Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;

Pursuant to Decree No. 34/2016/ND-CP dated May 14, 2016 of the Government detailing certain provisions and implementing mechanisms of the Law on Issuing Legal Normative Documents; Decree No. 154/2020/ND-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/ND-CP dated May 14, 2016 of the Government detailing certain provisions and implementing mechanisms of the Law on Issuing Legal Normative Documents;

Based on the proposal of the Minister of Finance and on the resolution of the Government at Resolution No. 195/NQ-CP dated November 20, 2023 regarding the suspension of the credit program for students from financially disadvantaged families to purchase computers and equipment for online learning as stipulated in Decision No. 09/2022/QD-TTg dated April 4, 2022 of the Prime Minister;

The Prime Minister issues this Decision to repeal entirely Decision No. 09/2022/QD-TTg dated April 4, 2022 of the Prime Minister on credit for students from financially disadvantaged families to purchase computers and equipment for online learning.

Article 1. Repealing entirely Decision No. 09/2022/QD-TTg dated April 4, 2022 of the Prime Minister on credit for students from financially disadvantaged families to purchase computers and equipment for online learning.

Article 2. Transitional Provisions

As for credit contracts signed before the effective date of this Decision:

1. The Social Policy Bank, customers, and related parties shall continue to implement according to the contents stipulated in the signed credit contracts.

2. The Social Policy Bank shall continue to monitor, manage debt recovery, and handle any emerging transactions related to customer debts in accordance with current laws applicable to the Social Policy Bank.

Article 3. Implementation Provisions

1. This Decision shall take effect from March 30, 2024.

2. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial and centrally-administered city People's Committees, Chairmen of the Management Boards, and General Directors of the Social Policy Bank are responsible for enforcing this Decision.
