AMENDING Article 2 of Decision No. 04/2008/QD-BKHCN dated April 28, 2008

of the Minister of Science and Technology on issuing and implementing

"National Technical Regulations on Helmets for Motorcyclists and Motorcycle Riders"

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Pursuant to Decree No. 20/2013/NĐ-CP dated February 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

At the proposal of the General Director of the Standardization, Metrology and Quality Control Department;

The Minister of Science and Technology issues this Circular amending Article 2 of Decision No. 04/2008/QD-BKHCN dated April 28, 2008 of the Minister of Science and Technology on issuing and implementing "National Technical Regulations on Helmets for Motorcyclists and Motorcycle Riders".

Article 1. AMEND Article 2 of Decision No. 04/2008/QD-BKHCN dated April 28, 2008 of the Minister of Science and Technology on issuing and implementing "National Technical Regulations on Helmets for Motorcyclists and Motorcycle Riders" as follows:

Article 2. Helmets for motorcyclists, motorcycle riders, motorbike riders, bicycle motor riders, electric motorcycle riders, electric bicycle riders, and similar vehicles (hereinafter referred to as helmets for motorcyclists and motorcycle riders) produced domestically or imported may only be circulated in the market after being certified and announced as compliant with National Technical Regulation QCVN 02:2008/BKHCN issued together with Decision No. 04/2008/QD-BKHCN dated April 28, 2008 of the Minister of Science and Technology.

Article 2. Implementation clause

This Circular takes effect from June 1, 2014.

This Circular takes effect from December 25, 2025/.

1. The Standardization, Measurement, and Quality Control Department is responsible for guiding and organizing the implementation of this Circular.

2. Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular./.
