DIRECTIVE
On Strengthening Emergency Response to Traffic Accidents

To implement the provisions set forth in Point 5 of Directive No. 33/1999/CT-TTg dated December 27, 1999 of the Prime Minister on Enhancing State Management Responsibilities in Ensuring Traffic Safety and Order, the Minister of Health issues the following directive to the heads of medical examination and treatment facilities (collectively referred to as hospitals), including hospitals and institutes with beds under the Ministry, central and provincial general hospitals; health centers at districts, counties, and towns; regional multi-disciplinary clinics; hospital sectors; private hospitals; and foreign-invested hospitals, to immediately organize and implement the following tasks:
1. Hospitals must organize emergency response readiness for traffic accidents:
1.1. Promptly receive and provide emergency care to victims of traffic accidents. If beyond their capacity, after initial care, hospitals must immediately transfer victims to higher-level facilities. Strictly prohibit transferring victims without initial care.
1.2. Must organize bed allocation, prioritize medicines, medical equipment, and transport means to ensure timely and effective emergency care for traffic accident victims.
1.3. Organize mobile emergency teams and transport means ready to respond to emergencies outside the hospital upon request. For hospitals located on national highways or near them, upon receiving information requesting emergency assistance, mobile emergency teams must immediately proceed to fulfill their duties.
1.4. In case of large-scale traffic accidents involving multiple victims requiring emergency care, hospitals must find ways to report urgently to competent authorities for immediate guidance and support.
2. To prevent and mitigate the consequences of traffic accidents, the Center for Health Education Communication and the Newspaper Health and Life will cooperate with mass media organizations to promote helmet wearing when riding motorcycles and seatbelt use when traveling in cars.
Upon receipt of this directive, directors of health departments of provinces and centrally-administered cities, and heads of medical examination and treatment facilities must immediately organize its implementation, particularly focusing on organizing effective emergency care for traffic accident victims during the upcoming Tet holiday.
Each unit and locality must periodically report every three months on the results of implementation and any arising difficulties to the Ministry of Health (Department of Treatment) for study and resolution.
