Is a professional civil servant in fisheries inspection agencies, assisting agency leadership in organizing and implementing patrol, inspection, supervision, violation handling, and specialized fishery inspection tasks on Vietnam's maritime areas within their jurisdiction.
a) Leads and implements certain fields in professional work related to fisheries inspection and specialized fishery inspection.

c) Leads and implements patrols, inspections, supervision, and handling according to the law for significant and complex cases.
d) Organizes and guides professional inspections on fisheries inspection; proposes measures to enhance the efficiency of management and operations of the fisheries inspection force.
đ) Cooperates with relevant agencies when implementing patrol, inspection, supervision, detection, and handling of violations of fishery laws.
e) Participates or leads research, application, and advancement of scientific and technological progress in assigned professional and operational fields.

1. Responsibilities

2. Tasks
a) Participate in building plans and programs for patrols, inspections, supervision, and specialized fishery inspections in Vietnam's maritime areas.
b) Participate in drafting, revising, and supplementing legal documents related to their professional field within the assigned scope of work.
c) Carry out patrols, inspections, supervision, detection, prevention, and handling of violations of laws and specialized fishery inspections according to the assigned tasks.
d) Participate in implementing public awareness campaigns and dissemination of Vietnamese and international laws on fisheries, guiding fishermen and organizations and individuals operating in maritime areas to strictly comply with legal regulations on fisheries.

Article 7. Intermediate Fisheries Officer
1. Responsibilities
Is a professional civil servant in fisheries inspection agencies, participating in performing some tasks in the fisheries inspection vocational field.
2. Tasks
a) Participate in providing comments on the drafting, revision, and supplementation of legal documents related to professional and vocational fields within the assigned scope of work.
b) Participate in conducting patrols, inspections, supervision, detection, prevention, and handling of violations of fisheries laws in the assigned maritime area according to legal provisions.
c) Collect information and report promptly on violations of fisheries laws by organizations and individuals, both domestic and foreign, operating in the assigned maritime area.
d) Participate in publicizing and mobilizing fishermen to comply with legal regulations in fishery activities.
e) Participate in coordinating with patrol, inspection, and supervision forces of ministries, sectors, and localities to prevent and combat violations of fisheries laws in Vietnam's maritime areas.

Is a professional civil servant in the fisheries surveillance agency, assisting the leadership of the fisheries surveillance agency to implement patrol, inspection, control plans, detect, and prevent violations of laws related to fisheries in Vietnam's maritime areas, and perform tasks to manage and use fisheries surveillance vessels safely and effectively.
2. Task
a) Develop the vessel operation plan, repair plan; propose measures for safe and effective vessel usage and crew management.
b) Implement patrol, inspection, control, detection, prevention of violations of laws related to fisheries in Vietnam's maritime areas.
c) Command the fisheries surveillance vessel safely and effectively; manage weapons and auxiliary equipment equipped on the vessel.
d) Apply scientific and technological advancements into vessel operation work.
đ) Participate in flood and storm prevention, search and rescue operations.
e) Compile or participate in compiling materials and training manuals related to fisheries surveillance vessels, and participate in teaching vocational training courses for fisheries surveillance vessel crew members.

Is a professional civil servant in the fisheries surveillance agency, assisting the leadership of the fisheries surveillance agency to perform patrol, inspection, control, detection, and prevention of violations of laws in the fisheries sector, and ensure safe and effective use of fisheries surveillance vessels.
2. Tasks

Article 10. Intermediate Fisheries Surveillance Crew Member
1. Responsibilities
Is a professional civil servant in the fisheries surveillance agency, assisting the leadership of the fisheries surveillance agency to perform some duties during the operation of fisheries surveillance vessels participating in patrols, inspections, controls, and detections of violations of laws related to fisheries in Vietnam's maritime areas.
2. Tasks
a) Execute direct leadership orders.
b) Participate in performing patrol, inspection, control, and specialized inspection tasks regarding the protection of fishery resources.
c) Participate in flood prevention and search and rescue operations.
d) Apply scientific and technological advancements into vessel operation work.
đ) Use and maintain equipment on the vessel according to technical procedures.
e) Perform other assigned tasks.
3. Quality
c) Does not exploit official position or authority for personal gain.
b) Have a high sense of responsibility, always comply with the law and be cautious when performing official duties; accept personal sacrifice, endure hardship, and be enthusiastic and dedicated to assigned tasks.

5. Coefficient of full-time lecturers
a) Graduated from a secondary level or higher institution, with a major suitable for the job requirements.
b) Has completed intermediate fisheries surveillance crew member vocational training.
c) Has worked on a vessel for six months or more.
Chapter IV
IMPLEMENTING PROVISIONS
Article 12. Organization a) Report to the Ministry of Natural Resources and Environment on the results of training and upgrading, including listing the teaching staff participating in teaching, evaluating the participation of trainees in the training process, the results of organizing examinations for completing the training and upgrading program on land valuation business, the issuance of Certificates and the use of Certificate codes, summarizing the feedback from trainees on the quality of the training and upgrading program on land valuation business, and other relevant matters.
The titles, job grade codes, and professional standards of the fisheries inspector and patrol vessel crew grades shall serve as the basis for implementing recruitment, utilization, and management of the fisheries inspector workforce.
Article 13. Effectiveness
1. This Circular takes effect from May 15, 2014.
2. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities shall be responsible for implementing this Circular./.
