Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;
Pursuant to Government Decree No. 79/2017/NĐ-CP dated July 17, 2017, on functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism promulgates this Circular stipulating the physical facilities, equipment for training and specialized training of staff for Karate.
Article 1. Scope of Regulation
Article 1. This Circular stipulates the physical facilities, equipment and specialized training of staff to meet the requirements for training and competition activities in Karate.
Article 2. The standards for physical facilities and equipment for high-performance sports training and competition in Karate shall be implemented in accordance with Article 43 of the Law on Physical Culture and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing training, competition, and specialized training of staff for Karate in Vietnam.
Article 3. Physical Facilities and Equipment for Training
1. Infrastructure:
a) A training floor with an area of at least 60 square meters; the floor surface must be flat and non-slippery;2 or more; a flat, non-slip floor surface;
b) Lighting intensity of at least 200 lux;
c) A notice board displaying the following main contents: eligible participants, attire during training, training hours, safety measures during training.
2. Equipment:
a) Specialized Karate uniforms; blue gloves, red gloves; blue foot and shin guards; red foot and shin guards; a shield (lampou);
b) Changing rooms, storage areas, and sanitary facilities; first aid kits as prescribed by the Ministry of Health;
c) A record book tracking Karate practitioners participating in training, recording full name, date of birth, address, duration of study, and each person's application for enrollment.
Chapter 4. Infrastructure and Equipment for Competition
1. Infrastructure:
a) Square mats with each side measuring from 10 meters to 12 meters;
b) Complying with the provisions set out in point a and point b of Clause 1 of Article 3 of this Circular.
2. Equipment:
a) Body protectors, mouthguards, stopwatches, scoreboards, scales, whistles, and referees' flags in blue and red colors;
b) Complying with the provisions set out in point a and point b of Clause 2 of Article 3 of this Circular.
Article 5. Training Density
Article 4. Training Density on the Floor2 At least 03 square meters per Karate practitioner.
Clause 2. Each instructor may guide no more than 30 athletes per session.
Article 5. The General Department of Sports, National Social Organization for Karate, or Provincial Departments of Culture, Sports and Tourism shall organize specialized training for instructors of Karate.
1. The General Department of Sports shall be responsible for developing the content and program for specialized training of Karate instructors to be submitted to the Minister of Culture, Sports and Tourism for approval.
2. Certificates of completion for specialized training of Karate instructors shall be issued by the training organization. The format of the certificate is specified in the Appendix attached to this Circular.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspection Authority shall conduct inspections and handle violations of this Circular within its authority.
3. Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall be responsible for implementing this Circular.
Article 8. Effective Date
Article 6. This Circular takes effect from March 5, 2018.
Article 7. Circular No. 09/2013/TT-BVHTTDL dated November 26, 2013 of the Minister of Culture, Sports and Tourism regarding the conditions for operation of sports facilities organizing Karatedo activities shall cease to be effective from the date this Circular takes effect.
During implementation, if any issues arise, please promptly report them to the Ministry of Culture, Sports and Tourism for research and resolution./.
