The year 2010 shall be the base year replacing the base year 1994 for calculating statistical indicators based on the comparison price index.

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Statistics dated June 26, 2003;

Pursuant to Decree No. 116/2008/ND-CP dated November 14, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;

Pursuant to Decision No. 54/2010/QĐ-TTg dated August 24, 2010 of the Government Chairman regarding the functions, tasks, powers, and organizational structure of the General Statistics Office under the Ministry of Planning and Investment;

Considering the proposal of the Director of the General Statistics Office;

The Ministry of Planning and Investment stipulates that the year 2010 shall replace the base year 1994 for calculating statistical indicators based on the comparison price index as follows:

Article 1. Using the 2010 Price List of Agricultural, Forestry, and Fishery Products Producers (Annex I attached) to calculate statistical indicators based on the comparison price index in the agricultural, forestry, and fishery sectors.

Article 2. Using the System of Price Indices to calculate statistical indicators based on the comparison price index in all sectors within the Vietnamese Economic Classification 2007 except for the agricultural, forestry, and fishery sectors.

Clause 1. The System of Price Indices for calculating statistical indicators based on the comparison price index includes:

- Consumer Price Index;

- Spatial Living Cost Index;

- Raw Materials, Fuel, and Consumables Price Index for Production;

- Production Price Index;

- Construction Price Index;

- Real Estate Price Index;

- Export Goods Price Index;

- Import Goods Price Index.

- For the value added of administrative activities and support services: Use the average consumer price index for the reporting year compared to the base year 2010.

Article 4. Subjects of Implementation

1. Organizations assigned to compile statistical indicators according to the comparison prices in the National Statistical Indicator System, Provincial, District, Commune Statistical Indicator Systems, and Ministry and Sector Statistical Indicator Systems include:

a) General Statistics Office;

b) Statistical organizations under Ministries, agencies at the ministerial level, government agencies, other central-level agencies, People's Committees at all levels.

2. Organizations and individuals using statistical indicators according to comparison prices.

Article 5. Responsibilities for Implementation

1. Organizations and individuals mentioned in Article 4 are responsible for implementing this Circular in accordance with its provisions.

2. The General Statistics Office is responsible for monitoring and supervising the implementation of this Circular.

Article 6. Effectiveness

1. This Circular takes effect from June 1, 2012, and replaces Decision No. 192/TCTK/TH dated August 7, 1995, issued by the Director of the General Statistics Office on the issuance of the Fixed Price List for the base year 1994.

2. During the implementation process, if there are any difficulties, Ministries, agencies at the ministerial level, government agencies, other central-level agencies, People's Committees at all levels should send their comments to the Ministry of Planning and Investment (General Statistics Office) for timely review and adjustment./.
