CIRCULAR
REGULATIONS ON PROCEDURES FOR REGISTERING ACTIVITIES AND DISSOLUTION OF DOMESTIC VIOLENCE VICTIM SUPPORT FACILITIES; DOMESTIC VIOLENCE PREVENTION AND CONTROL ADVISORY FACILITIES; STANDARDS FOR ADVISORS; ISSUANCE OF ADVISOR CARDS, PROFESSIONAL CERTIFICATIONS IN CARE AND ADVICE ON DOMESTIC VIOLENCE PREVENTION AND CONTROL; TRAINING ON DOMESTIC VIOLENCE PREVENTION AND CONTROL
Pursuant to the Law on Prevention and Control of Domestic Violence No. 02/2007/QH12 dated November 21, 2007;
Pursuant to Decree No. 08/2009/NĐ-CP dated February 4, 2009 of the Government detailing and guiding the implementation of certain provisions of the Law on Prevention and Control of Domestic Violence;
Pursuant to Decree No. 185/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
The Ministry of Culture, Sports and Tourism issues this Circular to specify certain contents under Clause 3, Article 36 of the Law on Prevention and Control of Domestic Violence; Articles 15 and 16 of Decree No. 08/2009/NĐ-CP dated February 4, 2009 of the Government detailing and guiding the implementation of certain provisions of the Law on Prevention and Control of Domestic Violence as follows:
Article 1. Scope of application
This Circular specifies details on:
1. Procedures for registering activities; dissolution of domestic violence victim support facilities; domestic violence prevention and control advisory facilities;
2. Standards for advisors; issuance of advisor cards; professional certifications in care and advice on domestic violence prevention and control;
3. Training on domestic violence prevention and control.
Article 2. Functions and tasks of domestic violence victim support facilities; domestic violence prevention and control advisory facilities
1. Domestic violence victim support facilities have the function of assisting domestic violence victims and providing advice on domestic violence prevention and control, including: health care and health care counseling; medical care; legal counseling; psychological counseling; providing temporary shelter when victims of domestic violence do not have other places to stay; supporting essential needs such as food and water, providing or lending clothing, bedding, and other essential items to victims of domestic violence.
2. Domestic violence prevention and control advisory facilities have the function of providing legal counseling; psychological counseling for individuals who need counseling, including victims of domestic violence, perpetrators of domestic violence, and other individuals.
Article 3. Documents for registering activities of domestic violence victim support facilities; domestic violence prevention and control advisory facilities
1. Application for registration of activities of domestic violence victim support facilities according to Model Form M4b; domestic violence prevention and control advisory facilities according to Model Form M4a issued together with this Circular;
2. Draft Regulation on the operation of domestic violence victim support facilities; domestic violence prevention and control advisory facilities. The regulation must include the following basic contents:
a) Objectives, name, area, and scale of operations of domestic violence victim support facilities; domestic violence prevention and control advisory facilities;
b) Organizational structure and relationships in management and direction of domestic violence victim support facilities; domestic violence prevention and control advisory facilities;
c) Responsibilities of the head, direct care and advisory staff, and other personnel working at domestic violence victim support facilities; domestic violence prevention and control advisory facilities;
d) Responsibilities and rights of domestic violence victims when accepted into domestic violence victim support facilities; domestic violence prevention and control advisory facilities;
đ) Responsibilities and rights of domestic violence perpetrators when accepted into domestic violence prevention and control advisory facilities.
e) Principles for managing assets and finances and administrative regulations suitable for the characteristics of domestic violence victim support facilities; domestic violence prevention and control advisory facilities.
3. Written confirmation by the People's Committee of communes, wards, towns (hereinafter referred to as the People's Committee at the commune level) regarding the location where domestic violence victim support facilities; domestic violence prevention and control advisory facilities operate within their jurisdiction.
4. A statement explaining financial resources, including the following contents:
a) Current financial situation of the facility (including cash, deposits in bank accounts); if funds are received from sponsors, the name, address of the organization or individual sponsor, amount, goods, and time of sponsorship must be clearly stated.
b) Financial resources committed to ensure the operation of the facility (if any).
