PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on the Consumer Protection Law dated November 17, 2010;
Pursuant to Decree No. 99/2011/NĐ-CP dated November 27, 2011 of the Government detailing and guiding the implementation of certain provisions of the Law on Consumer Rights Protection;
Upon the proposal of the Minister of Industry and Trade,
DECISION:
Article 1. This Decision hereby promulgates the List of essential goods and services that must be registered for standard contracts and general terms of trade as stipulated in Clause 1, Article 19 of the Law on Consumer Rights Protection.
Article 2. Based on the need to protect consumers during each period, the Ministry of Industry and Trade shall be responsible for reviewing and submitting to the Prime Minister for amendments and supplements to the List of essential goods and services that must be registered for standard contracts and general terms of trade.
Article 3. This Decision takes effect from March 1, 2012. For standard contracts and general terms of trade currently being implemented under the List prescribed in Article 1 of this Decision, within ninety days from the date this Decision takes effect, organizations and individuals engaged in business must register their standard contracts and general terms of trade in accordance with the regulations.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities, and related organizations and individuals are responsible for implementing this Decision./.
