RESOLUTION

On the Organization and Duties of the National Assembly Office

NATIONAL ASSEMBLY STANDING COMMITTEE

Pursuant to Article 79 of the Law on the Organization of the National Assembly;

RESOLUTION;

Article 1. The National Assembly Office is an agency assisting the National Assembly, responsible for researching, advising, and organizing services for all activities of the National Assembly, the Standing Committee of the National Assembly, the President of the National Assembly, the Vice Presidents of the National Assembly, the National Ethnic Council, and the Committees of the National Assembly.

Article 2. The National Assembly Office has the following tasks:

1- Serving the National Assembly and the Standing Committee of the National Assembly in legislative work; interpreting the Constitution, laws, and ordinances.

2- Serving the National Assembly in making and promulgating fundamental policies, resolutions, and decisions regarding economic and social affairs, national defense, security, foreign relations, organization, and personnel within the jurisdiction of the National Assembly.

3- Organizing services for the National Assembly to exercise its supreme supervisory power over compliance with the Constitution, laws, and resolutions of the National Assembly. Serving the Standing Committee of the National Assembly in supervising the activities of the Government, the Supreme People's Court, and the Supreme People's Procuracy in implementing the Constitution, laws, ordinances, and resolutions of the National Assembly and the Standing Committee of the National Assembly.

4- Researching and organizing services for the Standing Committee of the National Assembly to supervise and guide the activities of the People's Councils at various levels.

5- Researching issues related to elections for the National Assembly and People's Councils; organizing services for the Standing Committee of the National Assembly to announce and preside over the election of National Assembly deputies; announcing the election of People's Council deputies at various levels.

6- Serving the external relations work of the National Assembly, the Standing Committee of the National Assembly, the President of the National Assembly, the National Ethnic Council, and the Committees of the National Assembly.

7- Receiving citizens who come to the National Assembly and the Standing Committee of the National Assembly to lodge complaints, denunciations, and express their wishes. Studying and transferring citizens' complaints and denunciations to relevant agencies. Urging agencies, sectors, and levels to resolve citizens' complaints and denunciations according to the law.

8- Researching and serving the Standing Committee of the National Assembly in directing, coordinating, and harmonizing the activities of the National Ethnic Council and the Committees of the National Assembly; ensuring conditions for the activities of National Assembly deputies.

9- Organizing services for the activities of the President of the National Assembly and the Vice Presidents of the National Assembly, members of the Standing Committee of the National Assembly, the National Ethnic Council, and the Committees of the National Assembly.

10- Under the direction of the Standing Committee of the National Assembly, researching and proposing improvements to the working system of the National Assembly, the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, and local National Assembly delegations.

11- Researching and serving the Standing Committee of the National Assembly in deciding annual staffing and establishing policies and systems for the Supreme People's Court, the Supreme People's Procuracy, and the National Assembly Office.

12- Researching, drafting programs, and organizing services for sessions of the National Assembly and meetings of the Standing Committee of the National Assembly.

13- Researching issues and preparing projects assigned by the Standing Committee of the National Assembly, the President of the National Assembly, and the Vice Presidents of the National Assembly.

14- Urging the preparation and ensuring procedures for submitting projects and reports from relevant agencies and organizations to the National Assembly and the Standing Committee of the National Assembly.

15- Organizing and managing information, press, publishing, library work of the National Assembly.

16- Serving the President of the National Assembly in directing and organizing the implementation of the National Assembly budget; organizing and managing administrative, financial, clerical, printing, archival, security, and reception work of the agency.

Article 3. The National Assembly Office shall be organized into departments, units equivalent to department level, and rooms directly under the Director of the National Assembly Office and rooms directly under departments or units equivalent to department level.

The establishment or abolition of departments and equivalent units shall be decided by the Standing Committee of the National Assembly.

The establishment or abolition of rooms shall be decided by the Director of the National Assembly Office.

Article 4. The organization of the National Assembly Office includes:

A- Departments directed by the Standing Committee of the National Ethnic Council or the Standing Committees of the National Assembly's Committees on professional and technical work, and the Director of the National Assembly Office directs other aspects of work:

1- Department of Ethnic Affairs.

2- Department of Law.

3- Department of Economy and Budget.

4- Department of National Defense and Security.

5- Department of Culture, Education, Youth, Children, and Adolescents.

6- Department of Social Issues.

7- Department of Science, Technology, and Environment.

8- Department of Foreign Relations.

The organization and duties of these departments shall be prescribed by the Standing Committee of the National Ethnic Council or the Standing Committees of the National Assembly's Committees in coordination with the Director of the National Assembly Office.

B- Departments directed by Members of the Standing Committee of the National Assembly designated by the Standing Committee of the National Assembly on professional and technical work, and the Director of the National Assembly Office directs other aspects of work:

1- Department of Representative Activities.

2- Department of Public Petitions.

The organization and duties of these departments shall be prescribed by the Member of the Standing Committee of the National Assembly designated to direct professional and technical work in coordination with the Director of the National Assembly Office.

C- Departments and units equivalent to department level directed by the Director of the National Assembly Office on all aspects of work:

1- General Department.

2- Administrative Department.

3- Management and Finance Department.

4- Organization and Cadre Department.

5- Southern Region Department.

6- Information, Library, and Scientific Research Center.

7- "People's Deputy" Magazine and the National Assembly Newspaper.

The organization and duties of these departments and units equivalent to department level shall be prescribed by the Director of the National Assembly Office.

Article 5. The Director of the National Assembly Office is the head of the National Assembly Office, accountable to the Standing Committee of the National Assembly for the work of the National Assembly Office.

Deputy Directors assist the Director of the National Assembly Office in performing tasks.

Department Heads and heads of units equivalent to department level manage the work of their departments or units. They may have one or more Deputy Department Heads or Deputy Heads of units equivalent to department level to assist them.

Room Heads manage the work of their rooms, and they may have one or two Deputy Room Heads to assist them.

Article 6. The Director and Deputy Directors of the National Assembly Office are appointed, relieved of duty, or dismissed by the Standing Committee of the National Assembly.

The Directors and Deputy Directors of the Departments specified in Sections A and B of Article 4 of this Resolution shall be appointed, relieved, or dismissed by the Director of the Office after reaching consensus with the Standing Committee of the National Assembly's Ethnic Council or the Standing Committees of the National Assembly's Committees or Members of the National Assembly's Standing Committee assigned to direct the departments on professional matters.

The Directors, Deputy Directors, and equivalent positions; Heads, Deputy Heads, and equivalent positions not belonging to the Departments specified in paragraph 2 of this Article shall be appointed, relieved, or dismissed by the Director of the National Assembly's Office.

Article 7. The Chair of the National Assembly's Ethnic Council, the Heads of the National Assembly's Committees, Members of the National Assembly's Standing Committee assigned to direct the Departments, and the Director of the National Assembly's Office are responsible for implementing this Resolution.