5. Curriculum vitae of the head of domestic violence victim support facilities; domestic violence prevention and control advisory facilities confirmed by the People's Committee at the commune level where they reside or by the competent state management agency; list of advisors meeting the standards prescribed in Article 10 of this Circular; list of personnel working at the facility confirmed by the head and accompanied by a copy of the Certificate of Training on Domestic Violence Prevention and Control according to Model Forms M3a or M3b issued by the competent authority as stipulated in Clause 1, Article 14 of this Circular. In cases where personnel working at the facility do not yet have a Certificate of Training on Domestic Violence Prevention and Control, the plan for these individuals to participate in training must be clearly stated in the application.
6. The application shall be prepared in three sets: two sets submitted to the Department of Culture, Sports and Tourism (if the authority issuing the Registration Certificate is the People's Committee at the provincial level), or the Cultural and Information Office (if the authority issuing the Registration Certificate is the People's Committee at the district level); one set retained by the facility.
Article 4. Procedure for receiving, reviewing applications, and issuing the Registration Certificate
1. The authority specified in Clause 6, Article 3 of this Circular receives applications and issues a receipt to the applicant. Within fifteen working days from the date of receiving complete and valid applications, the authority receiving the application must provide a review result. In case the application is incomplete, the authority receiving the application has the responsibility to guide the facility to perfect the application, and the review period will be recalculated from the date of receiving a complete and valid application.
Within five working days from the date of the review result, the reviewing authority must send one set of the application and the review record of the domestic violence victim advisory facility according to Model Form M5a||| The victim support facility for domestic violence according to Model M5b issued together with this Circular shall submit it to the People's Committee with authority as stipulated in Article 17 of Decree No. 08/2009/NĐ-CP to obtain the Registration Certificate for Operation of the facility.
||| 2. Within ten working days from the date of receiving complete files and the inspection report, the competent authority as stipulated in Article 17 of Decree No. 08/2009/NĐ-CP shall be responsible for issuing the Registration Certificate for Operation for the facility providing counseling on prevention and response to domestic violence according to Model M6a1, and the victim support facility for domestic violence according to Model M6b1 issued together with this Circular. In case of refusal to issue the Registration Certificate for Operation, the reasons must be clearly stated in writing.
||| 3. The operation regulations of the facility shall be approved simultaneously with the issuance of the Registration Certificate for Operation by the authority issuing the Registration Certificate for Operation.
Article 5. ||| Procedure for extending, reissuing, and changing the Registration Certificate for Operation
||| 1. In cases where the Registration Certificate for Operation of the victim support facility for domestic violence; the facility providing counseling on prevention and response to domestic violence is about to expire, if the facility wishes to continue its operations, it must apply for extension.
||| a) The application file for extending the Registration Certificate for Operation includes:
||| - Application for extending the Registration Certificate for Operation;
||| - The Registration Certificate for Operation that is about to expire;
||| - Report summarizing the activities of the facility during the permitted period.
||| b) The application file for extending the Registration Certificate for Operation shall be submitted to the People's Committee with authority as stipulated in Article 17 of Decree No. 08/2009/NĐ-CP. Within ten working days from the date of receiving complete and valid files, the People's Committee with authority shall be responsible for reviewing and approving the extension of the Registration Certificate for Operation. The extension period will be recorded on the back of the Registration Certificate for Operation. Any amendments or supplements to the operation regulations of the facility will be approved simultaneously with the extension of the Registration Certificate for Operation.
||| If the extension is not agreed upon, the People's Committee with authority must respond in writing, stating the reasons.
||| c) The facility granted an extension of the Registration Certificate for Operation shall be responsible for notifying in writing (accompanied by a copy of the amended and supplemented operation regulations that have been approved) the competent state management agency for culture, sports, and tourism as stipulated in Clause 6, Article 3 of this Circular for monitoring and managing.
||| 2. In cases where the Registration Certificate for Operation of the victim support facility for domestic violence; the facility providing counseling on prevention and response to domestic violence is lost, torn, or damaged, the facility may apply for a replacement Registration Certificate for Operation.
a) Documents required for reissuing the Registration Certificate for Activities include:
||| - Application for replacing the Registration Certificate for Operation;
||| - The old Registration Certificate for Operation (in case of tearing or damage);
||| - A copy of the Registration Certificate for Operation or the approved operation regulations (in case of loss of the Registration Certificate for Operation).
