Regulations on uniforms for officials, inspectors, civil servants, and staff members of state inspection agencies

Based on Decree No. 83/2012/NĐ-CP dated October 9, 2012, of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate;
Decree No. 92/2014/NĐ-CP dated October 8, 2014 of the Government amending Clause 1, Article 16 of Decree No. 97/2011/NĐ-CP dated October 21, 2011 of the Government stipulating inspectors and inspection collaborators;

Total The Government Inspectorate issues this Circular regulating the management and use of uniforms, colors, materials, and specifications of uniforms for officials, inspectors, civil servants, and staff members of state inspection agencies.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the management and use of uniforms, colors, materials, and specifications of uniforms for officials, inspectors, civil servants, and staff members of state inspection agencies.
Article 2. Applicability
1. The subjects eligible to be issued uniforms are officials, inspectors, civil servants, and staff members of state inspection agencies.
2. For industries and fields requiring specific inspection uniforms, the Minister of the respective ministry or head of the equivalent agency managing such industry or field shall, in consultation with the Chief Inspector General of the Government, establish the inspection uniform for inspectors of the inspection agencies within that industry or field.
3. The uniforms for defense inspectors and police inspectors shall be implemented according to the regulations of the Minister of Defense and the Minister of Public Security.
4. For southern provinces, due to weather conditions and within the budget allocated for the procurement of uniforms, the heads of state inspection agencies at the central and provincial levels shall report to their superiors for consideration and decision regarding the conversion of one overcoat into two spring and summer jackets.
Chapter II
SPECIFIC PROVISIONS
The uniforms prescribed in this Circular include: winter clothing, overcoat, long-sleeved shirt, spring-summer trousers, short-sleeved spring-summer jacket, long-sleeved spring-summer jacket, leather belt, leather shoes, backless sandals, socks, tie, raincoat, file case. It is encouraged and prioritized to use domestically produced raw materials for manufacturing uniforms.
The uniforms specified in this Circular include: winter and autumn clothing, overcoats, long-sleeved shirts, spring and summer trousers, short-sleeved spring and summer jackets, long-sleeved spring and summer jackets, helmets, leather belts, leather shoes, backstrap sandals, socks, ties, raincoats, document cases, peaked caps, cap badges, pine branches, rank buttons, shoulder boards, insignias.
a) Color: black
1. Overcoat
a) Material:
- Twill wool blend fabric, code: TW8058-1;
- Weave type: 3/1 twill;
- Ratio: PW45/55;
- Density: warp 360s/cm; weft 270s/cm;
- Weight: 245g/m²2.
b) Color: dark slate gray.
c) Style: suit style, B-shaped collar, belt, brass zipper. Chest has a cup pocket, with one row of four white-plated buttons. Shoulder straps for insignia are sewn on, with padded shoulders. Two slanted pockets are sewn below the chest on the front. The back has separate shoulder straps, with a stitched spine and a slit. The sleeves have two pleats, with buttons attached. The entire collar, lapels, pocket flaps, and body are reinforced with mex. The length of the jacket reaches mid-thigh.

Cap made of soft black nappa leather, matte finish, fine grain, insole and inner sole made of light brown cowhide. Sole produced with PU material, 4 cm high heel, tread pattern for anti-slip.
8. Backstrap Sandals

- Style: Oxford short collar shoe made of nappa leather. The inner lining of the shoe cap and the upper surface of the sole are made of cream-colored cowhide. The bottom of the sole has anti-slip patterns. The heel height is 5 cm.
9. Backstrap sandals
- Made of black nappa leather;
- Thickness: 1.2mm ¸ 1.4mm;
- Tensile strength: (MPa) ≥ 18; (N/cm)2) ≥ 3;
- Style: cross strap;
- Sole height: 5 cm, with a locking mechanism.
Article 6. Other uniforms commonly equipped for both men and women
1. Raincoat
- Material: plastic-coated polyester;
- Color: dark blue;
- Thickness: 0.2mm ± 0.01;
- Weight: 230g/m2 ± 10;
- Breaking strength of fabric (N): longitudinal ≥ 700; transverse ≥ 370;
- Style: turned-down collar overcoat, with a chest flap covering the zipper, buttoned with snap buttons. The front body is seamless, the back shoulders are detachable, with a breathable mesh shoulder pad. The sleeves are one-piece, with elastic cuffs. The hat is separate and attached to the coat with snap buttons. All seams are sealed internally with adhesive tape to prevent water penetration.
2. Necktie
a) Material:
- Twill wool blend fabric, code: TW8058-1;
- Weave type: 3/1 twill;

