DIRECTIVE

REGARDING THE REVIEW OF 5 YEARS OF IMPLEMENTATION OF NATIONAL DEFENSE WORK IN MINISTRIES, AGENCIES OF EQUAL STATUS TO MINISTRIES, AGENCIES UNDER THE GOVERNMENT AND LOCALITIES; LINKED WITH THE INTERIM REVIEW OF THE CONSTRUCTION OF A SOLID AND STRONG FOUNDATION ACROSS THE BOARD TO MEET THE REQUIREMENTS OF NATIONAL DEFENSE AND SECURITY TASKS IN NEW SITUATIONS

Implementing Decree No. 119/2004/NĐ-CP of May 11, 2004 of the Government on national defense work in ministries, agencies of equal status to ministries, agencies under the Government and localities (hereinafter referred to collectively as ministries, sectors, and localities) and Directive No. 36/2005/CT-TTg of October 17, 2005 of the Prime Minister on continuing to direct the construction of a solid and strong foundation across the board to meet the requirements of national defense and security tasks in new situations. In recent years, all levels, sectors, and localities have thoroughly implemented and organized the implementation of national defense work, achieving changes and gradually becoming routine. The construction of a solid and strong foundation across the board has many new models, rich and creative methods, improving quality, increasingly delving deeper, and achieving many good results, contributing to maintaining political stability and socio-economic development throughout the country.

However, during the process of leadership, direction, organization, and implementation, there are still some shortcomings and limitations such as: The dissemination and thorough understanding of Party and State documents on defense work and the construction of a solid and strong foundation across the board in some ministries, sectors, and localities are not regular; a portion of cadres and party members at all levels from central to grassroots levels have not fully recognized the position, role, and importance of national defense work. The coordination and cooperation among agencies and sectors within the political system are not tight enough; many localities have not allocated sufficient budgets for building forces and the people's national defense posture and security posture at the grassroots level; the quality and effectiveness of national defense and security work achieved are still low compared to requirements.

To timely draw lessons, propose policies and measures to improve the quality and effectiveness of national defense work in ministries, sectors, and localities, and continue to direct the construction of a solid and strong foundation across the board to meet the requirements of national defense and security tasks in new situations; the Minister of National Defense issues this directive regarding the review of 5 years of implementation of national defense work in ministries, agencies of equal status to ministries, agencies under the Government, and localities; linked with the interim review of the construction of a solid and strong foundation across the board to meet the requirements of national defense and security tasks in new situations.

1. Content of the Review

a) Evaluate the achievements made in leadership, organization, and implementation, the aspects accomplished, the remaining issues and difficulties, identify clearly the causes of strengths and weaknesses, draw lessons learned;

b) Propose policies and measures to continue directing and implementing national defense work according to the tasks assigned to ministries, sectors, and localities as stipulated in Decree No. 119/2004/NĐ-CP of May 11, 2004 of the Government and Directive No. 36/2005/CT-TTg of October 17, 2005 of the Prime Minister.

2. Organization of the Review at Various Levels and Timeframe for Implementation

a) The implementation of the review of Decree No. 119/2004/NĐ-CP linked with the interim review of Directive No. 36/2005/CT-TTg will be carried out at commune, town (collectively referred to as commune level), district, city district, provincial city (collectively referred to as district level), province, centrally-administered municipality (collectively referred to as provincial level); state agencies, public institutions, economic organizations, political-social organizations (collectively referred to as agencies and organizations);

b) Commune level and grassroots organizations under agencies and organizations must complete before June 2009;

c) District level must complete before August 2009;

d) Provincial level and central ministries and sectors must complete before October 31, 2009;

e) Military regions, Border Guard Command, Hanoi Capital Command will not organize reviews but must submit comprehensive reports linked with meetings on military tasks in their respective regions or commands in mid-year or end-year 2009.

3. AWARDS

The Political Bureau will take the lead in coordinating with the General Staff and related agencies to guide ministries, sectors, localities, and military units to consider and select outstanding collectives and individuals with excellent achievements in implementing Decree No. 119/2004/NĐ-CP of May 11, 2004 of the Government on national defense work in ministries, agencies of equal status to ministries, agencies under the Government, and localities and Directive No. 36/2005/CT-TTg of October 17, 2005 of the Prime Minister on continuing to direct the construction of a solid and strong foundation across the board to meet the requirements of national defense and security tasks in new situations for commendation. Forms of commendation include Certificates of Merit, Medals of Merit, and Orders of National Defense Hero. The decision to grant commendations shall be implemented in accordance with the Law on Competition and Reward dated November 26, 2003 and the Law Amending and Supplementing Certain Provisions of the Law on Competition and Reward dated June 14, 2005 and current regulations on competition and reward work.

4. Funding Assurance

a) For localities, it will be assured by the local budget;

b) For ministries and sectors, it will be assured by the budgets of the respective ministries and sectors;

c) For military units under the Ministry of National Defense, they should prepare a budget estimate for the review and report to the Ministry of National Defense according to the current regulations.

5. Implementation organization

The General Staff will take the lead in coordinating with relevant agencies to guide, inspect, and urge the implementation of the review at various levels, assist the Ministry of National Defense in coordinating with central ministries and sectors and localities to study and propose comprehensive policies to further enhance the quality and effectiveness in implementing national defense and military tasks in ministries, sectors, and localities and the construction of a solid and strong foundation across the board, maintaining political stability and socio-economic development in the new revolutionary period.

Upon receipt of this Directive, central ministries and sectors, military regions, localities, and units must organize the review strictly and in accordance with regulations and report the results to the Ministry of National Defense (through the General Staff) before November 15, 2009.
