CIRCULAR

Guidelines for the recruitment of part-time undergraduate medical and pharmaceutical students for the academic year 1998-1999.

To implement the State's plan on health care and protection work for the people, the Ministry of Health will continue to recruit part-time undergraduate medical and pharmaceutical students for the academic year 1998-1999.

The recruitment and training of part-time undergraduate medical and pharmaceutical students this year aims to achieve:

Resolution No. 37/CP dated June 20, 1996 of the Government on the strategic orientation for health care and protection work for the people from now until 2000 and 2020.

Implement Circular No. 34/TT-ĐH dated September 25, 1986 of the Ministry of Education and Training on concentrated part-time undergraduate training.

Decisions and guiding documents of the Ministry of Education and Training regarding the admission work for the academic year 1998-1999.

The Ministry of Health issues this circular to guide the recruitment of part-time undergraduate medical and pharmaceutical students for the academic year 1998-1999.

I. ELIGIBLE APPLICANTS:

1. Part-time Undergraduate General Medicine Class:

Applicants must be graduates of a two-year Associate Degree in Medical Assistant or a three-year High School Diploma in Medical Assistant, with priority given to medical assistants currently working within the staffing quota of village health stations, district health centers, or municipal health departments. Medical assistants currently working in nursing positions (nursing assistants) will not be recruited.

2. Part-time Undergraduate Traditional Medicine Class:

Applicants must be graduates of a two-year Associate Degree in Traditional Medicine or a three-year High School Diploma in Traditional Medicine or a three-year High School Diploma in Traditional Medicine with a focus on Traditional Medicine.

3. Part-time Undergraduate Pharmacy Class:

Applicants must be graduates of a High School Diploma in Pharmacy.

4. Selected Part-time Undergraduate Medicine Class:

Applicants must be medical assistants currently working at village health stations in mountainous areas (Zone 1-Mountainous) or deep regions (Zone 1-Deep). Selected candidates will receive one year of cultural education; if they meet the requirements, they will continue with the part-time undergraduate general medicine class.

II. RECRUITING INSTITUTIONS AND REGIONS:

1. Hai Phong University Branch:

Part-time Undergraduate General Medicine Class:

Recruitment in the provinces of Quang Ninh, Hai Phong, Hai Duong, Vinh Phuc, Bac Ninh, and Hanoi.

2. Thai Binh Medical University:

2.1. Part-time Undergraduate General Medicine Class:

Recruitment in the provinces of Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Ha Nam, Ha Tay, Hung Yen, and Thai Binh.

2.2. Part-time Undergraduate Traditional Medicine Class:

Recruitment in northern provinces from Ha Tinh northward.

3. Ho Chi Minh City University of Medicine and Pharmacy:

3.1. Part-time Undergraduate General Medicine Class:

Recruitment in the provinces of Binh Thuan, Dong Nai, Binh Duong, Binh Phuoc, Ba Ria-Vung Tau, Tay Ninh, Ho Chi Minh City, Long An, Tien Giang, Ben Tre, Vinh Long, Tra Vinh.

3.2. Part-time Undergraduate Traditional Medicine Class:

Recruitment in southern provinces from Quang Binh southward.

3.3. Selected Part-time Undergraduate Medicine Class:

Recruitment in mountainous and deep regions in southern provinces from Binh Thuan and Lam Dong southward.

3.4. Part-time Undergraduate Pharmacy Class:

Recruitment in southern provinces from Quang Binh southward.

4. Hanoi University of Pharmacy:

Part-time Undergraduate Pharmacy Class: Recruitment in northern provinces from Ha Tinh northward.

5. Thai Nguyen University of Medicine and Pharmacy (part of Thai Nguyen University):

5.1. Part-time Undergraduate General Medicine Class:

Recruitment in the provinces of Thai Nguyen, Bac Can, Lang Son, Cao Bang, Ha Giang, Tuyen Quang, Yen Bai, Lao Cai, Lai Chau, Son La, Hoa Binh, Phu Tho, Bac Giang.

5.2. Selected Part-time Undergraduate Medicine Class:

Recruitment in mountainous and deep regions in provinces from Ha Tinh northward.

