DIRECTIVE
REGARDING THE CONTINUOUS IMPLEMENTATION OF THE MOVEMENT TO ENSURE AND IMPROVE THE QUALITY OF CONSTRUCTION PRODUCTS AND PROJECTS IN 1992-1993
The movement to ensure and improve the quality of construction products and projects for two years 1990-1991, initiated by the Minister and the Standing Committee of the Vietnam Construction Union, has brought about practical effects, consistent with the process of transitioning the economy to multi-sector commodity production under a market mechanism. Product quality and construction project quality are crucial factors for competition, survival, and development of each enterprise in the construction industry, thus receiving strong support from the masses, especially management cadres and technical staff. Thanks to the results of the quality improvement campaign, many construction installation units have regained their reputation in the market, contributing to stabilizing and developing production, solving employment for workers, and making profits for enterprises, fulfilling obligations to the State, and increasing the income of workers.
However, the movement has not developed evenly and comprehensively across all economic sectors, particularly private construction establishments and material production facilities, construction cooperatives; the number of local construction installation and material production enterprises participating remains low. Shortcomings in surveying and design, as well as phenomena of carelessness and sloppiness among workers, have not been thoroughly addressed. In particular, the movement has not yet become a habit in the thinking and actions of the majority of workers in the construction industry. There are still few collectives and individuals achieving high-quality construction and being awarded the title of "High-Quality Builder."
To build on the achievements made in 1990-1991 and address the aforementioned shortcomings, the Minister of Construction and the Standing Committee of the Vietnam Construction Union decide to continue implementing the movement to ensure and improve the quality of construction products and projects in 1992-1993 with the following contents:
1. Continue to promote and disseminate Directive No. 07 dated February 5, 1990, and Circular No. 248/BXD dated April 5, 1990, issued by the Minister of Construction and the Standing Committee of the Vietnam Construction Union regarding the objectives, requirements, contents, and standards for ensuring and improving the quality of construction products and projects for workers and employees in state-owned and non-state-owned economic units within the industry, aiming to enhance awareness and responsibility of each individual towards the quality of products and projects produced by their unit; foster a competitive spirit of "everyone working to achieve high quality," resulting in more high-quality products and projects, while encouraging workers and employees to register their units, collectives, and individuals for high-quality achievement.
2. Based on the standards stipulated in Circular No. 248-BXD dated April 5, 1990, units shall continue to register high-quality projects and products at the company, corporation, and regional construction industry levels, sending them to the Ministry and the Vietnam Construction Union, and registering high-quality national construction products and projects, striving for a 20% increase in the number of high-quality products and projects awarded gold medals in the following year compared to the previous year.
3. Review organizational structures and supplement quality management mechanisms at all levels, from teams, groups, workshops, factories, companies, corporations, and regional construction industries, to implement State regulations on quality management. Implement inspection and acceptance procedures for each production and construction phase, each work volume; inspect and accept each project component, inspect and accept products upon entry into inventory, products delivered at the point of use, and take measures to guarantee product quality for customers; promptly inspect and hand over projects for use according to regulations, etc.
4. Depending on the specific situation of each unit, organize the dissemination or training of workers on technical procedures and norms to create conditions for workers to strive for quality assurance and improvement. Units applying scientific and technological advancements or production technology innovations should organize retraining for workers according to new procedures and technologies.
5. Trade unions at all levels need to coordinate with unit leaders to integrate the content of ensuring and improving product and project quality with the content of mobilizing the masses to promote initiatives, thrift, and the application of scientific and technological progress in production, design, and construction to produce high-quality and effective products that meet competitive requirements with foreign contractors or export standards.
6. Regularly use material incentives to motivate workers and officials to take responsibility and strive for high quality, including emphasizing the implementation of comprehensive piece-rate wage systems in construction and piece-rate systems to the final product in material production, rewarding initiatives and inventions, and those individuals and collectives achieving high quality and production efficiency. At the same time, establish penalties for individuals and collectives producing defective goods, substandard construction volumes requiring demolition and reconstruction, causing waste, etc.
7. By the end of the year, units need to summarize the implementation of the movement at the grassroots level and report results and experiences to the Ministry and the Vietnam Construction Union. By the end of 1993, the Ministry and the Vietnam Construction Union will conduct a four-year summary of the movement's implementation to draw lessons and develop regular annual criteria for selecting high-quality products and projects.
The above are some contents to enhance the effectiveness of the movement, gradually building a habit of high-quality work among workers and officials in production and construction activities in the industry.
Request the heads of units to coordinate with the Trade Union at the same level to organize and direct the implementation, ensuring that the movement penetrates economic and technical content, becoming a regular and widespread mass movement among all economic sectors engaged in construction and the production of construction materials throughout the country.
