CIRCULAR

ISSUING "NATIONAL TECHNICAL REGULATION ON THE STRUCTURE OF DATA MESSAGE FOR CITIZEN INTERCHANGE WITH THE NATIONAL POPULATION DATABASE"

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Information Technology dated June 29, 2006;

The Minister of National Defense hereby issues this Circular amending and supplementing certain articles of normative legal documents within the competence to issue of the Minister of National Defense related to the declaration of personal information when performing administrative procedures.

WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 137/2015/NĐ-CP dated December 31, 2015 of the Government detailing certain provisions and measures for implementing the Law on Identity Cards;

Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to the proposal of the Director of the Science and Technology Department,

THE MINISTER OF INFORMATION AND COMMUNICATIONS ISSUES THIS CIRCULAR TO ESTABLISH THE NATIONAL TECHNICAL REGULATION ON THE STRUCTURE OF DATA MESSAGE FOR CITIZEN INTERCHANGE WITH THE NATIONAL POPULATION DATABASE.

Article 1. ATTACHED TO THIS CIRCULAR IS THE NATIONAL TECHNICAL REGULATION ON THE STRUCTURE OF DATA MESSAGE FOR CITIZEN INTERCHANGE WITH THE NATIONAL POPULATION DATABASE (QCVN 109:2017/BTTTT).

Article 2. This Circular takes effect from October 1, 2017.

Article 3. THE HEAD OF THE OFFICE, DIRECTORS OF THE SCIENCE AND TECHNOLOGY DEPARTMENT, HEADS OF ORGANIZATIONS AND UNITS UNDER THE MINISTRY OF INFORMATION AND COMMUNICATIONS, HEADS OF INFORMATION TECHNOLOGY RESPONSIBLE UNITS OF THE MINISTRY AND MINISTRIES OF EQUAL STATUS, DIRECTORS OF PROVINCE AND CITY INFORMATION AND COMMUNICATIONS BOARDS UNDER THE CENTRAL AUTHORITY, AND ASSOCIATED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
