CIRCULAR
REGULATIONS ON IMPORT OF TOBACCO LEAF MATERIAL UNDER CUSTOMS DUTY QUOTA IN 2012
Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade; Decree No. 44/2011/ND-CP dated June 14, 2011 of the Government amending and supplementing Article 3 of Decree No. 189/2007/ND-CP;
Pursuant to Decree No. 12/2006/ND-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international goods trading activities and related agency buying, selling, processing, and transiting goods with foreign countries;
Pursuant to Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding certain provisions of Decree No. 12/2006/ND-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international goods trading activities and related agency buying, selling, processing, and transiting goods with foreign countries;
The Minister of Industry and Trade hereby promulgates regulations on the import of tobacco leaf material under customs duty quota for 2012 as follows:
Article 1. Quantity of tobacco leaf material imported under the quota.
The quantity of tobacco leaf material (HS Code 2401) imported under the customs duty quota for 2012 is 40,000 tons.
Article 2. Principles for Issuing Import Licenses for Tobacco Leaves under Tariff Quotas
Trading entities shall be allocated the customs duty quota for importing tobacco leaf material in accordance with Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding certain provisions of Decree No. 12/2006/ND-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international goods trading activities and related agency buying, selling, processing, and transiting goods with foreign countries.
Article 3. Effectiveness
This Circular takes effect from January 18, 2012 until December 31, 2012./.
