The Ministry of Construction guides the amendment and supplementation of Point 2, Section II of Circular No. 04/2004/TT-BXD dated July 7, 2004 of the Ministry of Construction guiding the implementation of Decision No. 78/2004/QĐ-TTg dated May 7, 2004 of the Prime Minister on adjusting and supplementing certain mechanisms and policies to accelerate the progress of building clusters and residential areas in flood-prone provinces in the Mekong Delta. "2. The specifications for constructing embankments around existing residential areas shall be determined for the allocation of funds for investment projects (Phase 2) under the Program for Building Clusters and Residential Areas in Flood-Prone Areas in the Mekong Delta, as follows:"
- The width of the top of the embankment shall not exceed 2.5 meters;
- The height of the embankment shall be determined at each different location based on the actual terrain where the embankment is constructed but shall not exceed the distance from the bottom of the embankment at the specified location to the crest level of the flood in 2000 plus 0.5 meters;
- The width of the base of the embankment shall be specifically determined based on the calculation of the slope coefficient of the embankment ensuring suitability with the actual geological conditions at the location where the embankment is constructed (in accordance with the technical standards for constructing dikes prescribed by the Ministry of Agriculture and Rural Development).
The specifications for constructing the embankment shall be reflected in the design drawings approved by the competent authority in accordance with the regulations.
For localities that can mobilize other sources of funding, the embankment may be constructed with larger specifications but must ensure completion requirements as stipulated by the Prime Minister in Decision No. 1151/QĐ-TTg.
This Circular takes effect 45 days from the date of signature. During the implementation period, if there are any difficulties, localities are requested to report to the Ministry of Construction for guidance on implementation or for amendments and supplements./.