||| b) The application file for replacing the Registration Certificate for Operation shall be submitted to the People's Committee with authority as stipulated in Article 17 of Decree No. 08/2009/NĐ-CP. Within fifteen working days from the date of receiving complete and valid files, the People's Committee with authority shall issue a new Registration Certificate for Operation for the facility providing counseling on prevention and response to domestic violence according to Model M6a2, and the victim support facility for domestic violence according to Model M6b2 of this Circular. If the replacement is not agreed upon, a written response must be provided, stating the reasons.
||| c) The facility granted a replacement Registration Certificate for Operation shall be responsible for notifying in writing (accompanied by a copy of the newly issued Registration Certificate for Operation) the competent state management agency for culture, sports, and tourism as stipulated in Clause 6, Article 3 of this Circular for monitoring and managing.
||| 3. In cases where there is a change in the name, address of the headquarters, head, or content of activities of the victim support facility for domestic violence; the facility providing counseling on prevention and response to domestic violence, the facility may apply for a change in the Registration Certificate for Operation.
a) The dossier for changing the Registration Certificate for Operation includes:
||| - Application for changing the Registration Certificate for Operation;
||| - The Registration Certificate for Operation already issued to the facility;
||| - Relevant documents related to the changes (name, address, head, content of activities).
||| b) The application file for changing the Registration Certificate for Operation shall be submitted to the competent authority as stipulated in Clause 6, Article 3 of this Circular. Upon receipt of the file, the receiving authority shall issue a receipt to the submitting party and conduct an examination of the file within ten working days from the date of receiving complete and valid files. In case the file is incomplete, the authority shall guide the facility to complete the file, and the examination period will be recalculated from the date of receiving complete and valid files.
||| c) Within three working days from the date of completing the examination, the examining authority shall send one set of the file and the examination report according to Model 05 issued together with this Circular to the People's Committee with authority as stipulated in Article 17 of Decree No. 08/2009/NĐ-CP to change the Registration Certificate for Operation for the facility.
||| d) Within seven working days from the date of receiving complete files and the examination report, the People's Committee with authority as stipulated in Article 17 of Decree No. 08/2009/NĐ-CP shall be responsible for changing the Registration Certificate for Operation for the facility providing counseling on prevention and response to domestic violence according to Model M6a1, and the victim support facility for domestic violence according to Model M6b1 issued together with this Circular. In case of refusal to change the Registration Certificate for Operation, the reasons must be clearly stated in writing.
đ) The amended and supplemented operational regulations of the entity shall be approved by the authority issuing the Registration Certificate for Operation simultaneously with the issuance of the Registration Certificate for Operation to the entity.
Article 6. ||| Responsibilities of the head; those directly involved in care; counseling and the victim support facility for domestic violence; the facility providing counseling on prevention and response to domestic violence
1. The Director is the head of the facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence. The Director is fully responsible for the operation of the facility before the law; signs labor contracts with employees, workers working at the facility and collaborators (if any) in accordance with the provisions of the Labor Law (except those who volunteer to work at the facility for a period not exceeding three months and do not receive remuneration). Management of employees and workers at the facility shall be carried out in accordance with the Regulations approved.
2. Those directly involved in caring for victims of domestic violence; providing counseling on prevention and combating domestic violence must adhere to professional ethics, refrain from disclosing information about the identity of the person being counseled or cared for to others unless there is a decision by a competent state agency or the consent of the victim; respect, share, and provide thorough assistance to victims of domestic violence and those seeking counseling on prevention and combating domestic violence.
3. Responsibilities of the facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence:
a) When receiving people for care and counseling, the facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence must record in the Logbook and keep the information confidential in accordance with the provisions of the Law on Prevention and Combating Domestic Violence.
b) The facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence may only refuse to accept victims of domestic violence or those seeking counseling in cases where the individual intentionally violates the Regulations governing the operation of the facility; the individual does not meet the functions of the facility.
