Guidelines for the process of identifying households engaged in agriculture, forestry, fisheries, and salt production with a moderate standard of living during the period 2016-2020

Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012 of the Government stipulating functions, tasks, powers, and organizational structure of the Vietnam Television Station; Decree No.Pursuant to Decree No. 61/2015/NĐ-CP dated July 9, 2015 of the Government on employment support policies and the National Employment Fund

Pursuant to Decree No. 105/2014/NĐ-CP dated November 15, 2014 of the Government detailing and guiding the implementation of certain provisions of the Health Insurance Law;Decision No. 59/2015/QĐ-TTg dated November 19, 2015 of the Prime Minister promulgating multidimensional poverty standards applicable for the period 2016-2020;Director General of Social Assistance Department, Minister of Labor, Invalids and Social Affairs guides the process of identifying households engaged in agriculture, forestry, fisheries, and salt production with a moderate standard of living during the period 2016-2020.stipulating business conditions for sports activities; Article Article 1. This Circular guides the process of identifying households with a moderate standard of living during the period 2016-2020 throughout the country, serving as a basis for determining the subjects eligible for state budget support to pay health insurance premiums under the Health Insurance Law.Article 2. This Circular applies to households engaged in agriculture, forestry, fisheries, and salt production (referred to as households) and organizations and individuals related thereto.

3. Supplement Appendix 35 Guidelines for diagnosing and assessing occupational COVID-19 disease attached hereto.3. Implementing the registration and verification process as prescribed in this Circular.

Article 3. Process of identifying subjects1. Households wishing to participate in health insurance shall submit an Application Form directly or through postal service to the People's Committee at the commune level for verification (Form No. 1).6-2020.

Article 1. Scope of Regulation and Applicability

2. The People's Committee at the commune level shall receive the Application Forms from households and instruct the Poverty Reduction Board at the commune level to organize the verification process.

a) Verification process:

Article 2. Implementation Principles

Conduct household income surveys using the method of identifying household characteristics to score points (Forms No. 2 and No. 3). Households with a moderate standard of living will be determined based on their scores in the following ranges:

Rural areas: From 150 points to 191 points;

Urban areas: From 175 points to 218 points;

b) Survey results:

If the total score of a household falls within the specified range, the Poverty Reduction Board at the commune level shall report to the People's Committee at the commune level to confirm that the household has a moderate standard of living and is eligible for state budget support to pay health insurance premiums under the Health Insurance Law (Form No. 1).

3. The time from receiving the Application Form from a household to completing the verification and confirmation process shall not exceed ten working days.

Article 4. Responsibilities of local levels

1. The People's Committee at the commune level shall direct the Poverty Reduction Board at the commune level to organize the identification of households on its territory with specific tasks as follows:

a) Popularize and disseminate the purpose and significance of the policy supporting health insurance; the process and procedures for verification and confirmation of subjects;

b) Organize the verification process according to the prescribed procedure;

c) Propose the Chairman of the People's Committee at the commune level to confirm (or not confirm) the subject as a household with a moderate standard of living eligible for state budget support to pay health insurance premiums;

d) Report to the Poverty Reduction Steering Committee at the district level twice a year before June 5th and December 5th each year the list of subjects confirmed as households with a moderate standard of living eligible for state budget support to pay health insurance premiums under the Health Insurance Law on its territory (Form No. 4).

2. Department of Labor, Invalids and Social Affairs:

a) Organize training on the procedural skills for the commune level;

b) Inspect and re-inspect the results of confirming households with a moderate standard of living eligible for state budget support to pay health insurance premiums under the Health Insurance Law on its territory;

c) Compile and update the list of households with a moderate standard of living eligible for state budget support to pay health insurance premiums under the Health Insurance Law on its territory; report to the Poverty Reduction Steering Committee at the provincial level twice a year before June 10th and December 10th each year (Form No. 5).

3. Department of Labor, Invalids and Social Affairs:

a) Organize training on the procedural skills for the district level;

b) Inspect and re-inspect the results of identifying households with a moderate standard of living on its territory;

c) Compile and update the list of households with a moderate standard of living eligible for state budget support to pay health insurance premiums under the Health Insurance Law on its territory; report to the Ministry of Labor, Invalids and Social Affairs twice a year before June 15th and December 15th each year (Form No. 6).

Article 5. This Circular takes effect from May 10, 2016.

Article 6. Circular No. 22/2014/TT-BLDTBXH dated August 29, 2014 guiding the process of identifying households engaged in agriculture, forestry, fisheries, and salt production with a moderate standard of living during the period 2014-2015 ceases to be effective from the date this Circular takes effect.

Article 7. In the course of implementation, if there are difficulties, please reflect them to the Ministry of Labor, Invalids and Social Affairs for study, amendment, and supplementation to ensure appropriateness./.

3. Department of Labor - Invalids and Social Affairs:

a) Organize training for county-level staff on business procedures;

b) Inspect and re-inspect the results of identifying households with a medium standard of living within the jurisdiction;

c) Compile and update the list of households with a medium standard of living supported by the state budget to pay health insurance premiums according to the Health Insurance Law within the jurisdiction; report to the Ministry of Labor - Invalids and Social Affairs twice a year before June 15 and December 15 each year (Form No. 6).

Article 5. Effective Date

1. This Circular takes effect from May 10, 2016.

2. Circular No. 22/2014/TT-BLDTBXH dated August 29, 2014 guiding the process of determining households engaged in agriculture, forestry, fisheries, and salt production with a medium standard of living for the period 2014-2015 ceases to be effective from the date this Circular takes effect.

3. Any difficulties encountered during implementation should be reported to the Ministry of Labor - Invalids and Social Affairs for study, amendment, and supplementation as appropriate./.
