dated April 11, 2017 of the Prime Minister on mechanisms to encourage the development of solar power projects in Vietnam

The Prime Minister promulgates this Decision amending and supplementing certain articles of Decision No. 11/2017/QD-TTg dated April 11, 2017 of the Prime Minister on mechanisms to encourage the development of solar power projects in Vietnam.

Pursuant to the Law on Government Organization dated June 19, 2015;

On the basis of Decree No. 17/2020/NĐ-CP dated February 5, 2020 of the Government amending and supplementing certain articles of related Decrees concerning investment and business conditions within the scope of management under the Ministry of Industry and Trade;

Pursuant to the Investment Law dated November 26, 2014;

Pursuant to the Construction Law dated June 18, 2014;

At the proposal of the Minister of Industry and Trade;

Article 1. Amending and supplementing certain articles of Decision No. 11/2017/QD-TTg dated April 11, 2017 of the Prime Minister on mechanisms to encourage the development of solar power projects in Vietnam (Decision No. 11/2017/QD-TTg).

"2. For rooftop projects

1. Amending Clause 2 of Article 12 as follows:

a) Rooftop projects shall implement the mechanism of separate metering for both import and export electricity. The seller of electricity shall settle the amount of electricity received from the grid according to current regulations. The buyer of electricity shall settle the amount of electricity supplied to the grid from rooftop projects at the price stipulated in Clause 1 of this Article. All parties are responsible for complying with current laws regarding tax and fees.

b) The price of electricity purchase and sale for rooftop projects for the following year shall be determined based on the central exchange rate of the Vietnamese dong against the US dollar published by the State Bank of Vietnam on the last day of the previous year."

2. Amend and supplement Point d Clause 1 Article 13 as follows:

"d) Issuing technical standards for solar power, regulations on interconnection and metering of solar power projects, and guidelines for interconnection procedures and installation of meters for rooftop solar power projects."

3. Amend and supplement Point h Clause 1 Article 13 as follows:

"h) Guiding the calculation and settlement of electricity charges for solar power projects based on fluctuations of the Vietnamese dong against the US dollar."

3. Repeal Clause 3 Article 13 of Decision No. 11/2017/QD-TTg.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and Environment2. Solar power rooftop projects that have reached their operational date and confirmed meter readings before July 1, 2019 shall apply the electricity purchase and sale price mechanism for solar power rooftop projects as prescribed in this Decision.

Article 3. Effectiveness

1. This Decision takes effect from the date of issuance.

3. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees; Heads of agencies, units, and organizations related to the development of solar power projects in Vietnam are responsible for implementing this Decision./.

3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial people's committees under the central government; Heads of agencies, units, and organizations related to the development of solar power projects in Vietnam shall be responsible for implementing this Decision./.
