- Agencies and organizations shall report any difficulties encountered during implementation to the Ministry of Labor, Invalids, and Social Affairs for consideration and resolution.
- This Circular applies to provinces and centrally-administered cities, the Vietnam Bank for Social Policies, the Central Party Office and its Departments, the Office of the General Secretary, the Office of the President, the Office of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Agency, and the Vietnam Fatherland Front Central Committee.

Amending and supplementing Clause 2, Article 9 of Circular No. 16/2014/TT-BLDTBXH dated July 30, 2014, issued by the Minister of Labor, Invalids, and Social Affairs guiding certain contents on confirmation and implementation of preferential policies for persons who have rendered meritorious services to the revolution.

Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Pursuant to Decree No. 31/2013/NĐ-CP dated April 9, 2013, promulgated by the Government detailing and guiding the implementation of certain provisions of the Ordinance on Preferential Treatment for Persons Who Have Rendered Meritorious Services to the Revolution;
At the proposal of the Director of the Department of Persons with Meritorious Services;
The Minister of Labor, Invalids, and Social Affairs issues this Circular amending and supplementing Clause 2, Article 9 of Circular No. 16/2014/TT-BLDTBXH dated July 30, 2014, issued by the Minister of Labor, Invalids, and Social Affairs guiding certain contents on confirmation and implementation of preferential policies for persons who have rendered meritorious services to the revolution.
Article 1. Amending and supplementing Clause 2, Article 9 of Circular No. 16/2014/TT-BLDTBXH dated July 30, 2014, issued by the Minister of Labor, Invalids, and Social Affairs guiding certain contents on confirmation and implementation of preferential policies for persons who have rendered meritorious services to the revolution as follows:
"The place of imprisonment included in the List of Prisons and places considered as prisons during the resistance periods attached hereto shall be taken into account when confirming persons who were engaged in revolutionary activities or resistance activities and were captured, imprisoned, or exiled by the enemy."
Article 2. This Circular takes effect from February 21, 2019.
The List of Prisons and places considered as prisons during the resistance periods at Article 1 of this Circular replaces Appendix I "List of Prisons and places considered as prisons during the resistance periods" issued together with Circular No. 16/2014/TT-BLDTBXH dated July 30, 2014.
In the course of implementing this Circular, if there are any difficulties, agencies and organizations shall report to the Ministry of Labor, Invalids, and Social Affairs for consideration and resolution./.
