Issued 3. Amend Clause 3 Article 2 as follows:economic and technical norms for updating the database at a scale of 1:2000, 1:5000, and 1:10,000

Pursuant to DecreeNo. 21/2013/ND-CP dated March 4, 2013 of the Government stipulating functions, tasks, powers, and organizational structureof the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home Affairsissued by the Ministry of Natural Resources and Environment;
Pursuant to Decree No. 45/2015/ND-CP dated May 6, 2015 of the Government on surveying and mapping activities"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."the Government on surveying and mappingồ;

This Circular sets forth economic and technical norms for updating the database of the geographic base at a scale of 1:2000, 1:5000, and 1:10,000.intention This Circular takes effect from April 15, 2016.
Article 1. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees under central cities, units under the Ministry of Natural Resources and Environment, provincial Departments of Natural Resources and Environment under central cities, and organizations and individuals related thereto are responsible for implementing this Circular.
Article 2. In the course of implementation, if there are difficulties or obstacles, they are requested to report to the Ministry of Natural Resources and Environment for review, amendment, and supplementation as appropriate./.
Article 3. The ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally governed cities, units under the Ministry of Natural Resources and Environment, Departments of Natural Resources and Environment of provinces and centrally governed cities, and related organizations and individuals are responsible for implementing this Circular.
During implementation, if there are difficulties or obstacles, they are requested to report to the Ministry of Natural Resources and Environment for review, amendment, and supplementation as appropriate./.