11. Kepi Hat

- Hat shell made of Tuytsi fabric mixed with wool 8058-1 in dark heather gray;
- Decorative ribbon: core made of Peco yarn number 34Nm dark brown, covered with metallic thread;
- Forehead support made of pure white plastic;
- Brim made of plastic covered with velvet imitation leather in black;
- Kepi hat button made of 0.6mm thick gold sheet, soldered with a 0.8mm diameter red copper pin, length 15mm. The button is chrome-plated white; plating process: copper base plating => nickel plating => chromium plating;
- Kepi hat pine branch made of 0.8mm thick gold sheet, soldered with four 0.8mm diameter red copper pins, length 15mm. The pine branch is chrome-plated white; plating process: copper base plating => nickel plating => chromium plating.
b) Style: high-crowned hat with a curved brim, the crown and peak made of the same fabric; the kepi hat shell is round, surrounded by a plastic tube, inside which is a steel frame. In front of the forehead, there is a foam cushion, with a central forehead tab attached to a round cap star with a pine branch in the center, each side has two air vents. Above the brim, there is a decorative ribbon braided in a fish tail pattern in dark brown, with both ends secured by round metal buttons with a pine branch and star in the center. The brim is made of plastic covered with black velvet, gradually sloping downward towards the front, with a chrome-plated pine branch attached to the top of the brim.
12. Helmet
a) Materials: helmet shell made of polyamide 6 (PA6) plastic. Visor made of polycarbonate (PC) plastic, protective padding: expanded polystyrene (EPS);
b) Color: helmet shell dark blue, inner lining fabric black, padding white, logo with "TTVN" text on the inner side of the helmet;
c) Style: helmet with visor extending to ear level. Inside the helmet, there is EPS padding lined with fabric, with ventilation mesh and woven label at the top of the head. Under the chin strap, there is a chin pad, and the chin strap is equipped with a buckle.

- Deputy Chief Inspector of Districts, Cities, Municipalities under Provinces: shoulder board with a length of 13 cm, the pointed end being 4 cm wide, the tail end being 5 cm wide, the badge background made of red felt fabric, the badge core made of pure white plastic; the badge star made of polished white brass plate; a blue stripe 3 mm wide; the badge button circular with a star between two pine branches, attached with four 23 mm stars in a vertical row on the shoulder board, with one white metal stripe for rank distinction;
b) Shoulder boards, insignia for Inspectors not holding leadership positions
- Senior Inspector: shoulder board with a length of 13 cm, the pointed end being 4 cm wide, the tail end being 5 cm wide, the badge background made of red felt fabric, the badge core made of pure white plastic; the badge star made of polished white brass plate; a blue stripe 3 mm wide; the badge button circular with a star between two pine branches, attached with three 23 mm stars in a vertical row on three blue stripes indicating grade;
- Principal Inspector: shoulder board with a length of 13 cm, the pointed end being 4 cm wide, the tail end being 5 cm wide, the badge background made of red felt fabric, the badge core made of pure white plastic; the badge star made of polished white brass plate; a blue stripe 3 mm wide; the badge button circular with a star between two pine branches, attached with two 23 mm stars in a vertical row on two blue stripes indicating grade;
- Inspector: shoulder board with a length of 13 cm, the pointed end being 4 cm wide, the tail end being 5 cm wide, the badge background made of red felt fabric, the badge core made of pure white plastic; the badge star made of polished white brass plate; a blue stripe 3 mm wide; the badge button circular with a star between two pine branches, attached with one 23 mm star in a vertical row on one blue stripe indicating grade.
Article 7. Uniforms for civil servants and officials who are not inspectors
Civil servants and officials of state inspection agencies shall be provided with uniforms similar to those for inspectors (excluding peaked caps, rank insignia, shoulder boards, and rank badges).
Article 8. Management and use of uniforms
1. The management, issuance, and service life of uniforms for cadres, inspectors, civil servants, and officials of state inspection agencies shall be carried out in accordance with the joint circular between the Government Inspectorate and the Ministry of Finance.
2. Individuals provided with uniforms shall use them when performing official duties, on holidays, and traditional days; they are responsible for maintaining and preserving the uniforms according to national regulations; it is strictly prohibited to misuse uniforms for improper purposes or for personal gain.
Chapter III
IMPLEMENTING PROVISIONS
Article 9. Effective Date
This Circular takes effect from May 4, 2015, and replaces Circular No. 03/2010/TT-TTCP dated July 16, 2010, issued by the Government Inspectorate guiding the colors, materials, specifications, and management and use of uniforms for inspectors and cadres of state inspection agencies.
Article 10. Responsibility for Implementation
1. The Cadre and Civil Servant Organization Department of the Government Inspectorate shall act as the focal point to assist the Chief Government Inspector in organizing the implementation of this Circular.
2. Ministers, Heads of ministerial-level agencies, Chairpersons of provincial and centrally-administered city People's Committees shall be responsible for implementing the provisions regarding uniforms for inspectors and civil servants and officials of state inspection agencies within their jurisdiction.
3. During the implementation process, if there are any emerging issues or difficulties, it is recommended that relevant agencies, organizations, units, and individuals promptly report them to the Government Inspectorate for study, amendment, and supplementation to ensure appropriateness./.
