DIRECTIVE

Regarding the launch of the Patriotic Competition Movement to commemorate the 60th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 - June 11, 2008)

On June 11, 1948, President Ho Chi Minh issued the Call for Patriotic Emulation to encourage the people and soldiers across the country to promote the tradition of patriotic emulation to achieve victory in the national liberation and unification cause. The patriotic emulation movement has become a fine tradition, creating a spiritual impetus and invaluable comprehensive strength, bringing about significant achievements in the cause of building and defending the country.

To implement Directive No. 19/CT-TW dated December 22, 2007 on commemorating the 60th anniversary of President Ho Chi Minh's issuance of the Call for Patriotic Emulation (June 11, 1948 - June 11, 2008) by the Secretariat, the Minister of Health requests the leaders of Departments, General Bureaus, Bureaus, Inspectorate, Office, Heads of subordinate units under the Ministry, Directors of Health Departments of provinces and centrally-administered cities, and Heads of health sectors to strictly implement the following contents:

1. Launch the competition movement "The entire health sector strives to achieve remarkable results to commemorate the 60th anniversary of President Ho Chi Minh's issuance of the Call for Patriotic Emulation (June 11, 1948 - June 11, 2008)" from now until the end of June 2008; agencies and units shall base their functions and assigned tasks and the key tasks of the entire sector in 2008 to set specific goals and contents of the competition; encourage all staff members to promote the tradition of patriotic emulation through practical actions at their own units; Heads of subordinate units, Directors of Health Departments of provinces and centrally-administered cities, Heads of health sectors, and related units shall focus on resolving current pressing issues in the health sector such as hospital overcrowding in accordance with Circular No. 06/2007/CT-BYT dated December 7, 2007 of the Minister of Health on improving the quality of medical examination and treatment for the people; effectively carry out disease prevention and control work.

2. Continue to intensify the implementation of the movement "Learning and practicing the moral example of President Ho Chi Minh" in accordance with the spirit of Directive No. 06/CT-TW dated June 11, 2006 of the Politburo, going deeper to create new motivation for moral cultivation among all cadres, civil servants, and employees in the health sector, closely linking the movement with the patriotic emulation movement. Strengthen the movement to enhance medical ethics, properly implement the twelve-point medical ethics code, and strive to follow President Ho Chi Minh's teachings that "Medical practitioners must be like mothers."

3. Units organize commemorative activities in appropriate forms and contents such as organizing meetings between heroes, outstanding workers, exemplary models, and Party and government leaders, mass organizations; exchanges between television stations, radio stations, propaganda agencies, and exemplary models, new factors in the patriotic emulation movement.

4. The Center for Health Education and Communication under the Ministry of Health, Health and Life Newspaper, Family and Society Newspaper shall concentrate on reporting and writing articles promptly about the patriotic emulation movement in the health sector according to President Ho Chi Minh's Call, widely publicizing and promoting outstanding exemplary models in the health sector to spread throughout the sector.

5. Agencies and units conduct mid-term reviews of the movement before June 11, 2008, simultaneously coordinating with the Standing Committee of the Competition and Reward Council of the Ministry of Health to organize a summary at the ceremony commemorating the 60th anniversary of President Ho Chi Minh's issuance of the Call for Patriotic Emulation on June 11, 2008. Organize timely commendation and rewards for outstanding individuals and groups to motivate the movement and contribute to creating new momentum to complete tasks well.

This directive takes effect 15 days after its publication in the Official Gazette.

Upon receipt of this directive, Department heads, General Bureau chiefs, Bureau chiefs, Chief of the Ministry's Office, Chief Inspector of the Ministry, Directors of Health Departments, Heads of health sectors, and related units are responsible for implementing it and reporting the results to the Ministry of Health./.

Upon receipt of this Directive, the Heads of Departments, General Directors, Directors, Head of the Ministry's Office, Chief Inspector of the Ministry, Directors of Health Services, Heads of health sectors, and related units shall be responsible for implementing it and reporting the results to the Ministry of Health./.
