Guidelines for organizing and evaluating mass sports and physical culture movements at local levels

Pursuant to the Law on Sports and Physical Culture 2006;
Pursuant to Decree No. 185/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
The Ministry of Culture, Sports and Tourism hereby provides guidelines for organizing and evaluating mass sports and physical culture movements at local levels as follows:
I. ORGANIZING MASS SPORTS AND PHYSICAL CULTURE ACTIVITIES AT LOCAL LEVELS.
1. Contents of mass sports and physical culture activities at local levels include:
a. Activities for physical training, exercise, performance, and competition among various groups of people within each household, on different areas, in every organization, unit, and school;
b. Entertainment activities using traditional folk games and ethnic sports during festivals, at public cultural activity points, and along tourist routes;
c. Exercises for disease prevention and treatment in healthcare facilities and rehabilitation centers;
d. National defense sports activities among the people.
2. Forms of organizing mass sports and physical culture activities at local levels include:
a. Self-practice by individuals at home, place of residence, or workplace;
b. Organized practice by the masses in various types of grassroots sports clubs, entertainment points, associations, and mass sports federations;
c. Organizing sports competitions, Cultural-Sports Days, and Mass Sports and Physical Culture Congresses;
d. Establishing sports teams from units and localities to participate in mass sports competitions organized by communes, districts, and provinces.
3. Measures for organizing mass sports and physical culture activities at local levels include:
a. Promoting and disseminating the benefits and effects of sports and physical culture;
b. Mobilizing the whole population to regularly engage in physical training to improve health;
c. Building cultural families, villages, and residential wards;
d. Guiding practitioners at both public and private sports facilities;
e. Establishing grassroots sports clubs and mass sports associations in villages, communities, organizations, units, and schools;
f. Encouraging cooperative and collaborative activities between culture, sports, tourism, and family life according to the policy of socialization.
II. EVALUATING THE MASS SPORTS AND PHYSICAL CULTURE MOVEMENTS AT LOCAL LEVELS.
1. The mass sports and physical culture movement at local levels is evaluated based on two basic criteria:
a. The percentage of people regularly engaging in sports and physical culture activities;
b. The percentage of households regularly engaging in sports and physical culture activities.
In addition, depending on the locality, other evaluation criteria may be selected such as the number of sports clubs, sports competitions, sports teams, sports facilities, sports volunteers, and established sports associations.
2. A person regularly engaging in sports and physical culture activities is someone who practices at least three times a week, each session lasting at least 30 minutes, continuously for a minimum of six months out of a year, using methods and means of sports and physical culture as specified in Section I.
Students in schools who fully implement the compulsory physical education program and military personnel who fully implement the physical training program as prescribed are considered to be regularly engaging in sports and physical culture activities.
The percentage of people regularly engaging in sports and physical culture activities is calculated by dividing the total number of people regularly engaging in sports and physical culture activities in a locality by the total population of that locality, then multiplying by 100.
3. A household regularly engaging in sports and physical culture activities is a household where at least 50% of its representative members across generations are regularly engaging in sports and physical culture activities.
A household regularly engaging in sports and physical culture activities is not a title but merely one of the standards for the "Cultural Family" title.
The percentage of households regularly engaging in sports and physical culture activities is calculated by dividing the number of households regularly engaging in sports and physical culture activities in a locality by the total number of households in that locality, then multiplying by 100.
4. The procedures for inspection, evaluation, and statistical reporting are as follows:
a. Annually, the commune-level cultural affairs officer or sports volunteer collaborates with village chiefs or ward leaders to tally the number of people regularly engaging in sports and physical culture activities and the number of households regularly engaging in sports and physical culture activities from villages or wards, calculate the average rate for the entire commune, report to the Chairman of the Commune People's Committee and the Head of the District Department of Culture, Sports and Tourism;
The method of tallying and calculating the percentage of people regularly engaging in sports and physical culture activities is detailed in Appendix No. 1 (attached);
b. The Head of the District Department of Culture, Sports and Tourism compiles reports from the commune level within the district, calculates the average rate of people and households regularly engaging in sports and physical culture activities for the entire district, reports to the Chairman of the District People's Committee and the Director of the Provincial Department of Culture, Sports and Tourism;
c. The Director of the Provincial Department of Culture, Sports and Tourism compiles reports from the district level within the province, calculates the average rate of people and households regularly engaging in sports and physical culture activities for the entire province, reports to the Chairman of the Provincial People's Committee and the Minister of Culture, Sports and Tourism;
d. The General Director of the General Department of Sports compiles reports from central cities and provinces, calculates the national average rate of people and households regularly engaging in sports and physical culture activities, reports to the Minister of Culture, Sports and Tourism for submission to the Government.
III. IMPLEMENTATION
1. This Circular takes effect from May 1, 2009.
2. The Directors of the Departments of Culture, Sports and Tourism are responsible for guiding the District Departments of Culture and Information to inspect, evaluate from the grassroots level, and compile reports to send to the General Department of Sports - Ministry of Culture, Sports and Tourism before December 15 each year. The content of the report is detailed in Appendix No. 2 (attached).
3. The General Department of Sports is responsible for supervising localities to submit data on time and compiling data to report to the Ministry of Culture, Sports and Tourism before December 20 each year.
During the implementation process, if any difficulties arise, it is recommended that the Departments of Culture, Sports and Tourism promptly reflect such issues to the Ministry of Culture, Sports and Tourism (through the General Department of Physical Training and Sports) for timely resolution.