6. Hue University of Medicine and Pharmacy (part of Hue University):

6.1. Part-time Undergraduate General Medicine Class:

Recruitment in the provinces of Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Phu Yen, Binh Dinh, Khanh Hoa, Ninh Thuan.

6.2. Selected Part-time Undergraduate Medicine Class:

Recruitment in mountainous and deep regions in provinces from Quang Binh northward and in mountainous and deep regions in Gia Lai, Kon Tum, Dak Lak.

7. West Highland Medical Department (part of West Highland University):

Part-time Undergraduate General Medicine Class:

Recruitment in the provinces of Dak Lak, Gia Lai, Kon Tum, and Lam Dong.

8. Can Tho Medical Department (part of Can Tho University):

Part-time Undergraduate General Medicine Class:

Recruitment in the provinces of Ca Mau, An Giang, Bac Lieu, Dong Thap, Soc Trang, Kien Giang, and Can Tho.

9. Military Medical Academy:

Part-time Undergraduate General Medicine Class:

Contract-based training for the provinces of Lai Chau, Son La, Hoa Binh, and Ha Tay.

Training costs will be borne by these localities according to current state regulations.

Candidates who are healthcare staff of central agencies located in the province or city where they are taking the exam will be admitted to schools according to the specified recruitment regions.

III. ADMISSION STANDARDS:

Eligible applicants must meet the following criteria:

1. Political criteria:

Clear personal and family background; successfully fulfill assigned tasks, good moral character, comply with state policies and laws. Those under disciplinary action (from reprimand onwards) will not be considered for admission.

2. Standards for professional qualifications and education:

2.1. Professional expertise:

If they are high school graduates, they must have a diploma in Medical Assistant or Pharmacy Assistant from a high school. The duration of concentrated high school medical and pharmaceutical education must be no less than 2.5 years (full-time system) or 2 years (concentrated part-time system). Diplomas are issued by the principals of high schools for medical and pharmaceutical studies.

If they are associate degree graduates, they must have a diploma issued by the principal of the College of Health, or the principal of the Traditional Medicine High School Tuệ Tĩnh I - Ministry of Health.

2.2. Regarding cultural level:

Must have a general secondary education level or equivalent supplementary education.

3. Standards for professional experience:

They must have at least five years of experience.

For medical assistants currently working and within the staffing quota at village health stations in mountainous and deep regions, their professional experience must be at least three years.

Professional experience is calculated from the date of employment (after graduation from high school medical and pharmaceutical studies) to October 30, 1998.

4. Health and age criteria:

4.1. Health:

They must be in good health to study as stipulated in Joint Circular No. 10/TT-LB dated August 18, 1989 of the Ministry of Health and the Ministry of Vocational Secondary Education and Vocational Training, and Instructional Letter No. 2445/TS dated May 20, 1990 of the Ministry of Education and Training.

4.2. Age:

They must not exceed 50 years old for males and 45 years old for females as of October 30, 1998.

5. Living expenses and tuition fees:

Priority will be given to cadres in category I, cadres working in Zone 1 (Zone 1), cadres within the staffing quota of village health stations, and pharmacy assistants within the staffing quota of district-level health departments, who will be admitted based on training quotas funded by the state budget and will receive living expenses during the study period (according to the certificate of salary suspension issued by the sending agency), but still need to pay tuition fees.

Officials who do not belong to the aforementioned categories and are outside the state budget quota must pay for training costs according to current state regulations.

After graduation, or if a student is unable to continue their studies, the school will return them to the dispatching agency for job placement.

IV. PRIORITY POLICIES:

Admission points are given preferential consideration based on regions, and within each region, there are preferential groups under policy.

1. Regional priority:

Apply according to the recruitment area classification table printed in the "Recruitment Information Handbook" issued by the Ministry of Education and Training in 1998.

1.1. Region 1 (KV1):

Mountainous areas and remote regions, islands, including highland areas (KV1-VC), and deep regions (KV1-VS).

1.2. Region 2 (KV2):

Midlands and plains (including suburban counties of centrally administered cities), including rural and town areas (KV2-NT).