In the event that the number of people exceeds the capacity specified by the facility at the time of reception, the head of the facility must report to the People's Committee of the commune/town/district where the facility is located to promptly address the situation.
c) The facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence shall manage the financial and property assets of the facility in accordance with current laws. Expenditures from sponsored funds must be conducted openly and democratically, in accordance with the approved Regulations on operations, agreements with sponsors, and the provisions of the law.
d) The facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence is responsible for implementing a regular reporting system every six months and annual reports on May 15 and November 15 each year according to Form M7b; M7a issued together with this Circular to the competent state management agency for culture, sports, and tourism as stipulated in Clause 6, Article 3 of this Circular and the People's Committee of the commune where the facility is located.
, Clause 1, Clause 2 Article 7a of this Regulation.. Rights and responsibilities of individuals accepted into the facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence
1. Victims of domestic violence, perpetrators of domestic violence, and those seeking counseling when accepted into the facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence shall be provided with care and counseling in accordance with the Regulations of the facility approved by the competent authority as stipulated in Article 17 of Decree No. 08/2009/NĐ-CP and have the right to lodge complaints or denunciations if they discover violations by the facility. The procedures and formalities for lodging complaints and denunciations shall be carried out in accordance with the provisions of the law on complaints and denunciations.
2. Individuals accepted into the facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence shall be responsible for adhering to the Regulations of the facility approved by the competent state agency.
Article 8. Dissolution of the facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence
1. The agency issuing the Registration Certificate for Operation as stipulated in Article 17 of Decree No. 08/2009/NĐ-CP is the competent authority to dissolve the facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence in the following cases:
a) At the request of the agency, organization, or individual that established the facility.
b) Upon expiration of the operating term recorded in the Registration Certificate for Operation and the Regulations of the facility without permission for extension granted by the competent authority as stipulated in Article 17 of Decree 08/2009/NĐ-CP.
c) Being revoked of the Registration Certificate for Operation or having the right to use the Registration Certificate for Operation revoked pursuant to a decision of the competent authority.
2. Prior to dissolution, the facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence must fulfill all financial and property obligations in accordance with the law.
3. Upon dissolution, the facility must cease all activities upon receipt of the Dissolution Decision from the competent authority.
4. Within fifteen working days from the date of issuance of the Dissolution Decision or seven working days from the date of receipt of the Dissolution Decision as stipulated in Point a, Clause 1 of this Article, the facility supporting victims of domestic violence; the facility providing counseling on prevention and combating domestic violence must submit the Registration Certificate for Operation to the issuing agency to remove it from the Register.
Article 9. Standards for caregivers; counselors on prevention and combating domestic violence
The standards for caregivers and counselors on prevention and combating domestic violence stipulated in Clause 1, Article 15 of Decree No. 08/2009/NĐ-CP are specified as follows:
1. Moral and ethical standards: good moral character, no violation of the law or violation but has been pardoned; during the course of practice, must comply with the Regulations of the facility and other relevant laws.
2. Knowledge standards:
a) Hold a high school diploma or higher. This standard applies only to caregivers and counselors at facilities supporting victims of domestic violence, facilities providing counseling on prevention and combating domestic violence established by the competent authority as stipulated in Article 17 of Decree No. 08/2009/NĐ-CP.
b) Hold a certificate in caregiving or counseling on prevention and combating domestic violence issued by the competent authority as stipulated in Clause 1, Article 11 of this Circular.
3. Experience criteria: have at least one year of activity in one or more fields of legal, psychological, or healthcare advisory services, confirmed by the agency, organization where they work, or the People's Committee of the commune where they reside.
Article 10. Authority and procedures for issuing, reissuing, and revoking Caregiver Cards and Advisor Cards
1. The Director of the Department of Culture, Sports, and Tourism has the authority to issue Caregiver Cards and Advisor Cards.
2. The application dossier for issuing a Caregiver Card; an Advisory Counselor Card includes:
a) Application for issuance of a Caregiver Card; Advisor Card;
b) Health certificate issued by a competent health authority;
c) Certificate of work experience or activity in the advisory field issued by the agency, organization where they work, or the People's Committee of the commune where they reside;
d) Certified copy of the professional care or advisory certification on preventing and combating domestic violence;
đ) Three photographs measuring 3 x 4 cm.
