RESOLUTION

Regular Meeting of the Government in February 1999

On February 24, 1999, the Government convened its regular meeting for February 1999 to discuss and adopt the following issues:

1. Adoption of the draft Decree on the transfer, assignment, leasing, inheritance, mortgage, and contribution with the value of land use rights presented by Mr. Bui Xuan Son, Director General of the Land Administration. The Land Administration is instructed to lead, coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Construction, the Ministry of Finance, the State Bank, the Ministry of Justice, and the Government Office to incorporate the opinions of the Government members at this meeting, finalize the Draft Decree, and submit it to the Prime Minister for signature and issuance in March 1999.

2. Adoption of the draft Law on Military Officers (amended) presented by the Minister of Defense. The Ministry of Defense is instructed to lead, coordinate with the Ministry of Justice and the Government Office to incorporate the opinions of the Government members at this meeting, finalize the Law Project, and submit it to the Prime Minister for review in March 1999 to be submitted to the National Assembly.

3. Minister Tran Xuan Gia of the Ministry of Planning and Investment reported to the Government on some key aspects of the socio-economic situation in February and the first two months of 1999; Minister Chu Tuan Nha of the Ministry of Science, Technology, and Environment reported on the Year 2000 (Y2K) computer incident; Deputy Head of the Government Office Doan Manh Giao reported on the summary of the Lunar New Year (Year of the Rooster).

The Government agrees with the contents of the above reports. The Government unanimously recognizes that the country welcomed the Year of the Rooster joyfully, healthily, ensuring security and order, and saving more in accordance with Directive No. 05/1999/CT-TTg of the Prime Minister and the letter from the General Secretary Le Khac Quoi; although there were positive changes in the first two months of 1999, the implementation of the value-added tax gradually became regulated, the socio-economic situation of the country still faced many difficulties. The Government requests the Ministries, sectors, and localities to continue to perform well the following tasks:

- Closely monitor unusual weather developments, strictly direct efforts to combat drought, and strive to transplant all winter-spring rice areas in March 1999;

- Implement mechanisms and policies already issued; distribute and settle construction debts according to the Prime Minister's directives; promptly resolve emerging issues; concentrate all measures to mobilize capital, strongly encourage production and business development;

- Continue to study and remove difficulties, implement the Value Added Tax Law and Corporate Income Tax Law effectively; at the same time, strictly handle cases where the Value Added Tax is exploited to increase prices and illegally profit;

- Take specific measures to organize the implementation of the resolution and prevention of the Year 2000 computer incident within their respective areas of responsibility.

The Prime Minister reminds the Ministries and sectors to urgently complete and immediately implement their 1999 Work Programs; implement the Poverty Reduction Program and the Socio-Economic Development Program for particularly difficult communes; continue to promote thrift in each agency and unit, review every expenditure stage, hold meetings with practical content, reasonable costs, and clear effectiveness; prepare thoroughly the content to organize the Prime Minister's meetings with domestic and foreign enterprises, summarize the operation model of state-owned corporations, urban management, summarize the implementation of the Socio-Economic Development Program in the Mekong Delta... in March 1999 to achieve good results.

The Prime Minister requests the Ministries and sectors to quickly develop plans to implement the Resolution of the 6th Plenary Session of the Central Committee (second session); simultaneously inform the Prime Minister and Deputy Prime Ministers assigned to directly oversee the implementation of this Resolution in certain sectors such as investment planning, finance, customs, trade, agriculture and rural areas, land administration, construction, education and training... primarily checking and urging the reorganization of organizational structures and administrative reforms, combating harassment, corruption, and negative practices.
