OF THE MINISTRY OF LABOR NUMBER 2/LĐ-TT ON MARCH 25, 1981
GUIDELINES FOR INCREASING SALARY RANKS IN 1981 FOR
WORK WORKERS, OFFICIALS, AND EMPLOYEES OF THE STATE
After two years of implementing Decision No. 274-CP dated July 25, 1979 of the Council of Ministers and Directive No. 27-TTg dated January 16, 1980 of the Prime Minister regarding annual salary rank increases, sectors and localities have achieved relatively good results in encouraging workers, officials, and state employees to study and work diligently, partially correcting previous unreasonable salary ranking relationships, thereby improving the implementation of personnel policies. Some places have shortcomings in implementing regulations of the Government and guidelines of the Ministry of Labor.
Sectors and localities need to correct deviations in increasing salary ranks, immediately rectify cases of incorrect salary rank increases before proceeding with increases in 1981.
BASED ON Directive No. 21-TTg dated January 23, 1981 of the Prime Minister, the increase in salary ranks for workers, officials, and state employees in 1981 will generally still be implemented according to Circular No. 3-LĐ/TT dated January 22, 1980 of the Ministry of Labor. The Ministry of Labor now provides additional guidance on some points as follows:
I. REGARDING WORKERS DIRECTLY INVOLVED IN PRODUCTION AND BUSINESS
1. Training and increasing salary ranks for workers is a regular task to ensure balance between production requirements and the progressive level of vocational skills. The training and promotion plan, and the promotion quota for workers must be based on each unit's production plan and can only be increased for workers who have been tested and recognized by the examination board as meeting the technical skill standards of their current rank.
2. Annual training and promotion programs for workers should not increase two ranks at once or twice within a year. Workers who achieve the title of outstanding worker in their industry, if the rank they are competing for coincides with the rank being considered for promotion, shall be deemed to have passed the knowledge and skill test for promotion consideration.
3. BASED ON Directive No. 21-TTg, from 1981, those workers who have been ranked at the highest level of the salary scale, table, or framework for five years or more and continue to perform well in production, after passing the examination of their current rank and meeting the requirements, shall:
- Those who have been ranked at the highest level of the salary scale or table shall be promoted to a new salary level equal to the highest level plus the difference between the highest rank and the next lower rank in that scale or table;
- Those who have been ranked at the highest level of the framework within the salary scale shall be promoted to the next rank in that industry's salary scale.
4. Production and business units need to develop plans and progress schedules for training and promoting workers' levels right from the beginning of the year, avoiding rushing and neglecting at the end of the year.
5. ABOLISH Point 3 and Point 4, Part I of Circular No. 3-LĐ/TT dated January 22, 1980 of the Ministry of Labor.
II. REGARDING OFFICIALS AND EMPLOYEES OF ADMINISTRATIVE ORGANIZATIONS, ENTERPRISES, AND MANAGEMENT BODIES
ENGAGED IN PRODUCTION AND BUSINESS
1. It is strictly prohibited to increase two ranks or more at once or within a year (Point 2, Directive No. 27-TTg dated January 16, 1980 of the Prime Minister on increasing salary ranks).
2. The quota of officials and employees eligible for early promotion of one to two years shall not exceed 5%, as stipulated in Point 1 of Directive No. 27-TTg dated January 16, 1980 and reiterated in Point 1 of Directive No. 21-TTg dated January 23, 1981 of the Prime Minister.
3. Promotion for those already ranked at the highest level of the salary table or framework.
a. From now until the improvement of the salary system, officials and employees who have been ranked at the highest level of the salary table or framework of their current position for five years or more, if they meet the promotion criteria, shall be eligible for promotion beyond the framework.
In cases where the highest salary level of the current position has not been reached for five years, but if the total increase in salary over the five-year period since reaching the highest level does not exceed 70% of the difference between the two levels of the salary table of the current position and if they meet the promotion criteria, they shall also be eligible for promotion beyond the framework.
Example: An engineer ranked at 63 dong from January 1976, promoted to head of district department in September 1979 and ranked at 65 dong (the highest level), now meets the conditions for promotion beyond the framework.
b. Method of ranking to a salary level beyond the framework:
Apply the civil servant salary table or specialist salary table to rank to a corresponding level (equivalent to one level of the current salary table).
If there is no suitable level in the civil servant salary table or specialist salary table, rank up to a level equal to the highest level of the current position plus the difference between the highest level and the next lower level of the current position's salary table.
For officials and employees who are primary and secondary school teachers, medical assistants, nurses, nursing aides, childcare workers, car drivers, and office workers, it is necessary to uniformly apply the second method mentioned above to rank to a salary level beyond the framework, not to rank to the civil servant salary table or specialist salary table.
Example: A nurse, ranked at 72 dong in 1976, now meets the promotion criteria and is ranked at 72 dong + (72 dong - 62 dong) = 82 dong.
c. Officials ranked at 160 dong or higher, if they need to be promoted or ranked beyond the framework, the management body shall propose to the Central Organization Department or the Government Organization Department, and the decision shall be made by the Central Party Secretariat or the Standing Committee of the Council of Ministers.
4. Officials and employees who meet the five-year term requirement and meet the promotion criteria shall enjoy the new salary from the month the decision is signed.
Officials and employees who complete their tasks exceptionally well and are promoted one or two years ahead of schedule shall enjoy the new salary from the month the promotion decision is made.
5. ABOLISH Point 1, Part III of Circular No. 3-LĐ/TT dated January 22, 1980 of the Ministry of Labor.
5. Repeal Point 1, Part III of Circular No. 3-LĐ/TT dated January 22, 1980 issued by the Ministry of Labor.
In order to ensure the consistent implementation of salary policies and achieve good results, the Ministry of Labor requests all sectors and localities to strictly guide the process of increasing salary grades in 1981. During the implementation process, if there are difficulties or obstacles, they should be reported to the Ministry of Labor for research and discussion to resolve them; it is absolutely necessary not to provide guidance or implement contrary to the policy on increasing salary grades or current salary systems. If sectors and localities have specific guidelines regarding the increase in salary grades in 1981, they are required to send them to the Ministry of Labor.
After implementing the increase in salary grades for workers, officials, and staff in 1981, all Ministries, agencies equivalent to Ministries, agencies under the Council of Ministers, central mass organizations, and People's Committees of provinces and centrally-administered cities are requested to report the results to the Ministry of Labor using the statistical form number 1 (column 2, total number present as of January 1, 1981) from Circular No. 1403-LDTL dated November 8, 1980, issued by the Ministry of Labor.