3. Within seven working days from the date of receiving complete and valid application files, the Director of the Department of Culture, Sports, and Tourism shall be responsible for issuing Advisor Cards according to Model M1a1 and Caregiver Cards according to Model M1b1 issued together with this Circular. In case of non-issuance, a written response must be provided with clear reasons stated.
4. In cases where the card is lost, torn, or damaged, caregivers and advisors are entitled to reissue Advisor Cards according to Model M1a2; Caregiver Cards according to Model M1b2 issued together with this Circular. The reissuance period is seven working days from the date of receiving complete and valid application files. Reissue application files include:
a) Application for reissuance of the card;
b) The old card (in case it is torn or damaged);
c) Certified copy of the professional care or advisory certification on preventing and combating domestic violence.
5. The authority specified in Clause 1 of this Article has the authority to revoke Caregiver Cards and Advisor Cards in the following cases:
a) Issuance of Caregiver Cards; Advisor Cards contrary to the provisions of the law;
b) The holder of the card commits acts violating the law on preventing and combating domestic violence or violates professional ethics causing serious harm to the health, honor, and spirit of the person being advised.
6. Revocation of the card must be done through a Decision in writing, notifying the individual whose card is revoked and the management entity or the People's Committee of the commune, ward, town where the individual resides.
7. Within seven working days from the date of the Decision to revoke the card as stipulated in point a and point b of Clause 6 of this Article, the individual whose card is revoked must return the card to the Department of Culture, Sports, and Tourism with the relevant authority.
Article 11. Professional Certification for Caregiving and Advisory Services on Preventing and Combating Domestic Violence
1. The Director of the Department of Culture, Sports, and Tourism has the authority to issue caregiving professional certifications according to Form M2b and advisory professional certifications on preventing and combating domestic violence according to Form M2a issued together with this Circular;
2. Individuals wishing to obtain a professional certification for caregiving and advisory services on preventing and combating domestic violence must be issued a certificate of completion of training and seminars by the agencies and organizations specified in Clause 1 of Article 14 of this Circular, and must pass an examination with a minimum score of 50 out of 100 points in each subject organized by the Department of Culture, Sports, and Tourism.
3. Registration files for participation must be submitted to the Department of Culture, Sports, and Tourism, including the following documents:
a) Participation registration form for examination;
b) Certificate confirming completion of training and seminar on caregiving; advisory services on preventing and combating domestic violence;
c) Brief resume with confirmation from the agency where they work or the People's Committee of the commune where they reside;
d) Two photographs measuring 3x4 cm.
4. Annually or based on the number of individuals registering for examinations to obtain Certifications for caregiving victims of domestic violence; advisory certificates on preventing and combating domestic violence, the Department of Culture, Sports, and Tourism will announce at least once in a central or local daily newspaper for three consecutive issues regarding the organization of the examination and the list of individuals who meet the examination requirements, requesting the authority specified in Clause 1 of this Article to issue Certifications for caregiving; advisory certifications on preventing and combating domestic violence.
5. The Director of the Department of Culture, Sports, and Tourism establishes an Examination Board and evaluates examination results. The examination content is regulated in Clause 1 of Article 12 of this Circular for those taking the certification exam for caregiving support staff for victims of domestic violence and Clause 2 of Article 12 of this Circular for those taking the certification exam for advisory staff on preventing and combating domestic violence.
6. Within fifteen working days from the date of announcing the examination results, candidates may request the Examination Board to review or submit complaints about the examination results to the Director of the Department of Culture, Sports, and Tourism.
Article 12. Content of Training and Seminars on Caregiving and Advisory Services on Preventing and Combating Domestic Violence
1. Content of training and seminars on caregiving and supporting victims of domestic violence:
a) Purpose and significance of activities to prevent and combat domestic violence;
b) Basic contents of laws on preventing and combating domestic violence; marriage and family and gender equality;
c) First aid skills for victims of domestic violence;
d) Contents, methods, and skills in caring for victims of domestic violence;
đ) Methods of reporting and statistics on preventing and combating domestic violence.
2. Content of training and seminars for advisors on domestic violence:
a) Provisions at point a, b, and đ of Clause 1 of this Article;
b) Skills in dealing with family situations; skills in handling conflicts and disputes among family members;
c) Contents, methods, and skills in advising and mediation of conflicts and disputes within families, skills in intervening and preventing domestic violence.