1.3. Region 3 (KV3):

Urban centers of centrally administered cities.

2. Policy priority:

2.1. Priority Group 1:

Heroes of Labor and Heroes of Armed Forces.

Staff members from ethnic minority groups.

War invalids who have been issued cards.

Officials working in highland or deep regions: having a permanent residence registration there for at least three years as of October 30, 1998. If officials working in highland or deep regions do not have a permanent residence registration there or have resided there for less than three years, they will only be classified in the second priority group.

2.2. Priority Group 2:

Officials awarded medals, war merit medals, victory medals, labor medals; provincial (city) model workers for two consecutive years.

Officials belonging to the personnel establishment of commune health stations, or healthcare facilities of farms, forests, leprosy treatment centers.

The difference in points between two regions or two consecutive priority groups shall not exceed three points.

1. One application form for the entrance examination approved by the unit employing the cadre or civil servant. Candidates working in units managed by the Department of Health must have approval from the Department of Health. Candidates working in central ministries and agencies must have approval from the management agency of cadres and civil servants.

All cadres going to study must submit application documents including:

1. One application form (with a template), with the approval opinion of the competent authority managing officials.

2. A certified copy of the secondary medical education diploma (certified by the state). The original must be presented for verification upon enrollment.

3. A certified copy of the birth certificate.

4. A health examination certificate from a hospital or authorized healthcare facility.

5. Certificate of preferential admission status and recruitment area (as stipulated in Part IV), issued by the head of the agency or unit with authority over the management of officials (if applicable).

6. Decision to dispatch officials for study from the agency or unit with authority over the management of officials, to be submitted upon successful admission. Officials managed by the Provincial Health Department must also provide a dispatch decision from the Provincial Health Department.

7. Two 4x6 inch photographs (one attached to the application form).

8. Two envelopes with stamps and the address of the applicant.

All documents must be placed in an envelope measuring 230x330mm, clearly labeled with the name, workplace, class applied for, and a list of enclosed documents.

Applicants must pay the application fee as announced by the school, in accordance with the general regulations of the Ministry of Education and Training.

Deadline for submission of applications: before April 30, 1998.

Any fraudulent actions in the application process to participate in the exam will be handled according to the recruitment regulations of the Ministry of Education and Training. The heads of agencies and units managing officials are responsible for confirming the dispatched officials' applications.

VI. ADMISSION EXAMINATIONS

1. Subjects: Candidates must take three subjects: Mathematics, Chemistry, and Specialty Subject.

1.1. Mathematics and Chemistry:

Based on the completion of secondary education or supplementary cultural education.

1.2. Specialty subject:

According to the current training program for general practitioners (general practitioners or traditional Chinese medicine general practitioners) or intermediate-level pharmacists of the Ministry of Health.

For applicants who are associate degree general practitioners, they only need to take one specialized subject exam according to the associate degree general practitioner training program (general practitioners or traditional Chinese medicine general practitioners).

For the specialized refresher course for doctors: Schools will only accept applications from eligible candidates within the quota allocated by the Ministry of Health to provinces, without conducting entrance exams.

2. Examination Date:

Recruitment exams will be held in July 1998. The schedule will be determined by the schools and reported to the Ministry of Health (Department of Science and Training), while simultaneously informing the applicants within the recruitment area of the school.

The Ministry of Health encourages schools to organize review sessions for applicants. Review session duration and fees are determined by the schools. The review content for specialized subjects: according to the training programs for intermediate-level general practitioners - pharmacists or associate degree general practitioners issued by the Ministry of Health.

The examination question formulation, organization, and grading will be conducted according to the current recruitment regulations of the Ministry of Education and Training.

3. Conditions for successful admission:

Candidates must meet all admission criteria and achieve the admission score set by the school, including:

In terms of specialization: Not below five points.

In terms of culture: no zero marks.

Upon receipt of this Circular, units and localities shall organize its implementation, select and dispatch officials to take the exam and attend classes according to the specified categories and standards set forth in the Circulars. Schools need to review admission applications and organize exams in accordance with regulations to ensure training quality and social equity.
