CIRCULAR
Abolishing certain regulatory legal documents issued by the Minister of Home Affairs, jointly issued

Pursuant to Law on Legislative Regulatory Documents No. 64/2025/QH15, amended and supplemented by Law No. 87/2025/QH15;
Pursuant to Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly on handling certain issues related to the restructuring of state administrative apparatus;
Pursuant to Decree No. 78/2025/NĐ-CP dated April 1, 2025 of the Government detailing certain provisions and measures for organizing and guiding the implementation of the Law on Legislative Regulatory Documents, amended and supplemented by Decree No. 187/2025/NĐ-CP dated July 1, 2025 of the Government;
Pursuant to Decree No. 25/2025/NĐ-CP dated February 21, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Based on the proposal of the Director of the Legal Department;
The Minister of Home Affairs hereby promulgates this Circular abolishing certain regulatory legal documents issued by the Minister of Home Affairs, jointly issued.
Article 1. Abolishing all regulatory legal documents
Abolishing all 12 regulatory legal documents issued by the Minister of Home Affairs, jointly issued as follows:
1. Decision No. 202/TCCP-VC dated June 8, 1994 of the Minister, Head of the Organization - Cadre Department of the Government on issuing the professional standards for civil servant ranks in the education and training sector.
2. Decision No. 61/2005/QĐ-BNV dated June 15, 2005 of the Minister of Home Affairs on temporarily issuing the titles and code numbers of some civil servant ranks in the education and training sector, culture and information sector.
3. Circular No. 09/2007/TT-BNV dated November 26, 2007 of the Minister of Home Affairs guiding specialized storage facilities.
4. Circular No. 22/2008/TT-BLĐTBXH dated October 15, 2008 of the Minister of Labor, Invalids and Social Affairs guiding the implementation of midday meal regulations in state-owned enterprises.
5. Circular No. 09/2012/TT-BNV dated December 10, 2012 of the Minister of Home Affairs stipulating the procedures and contents of inspections regarding recruitment, employment, and management of civil servants and public officials.
6. Circular No. 17/2014/TT-BNV dated November 20, 2014 of the Minister of Home Affairs guiding the determination of agencies and organizations belonging to the source of documents submitted for historical archives at various levels.
7. Circular No. 05/2015/TT-BNV dated November 25, 2015 of the Minister of Home Affairs stipulating the list of restricted-use documents at historical archives.
8. Circular No. 53/2015/TT-BLĐTBXH dated December 11, 2015 of the Minister of Labor, Invalids and Social Affairs guiding the procedures for receiving citizens and handling complaints within the scope of state administration in the labor, invalids, and social affairs sector.
9. Circular No. 14/2015/TT-BLĐTBXH dated March 30, 2015 of the Minister of Labor, Invalids and Social Affairs stipulating the regulations on inspectors, specialized inspection officials, and inspection collaborators in the Ministry of Labor, Invalids and Social Affairs.
10. Circular No. 16/2019/TT-BLĐTBXH dated October 30, 2019 of the Minister of Labor, Invalids and Social Affairs amending and supplementing certain articles of Circular No. 14/2015/TT-BLĐTBXH dated March 30, 2015 stipulating the regulations on inspectors, specialized inspection officials, and inspection collaborators in the Ministry of Labor, Invalids and Social Affairs.
11. Circular No. 03/2024/TT-BNV dated June 13, 2024 of the Minister of Home Affairs stipulating the delegation of certain state management tasks concerning beliefs and religions to the Ministry of Home Affairs.
12. Joint Circular No. 01/2014/TT-BNV-BXD dated August 21, 2014 between the Minister of Home Affairs and the Minister of Construction guiding the components of project and construction works' archival materials submitted for historical archives.
Article 2. Implementation Provisions
1. This Circular shall take effect from March 1, 2026.
2. The Director of the Legal Department, Heads of units under and directly under the Ministry of Home Affairs, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
