DIRECTIVE OF THE MINISTER OF HEALTH
ON STRENGTHENING THE WORK TO PREVENT AND CONTROL DENGUE FEVER
According to the World Health Organization's announcement, currently, dengue fever worldwide is showing an increasing trend and complex developments. In Indonesia, from the beginning of the year until now, the dengue fever epidemic has occurred across 30 provinces with 30,234 cases, including 415 deaths; in Singapore, in 2003, there were 4,772 cases recorded, the highest since 1998, and in the first two months of 2004, six regions had dengue fever outbreaks. In other countries in the region, the number of cases and deaths due to dengue fever also increased compared to the same period in 2003.
In Vietnam, according to reports from localities, from the beginning of the year until now, the whole country has had 4,811 dengue fever cases, including 10 deaths. Compared to the same period in 2003, the number of cases has nearly doubled, the number of deaths has increased by 6 cases, and most cases are concentrated mainly in central cities and provinces in the southern region, accounting for 93.5% of the total cases nationwide. Some areas with high numbers of cases include Ho Chi Minh City (1,447 cases), Tien Giang Province (638 cases), and Dong Thap Province (407 cases). According to the forecast of specialized agencies, 2004 may be a peak year for the dengue fever epidemic. Given the situation where the dengue fever epidemic is trending upwards and developing in a complex manner, with the potential to erupt into a large-scale epidemic, to proactively prevent and control the disease, minimize the incidence rate and mortality rate, the Minister of Health issues the following directive:
Directors of Health Departments of provinces and centrally-administered cities:
1. 1.1. Immediately organize mass campaigns to eliminate mosquito larvae/water containers vigorously, extensively, and thoroughly at least three times a year to mobilize all resources to implement preventive activities against dengue fever in communities under the direct leadership of local authorities. For epidemic-prone areas, it is necessary to focus on thoroughly addressing mosquito larvae/water container sources, closely monitor, promptly detect and handle cases, and minimize the death rate as much as possible.
Direct medical facilities to prepare sufficient stocks of medicines, emergency equipment, treatment supplies, and hospital beds to promptly receive and treat patients, especially in case of a large-scale epidemic. Establish mobile emergency teams ready to provide professional support to units in handling emergency care, treatment, and care. 1.3. Strengthen propaganda and education through all media about the symptoms of dengue fever and preventive measures so that the public understands and voluntarily participates in community-based epidemic prevention activities.
1.2. 1.4. Timely report to the Chairman of the Provincial People's Committee on the development of the dengue fever epidemic and preventive work in the locality, and request the Provincial People's Committee to instruct relevant departments to plan additional funding for epidemic prevention activities.
1.5. Strictly implement the Regulation on Information and Reporting of Infectious Diseases Causing Epidemics issued together with Decision No. 4880/2002/QĐ-BYT dated
Ministry of Health.
The Department of Preventive Medicine and AIDS Control shall be responsible for: 06/12/2002 of the Minister 2.1. Serving as the head of the National Project Management Board for Dengue Fever Prevention and Control, acting as the focal point for monitoring the development of the dengue fever epidemic and advising the Minister of Health on directing dengue fever prevention and control nationwide.
2. 2.2. Directly leading, urging, and inspecting units and localities in implementing dengue fever prevention and control measures.
2.3. Cooperating with central-level communication agencies in organizing communication activities on dengue fever prevention and control.
2.4. Cooperating with the Department of Treatment - Ministry of Health in organizing training sessions for local units on dengue fever prevention and control measures.
2.5. Mobilizing domestic and international organizations to sponsor dengue fever prevention and control activities.
The Department of Treatment shall be responsible for:
3.1. Serving as the focal point for organizing, directing, and inspecting dengue fever treatment activities nationwide.
3. 3.2. Organizing training sessions for units and localities on dengue fever treatment protocols.
3.3. Updating information on dengue fever treatment protocols from countries in the region and around the world. If necessary, it will develop and submit to the Minister of Health for revision and supplementation of the dengue fever treatment protocol.
The Department of Planning and Finance:
To aggregate and coordinate state budget resources and domestic and international organization sponsorships for dengue fever prevention and control activities.
4. Institutes: Central Institute of Hygiene and Epidemiology, Ho Chi Minh City Pasteur Institute, Nha Trang Pasteur Institute, and West Highland Pasteur Institute shall be responsible for:
5.1. Serving as the head of the Regional Project Management Board for Dengue Fever Prevention and Control, responsible for dispatching specialized staff teams to epidemic-prone areas to lead the implementation of mosquito larvae elimination campaigns, surveillance, detection, and handling of dengue fever outbreaks.
5. 5.2. Organizing training classes on surveillance, detection, and handling of dengue fever outbreaks for provinces in the assigned regions.
Central hospitals shall be responsible for:
6.1. Preparing sufficient stocks of medicines, medical equipment, and other necessary means to promptly support localities in receiving, providing emergency care, and treating dengue fever patients.
6. 6.2. Being ready to dispatch specialized personnel to support localities experiencing dengue fever epidemics.
Other units under the Ministry within their assigned functions and tasks shall be responsible for coordinating with related units in organizing dengue fever prevention and control activities when required.
Upon receipt of this Directive, heads of units under the Ministry, Directors of Health Departments of provinces and centrally-administered cities, and heads of health services in sectors must immediately organize its implementation and report results to the Ministry of Health (Department of Preventive Medicine and AIDS Control)./
7. Other units under the Ministry within the scope of their assigned functions and tasks shall be responsible for coordinating with relevant units in organizing the prevention and control of dengue fever when required.
Upon receipt of this Directive, heads of units under the Ministry, Directors of Provincial Health Departments, municipal health departments directly under the Central Government, and heads of health sectors must immediately organize its implementation and report the results to the Ministry of Health (Preventive Medicine Department and AIDS Control Department)./
