DATE March 29, 2001 ON URGENT MEASURES TO IMPLEMENT REGULATIONS ON ENSURING TRAFFIC ORDER AND SAFETY IN ORGANIZATIONS UNDER THE FINANCE SECTOR
IMPLEMENTATION OF CERTAIN URGENT MEASURES IN ACCORDANCE WITH THE SPIRIT OF RESOLUTION NO. 02/2001/NQ-CP OF THE GOVERNMENT DATED MARCH 2, 2001 TO CONTRIBUTE TO REDUCING TRAFFIC ACCIDENTS AND TRAFFIC CONGESTION, THE MINISTER OF FINANCE REQUESTS THE HEADS OF ORGANIZATIONS AND UNITS AND OFFICIALS AND CIVIL SERVANTS THROUGHOUT THE FINANCE SECTOR FROM THE CENTRAL TO LOCAL LEVELS TO EFFECTIVELY IMPLEMENT THE FOLLOWING MATTERS:
1. Heads of units throughout the Finance Sector:
+ Coordinate with the Party Committee and mass organizations to widely disseminate and educate officials, civil servants, and employees under their units about traffic laws to enhance responsibility and awareness of compliance; set an example in implementing Resolution No. 02/2001/NQ-CP dated March 2, 2001 of the Government and the Prime Minister's Directive on concentrating efforts to implement certain measures to reduce traffic accidents and congestion.
+ Develop plans and implement specific measures among officials, workers, and subordinate units regarding compliance with traffic regulations.
+ Organize inspections of collectives and individuals within their units concerning compliance with traffic regulations; impose disciplinary actions strictly against violators and units with many violators such as criticism, warning, and revocation of commendations.
2. All officials, civil servants, and employees working in the Finance Sector must set an example and lead in strictly adhering to traffic regulations:
+ Must wear helmets when riding motorcycles or motorbikes from June 1, 2001. In the short term, the Ministry requests units under the Ministry, State Treasury Agency, and General Department of Taxation to implement from May 1, 2001.
+ Absolutely refrain from participating in or encouraging illegal motorcycle racing in any form.
+ Educate family members to strictly comply with traffic laws. Do not allow children, siblings, or grandchildren who are underage or without valid driver's licenses to ride motorcycles or motorbikes.
3. Universities, Colleges, and Secondary Vocational Schools under the Finance Sector shall develop plans and measures to educate students to comply well with traffic regulations.
4. Establish a Steering Committee for Implementing Traffic Order and Safety Regulations of the Ministry headed by the Director of the Financial Management Department as Chairperson and members including the Secretary-General of the Ministry, Chairman of the Ministry’s Trade Union, Secretary of the Ho Chi Minh Communist Youth Union, and Head of Women's Affairs Department.
The Steering Committee shall be responsible for organizing monitoring, urging, inspecting, and compiling results of implementation by units and regularly reporting to the Ministry on the compliance of units.
5. Heads of organizations and units under the finance system are responsible for strictly implementing this Directive and reporting results to the Ministry's Steering Committee.
The Steering Committee shall be responsible for organizing supervision, urging, inspecting, and compiling the results of implementation by units and periodically reporting to the Ministry on the compliance of these units.
5. Heads of agencies and units under the financial sector system shall be responsible for strictly organizing the implementation of this Directive and reporting the results to the Steering Committee of the Ministry of Finance.
