE CIVIL ENFORCEMENT AGENCY.
