AMENDMENTS AND SUPPLEMENTS TO ARTICLE 1 OF CIRCULAR NO. 09/2022/TT-BLDTBXH DATED MAY 25, 2022 ISSUED BY THE MINISTER OF LABOR, INVALIDS, AND SOCIAL AFFAIRS GUIDING CERTAIN CONTENTS FOR IMPLEMENTATION OF ECONOMIC DIVERSIFICATION, POVERTY REDUCTION MODEL DEVELOPMENT, AND SUPPORT FOR WORKERS GOING ABROAD UNDER CONTRACTS IN THE NATIONAL TARGET PROGRAM ON SUSTAINED POVERTY REDUCTION FOR THE 2021-2025 PERIOD

Based on Decree No. 62/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decree No. 27/2022/NĐ-CP dated April 19, 2022 of the Government stipulating management mechanisms and organization of implementation of national target programs;

Pursuant to Decision No. 02/2022/QĐ-TTg dated January 18, 2022 of the Prime Minister promulgating regulations on principles, criteria, and allocation quotas for central budget funds and local budget counterpart contributions for implementing the National Target Program on Sustained Poverty Reduction for the 2021-2025 period;

Implementing Decision No. 90/QĐ-TTg dated January 18, 2022 of the Prime Minister approving the National Target Program for Sustainable Poverty Reduction for the period 2021-2025;

At the proposal of the Director of the National Office for Poverty Reduction;

The Minister of Labor, Invalids, and Social Affairs issues this Circular amending and supplementing Article 1 of Circular No. 09/2022/TT-BLDTBXH dated May 25, 2022 issued by the Minister of Labor, Invalids, and Social Affairs guiding certain contents for implementation of economic diversification, poverty reduction model development, and support for workers going abroad under contracts in the National Target Program on Sustained Poverty Reduction for the 2021-2025 period.

Article 1.

1. Amend and supplement Point d of Clause 2 of Article 24 as follows:

dated May 25, 2022, issued by the Minister of Labor, Invalids, and Social Affairs guiding certain contents for implementation of economic diversification, poverty reduction model development, and support for workers going abroad under contracts in the National Target Program on Sustained Poverty Reduction for the 2021-2025 period, as follows:

"Article 1. Scope of Application

This Circular guides certain contents for implementation of economic diversification, poverty reduction model development, and support for workers going abroad under contracts in the National Target Program on Sustained Poverty Reduction for the 2021-2025 period promulgated together with Decision No. 90/QĐ-TTg dated January 18, 2022 of the Prime Minister (hereinafter referred to as Decision No. 90/QĐ-TTg), including:

1. Economic diversification and poverty reduction model development (Project 2) as stipulated in Clause 2, Section III of the National Target Program on Sustained Poverty Reduction for the 2021-2025 period promulgated together with Decision No. 90/QĐ-TTg, which includes: activities supporting production development as provided for in Clauses 9, 10, 11, 12, and 13 of Article 3 of Chapter I, and Articles 21, 22, 23, and 24 of Chapter V of Decree No. 27/2022/NĐ-CP dated April 19, 2022 of the Government regulating management mechanisms and implementation organization of national target programs.

2. Support for workers going abroad under contracts (Sub-project 2 of Project 4) as stipulated in Point b, Clause 4, Section III of the National Target Program on Sustained Poverty Reduction for the 2021-2025 period promulgated together with Decision No. 90/QĐ-TTg."

Article 2. Effective Date

1. This Circular takes effect from June 1, 2023.

2. In the course of implementation, if there are any difficulties or issues arising, they should be promptly reported to the Ministry of Labor, Invalids, and Social Affairs for appropriate amendments and supplements.
