Circular No. 02/2023/TT-BGDĐT amending and supplementing certain articles of the Regulations on the National Excellent Student Selection Examination issued together with Circular No. 56/2011/TT-BGDĐT dated November 25, 2011, amended and supplemented by Circulars No. 41/2012/TT-BGDĐT dated November 19, 2012, and No. 37/2013/TT-BGDĐT dated November 27, 2013, of the Minister of Education and Training.

Provincial People's Committees set specific pricesAmending and supplementing certain provisions of the Regulations on National Student Excellence Selection Examinations issued together with Circular No. 56/2011/TT-BGDĐT dated November 25, 2011, amended and supplemented by Circular No. 41/2012/TT-BGDĐT dated November 19, 2012, and Circular No. 37/2013/TT-BGDĐT dated November 27, 2013 of the Minister of Education and Training

Pursuant to the Education Law dated June 14, 2019;

Pursuant to the Higher Education Law dated June 18, 2012; and the Law Amending Certain Provisions of the Higher Education Law dated November 19, 2018;

Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Quality Management Department;

The Minister of Education and Training issues this Circular to amend and supplement certain provisions of the Regulations on National Student Excellence Selection Examinations issued together with Circular No. 56/2011/TT-BGDĐT dated November 25, 2011, amended and supplemented by Circular No. 41/2012/TT-BGDĐT dated November 19, 2012, and Circular No. 37/2013/TT-BGDĐT dated November 27, 2013 of the Minister of Education and Training.

Article 1. Amending and supplementing certain provisions of the Regulations on National Student Excellence Selection Examinations issued together with Circular No. 56/2011/TT-BGDĐT dated November 25, 2011, amended and supplemented by Circular No. 41/2012/TT-BGDĐT dated November 19, 2012, and Circular No. 37/2013/TT-BGDĐT dated November 27, 2013 of the Minister of Education and Training, as follows:

1. Amending and supplementing Point b Clause 1 Article 4 as follows:

"Article 4. Eligibility and Conditions for Participation in the Examination

b) Candidates are high school students who have been classified as having good conduct (or discipline) and academic performance (or study) from good and above according to the results of the final term (or school year) immediately preceding the examination and have been selected into the team of their participating unit;"

2. Amend and supplement Clause 1 of Article 16 as follows:

"Article 16. Number of Candidates

1. National Student Excellence Selection Examination:

a) Each subject team of each participating unit (except for the participating unit of Hanoi) shall have a maximum of six candidates; teams that have the maximum number of candidates and achieve awards from eighty percent or more of the candidates in two consecutive National Student Excellence Selection Examinations will be considered by the Ministry of Education and Training to increase the number of candidates up to ten.

b) Each subject team of the participating unit of Hanoi shall have a maximum of twelve candidates; teams that have the maximum number of candidates and achieve awards from eighty percent or more of the candidates in two consecutive National Student Excellence Selection Examinations will be considered by the Ministry of Education and Training to increase the number of candidates up to twenty."

3. Amending and supplementing Point c Clause 1 Article 18 as follows:

"Article 18. Candidate's Application Documents for the National Student Excellence Selection Examination

c) Official grade book of the current level of education (in cases where the examination is held before the end of the first semester of the school year) or confirmation of conduct (or discipline) and academic performance (or study) of the candidate in the immediate preceding semester of the examination, confirmed by the Principal of the school (in cases where the examination is held immediately after the end of the first semester of the school year);"

Article 2. Replacing Certain Phrases in the Regulations on National Student Excellence Selection Examinations issued together with Circular No. 56/2011/TT-BGDĐT dated November 25, 2011, amended and supplemented by Circular No. 41/2012/TT-BGDĐT dated November 19, 2012, and Circular No. 37/2013/TT-BGDĐT dated November 27, 2013 of the Minister of Education and Training

1. Replace the phrase "Examination Management and Quality Assurance Department" with the phrase "Quality Management Department" at: Clause 3 Article 12; Clause 1 and Clause 2 Article 17; Point a, Point b and Point c Clause 2 Article 19; Point b Clause 2, Point d Clause 3 Article 24; Point a Clause 13 Article 28; Point a, Point b and Point c Clause 2 Article 29; Point a Clause 4 Article 31; Clause 3 Article 32; Clause 3 Article 34; Clause 1 Article 35; Clause 2 Article 37; Clause 1 Article 38.

2. Replace the phrase "examination management office" with the phrase "examination management department" at: Point b Clause 2 Article 19; Point b Clause 2 Article 24; Point b Clause 2 Article 29.

This Circular takes effect from December 25, 2025/.

The Head of the Office, the Director of the Quality Management Department, the Heads of units under the Ministry of Education and Training related to this matter; the Chairpersons of the People's Committees of provinces and centrally governed cities; the Directors of Departments of Education and Training; the Directors of universities and academies; the Principals of specialized high schools under universities; the Principals of boarding schools for ethnic minorities under ministries and sectors are responsible for implementing this Circular.

Article 4. Transitional Provisions and Effective Date

1. The number of candidates in each subject team of units participating in the National Excellent Student Selection Examination for the 2022-2023 academic year shall continue to be maintained at the maximum number of candidates registered for the National Excellent Student Selection Examination for the 2021-2022 academic year.

2. This Circular shall take effect from February 21, 2023./.
