This Circular regulates the system of statistical indicators for ethnic affairs, beliefs, and religions under the management authority of the Ministry of Ethnic Affairs and Religion as prescribed by law, including the list and content of statistical indicators.;

Article 1. Amending and supplementing some articles of Circular No. 05/2022/TT-BTTTT dated June 30, 2022 of the Minister of Information and Communication stipulating and guiding the implementation of content number 09 under component number 02 and content number 02 under component number 08 of the National Target Program on New Rural Development for the period 2021-2025 (hereinafter referred to as Circular No. 05/2022/TT-BTTTT). 1. Amending and supplementing Clause 2, Article 3 as follows: "2. Implementation areas:
For newly established and upgraded village radio stations: These are villages building new rural areas, except those villages located in the following areas (implemented through the National Target Program on Sustainable Poverty Reduction for the period 2021-2025):
a) Villages with extremely difficult conditions in coastal and island areas; ethnic minority and mountainous regions for the period 2021-2025 according to the Prime Minister's decisions;
b) Island villages and island counties according to the decision of the competent authority."
2. Amending and supplementing Point a, Clause 3, Article 3 as follows:
"a) For village radio stations:
- Establishing new radio stations for villages that do not have radio stations;
- Replacing wired and wireless FM speaker clusters that are damaged and no longer usable with radio transmission and reception clusters applying information and communication technology.
- Expanding radio transmission and reception clusters applying information and communication technology for hamlets (as prescribed in Clause 1, Article 2 of Circular No. 04/2012/TT-BNV dated August 31, 2012 of the Ministry of Home Affairs guiding the organization and operation of hamlets and residential wards) to meet the need to provide essential information to households in the village."
3. Amending and supplementing Point b, Clause 4, Article 3 as follows:
"b) For county-level broadcasting and television facilities that do not have technical equipment for digital production of multimedia content: Based on actual circumstances and necessary requirements for the production of multimedia content, localities decide on investment and procurement of appropriate equipment in accordance with the list in Appendix 01 attached to this Circular.
In cases where localities have different needs for equipment lists and technical configurations from those in Appendix 01 attached to this Circular, the provincial People's Committee or the authorized agency delegated by the provincial People's Committee shall be responsible based on ensuring objectives, economy, efficiency, and accountability for their decisions."
4. Amending and supplementing Point a, Clause 4, Article 6 as follows:
"a) The Ministry of Information and Communication:
- Developing a framework program for training and capacity building on digital skills; basic knowledge on information security;
- Organizing the development of learning materials, e-learning courses, and electronic lectures to serve training and capacity building;
- Promoting the development and widespread use of open online learning platforms;
- Implementing the content prescribed in Point c, Clause 3 of this Article."
5. Amending and supplementing Clause 3, Article 7 as follows:
"3. Contents of the program to disseminate knowledge and enhance digital skills and information access capabilities for rural residents include:
a) Disseminating basic knowledge and information related to rural residents in national programs, plans, and projects on promoting digital transformation, developing digital economy, digital society, agriculture, and rural areas (including central and local plans);
b) Enhancing digital skills and information access capabilities for rural residents including:
- Skills in using devices and software on devices such as computers, smartphones, and other terminal devices;"
a) Disseminating knowledge and basic information related to citizens in national programs, plans, and projects aimed at promoting digital transformation, developing digital economy, digital society, agriculture, and rural areas (including central and local plans);
b) Popularizing and enhancing digital skills and access to information for rural residents including:
- Skills in using devices and software on devices such as computers, smartphones, and other terminal devices;
- Skill in searching for and exploiting information and data on the internet environment;
- Skill in communication and coordination in using digital technology such as social media usage, e-commerce websites/trading platforms, internet payment, online public services...
- Skill in creating content on devices and on the internet environment;
- Information security skill;
- Problem-solving skill.
c) In addition to the contents mentioned in points a and b above, based on actual conditions and needs, localities shall proactively supplement and adjust digital knowledge and skills to ensure effectiveness and suitability with specific target groups.
6. Amend Article 8 as follows:
“Article 8. Assigning digital address codes to individual residences, households, office premises, and organizations in rural areas that have been numbered and marked with house numbers
1. Objective: By 2025, each individual residence, household, office premise, and organization in rural areas that have been numbered and marked with house numbers (as stipulated in Circular No. 08/2024/TT-BXD dated August 30, 2024 of the Ministry of Construction regarding numbering and marking house numbers and construction projects) will be assigned a digital address code.
2. Implementation Content
a) Building and managing a database of digital addresses including: digital address codes and fields of digital address information;
b) Providing information and promoting the benefits of using the digital address database.
3. Organization of Implementation
a) The Ministry of Information and Communications shall organize and guide the implementation of the contents specified in Clause 2 of this Article;
b) Based on the guidance of the Ministry of Information and Communications, People's Committees of provinces and centrally governed cities shall coordinate to implement the objectives set out in Clause 1 of this Article at their respective localities.
Article 2. Implementation clause
1. This Circular takes effect from April 5, 2025.
2. For tasks approved by competent authorities to be implemented before the effective date of this Circular, they shall continue to be implemented according to the approval decisions of the competent authorities and relevant laws.
3. In case the legal documents cited in this Circular are amended, supplemented, or replaced by other legal documents, the provisions of the amended, supplemented, or replacing legal documents shall apply.
4. During the implementation process, if there are difficulties, please promptly reflect them to the Ministry of Information and Communications for research and resolution./.