Article 13. Target groups for training and seminars on preventing and combating domestic violence
The target groups for training and seminars on preventing and combating domestic violence as prescribed in Clause 3 of Article 36 of the Law on Prevention and Combating Domestic Violence, Article 6 and Article 15 of Decree No. 08/2009/NĐ-CP, are specified as follows:
1. Mandatory participants required to undergo training and seminars on caregiving and advisory services on preventing and combating domestic violence.
a) Persons engaged in family counseling work at the grassroots level, including: cultural and social affairs officers; judicial officers; health workers at the commune level; members of the Vietnam Fatherland Front Committee; the Vietnam Women's Union; the Ho Chi Minh Communist Youth Union; the Farmers' Association; the Veterans' Association; the Elderly Association at the commune level; members of the Mediation Group.
b) Persons working at domestic violence victim support centers; family violence prevention and control counseling centers, including: persons who have signed labor contracts with such centers; center volunteers. Counseling staff with counseling licenses are not required to attend initial training but must participate in regular training as stipulated in point b, Clause 4, Article 14 of this Circular.
2. The encouraged participants are all individuals who wish to be trained in providing care and support for victims of domestic violence; counseling on preventing and controlling domestic violence.
Article 14. Organizing training, providing instruction, and issuing certificates of completion for training on preventing and controlling domestic violence
1. Organizing training and providing instruction on preventing and controlling domestic violence:
a) Encouraging agencies, mass organizations, and social organizations to organize training in caring for victims of domestic violence and counseling on preventing and controlling domestic violence. If these agencies, mass organizations, and social organizations have the conditions and capacity to provide such training, they may organize training and issue certificates of completion for training on preventing and controlling domestic violence according to Model Forms M3a and M3b attached to this Circular for the subjects specified in Article 13 of this Circular after registration and approval of the training program and content by the Department of Culture, Sports and Tourism where the training center is located.
b) Educational institutions that have the conditions and capacity to train in preventing and controlling domestic violence may organize such training and issue certificates of completion for training on preventing and controlling domestic violence according to Model Forms M3a and M3b attached to this Circular for the subjects specified in Article 13 of this Circular after registering the training program and content with the Department of Culture, Sports and Tourism where the educational institution is located.
2. Instructors for training courses on professional care and counseling on preventing and controlling domestic violence must hold a bachelor’s degree or higher in social sciences and healthcare, with at least two years of experience working in the field of family affairs or in domestic violence prevention and control work.
3. Certificates of completion for professional care and counseling training on preventing and controlling domestic violence are valid for three years; certificates of completion for professional care and counseling training on preventing and controlling domestic violence are valid for one year. After the validity period, those holding expired certificates must pass a review course to renew their certificate, achieving a score of 50 or higher on a scale of 100 for each subject reviewed. Individuals who pass three consecutive review periods for the training course will be issued an unlimited validity certificate.
4. Forms and duration of training and instruction
a) Training and instruction forms are organized in concentrated sessions.
b) Duration of training and instruction
- The duration of training for the subjects specified in Article 13 of this Circular is determined by the educational institution, but each training session must last at least thirty days;
- Initial training: at least three days for the subjects specified in Clause 1, Article 13 of this Circular; at least five days for the subjects specified in Clause 2, Article 13 of this Circular;
- Regular training: the subjects specified in Clause 1, Article 13 of this Circular must undergo regular training at least once every year, with a minimum duration of one day to update information, legal regulations, and new knowledge on preventing and controlling domestic violence.
5. Funding for organizing training and instruction
a) Funding for training and instruction for the subjects specified in Clause 1, Article 13 of this Circular is sourced from the provincial budget allocated for domestic violence prevention and control work;
b) Funding for training and instruction for the subjects specified in Clause 2, Article 13 of this Circular is borne by the sending organization or individual participant;
c) Revenue and expenditure management shall be carried out in accordance with the provisions of the law.
Article 15. Effectiveness
1. This Circular takes effect from April 30, 2010.
2. During implementation, if there are any difficulties, please promptly report them in writing to the Ministry of Culture, Sports and Tourism for study, amendment, and supplementation./.
