Directive No. 03/2006/CT-BTC On continuing to promote the implementation of activities for women's advancement by the Ministry of Finance

DIRECTIVE

ON CONTINUING TO STRENGTHEN THE IMPLEMENTATION OF ACTIVITIES FOR WOMEN'S ADVANCEMENT women of Ministry of Finance

 

Recognizing the role of female cadres of the Ministry of Finance in the national industrialization and modernization cause, as well as in the development of the finance sector, with the attention of the Party Cadre Committee, leadership of the Ministry, heads of units, and the Party committees at all levels, the activities for women's advancement of the Ministry of Finance have achieved encouraging results. The recent conference to review the implementation of the Action Plan for Women's Advancement of the Ministry of Finance for the period 2001-2005 has evaluated and recognized the achievements of the Ministry in implementing the goals and targets set out in the Action Plan, while also pointing out the contents of work that need to be focused on leading and directing to further improve the work for women's advancement of the Ministry of Finance, particularly emphasizing: It is necessary to enhance the understanding of some Party committees, authorities, and mass organizations regarding the activities for women's advancement, considering this work as the responsibility of Party committees and authorities rather than just the organization of women workers; regularly organizing inspections, mid-term reviews, and final evaluations of the implementation of the Action Plan for Women's Advancement to promptly rectify any issues; improving the organizational structure and personnel engaged in the activities for women's advancement; enhancing the quality of activities for women's advancement of units... FOR WOMEN'S ADVANCEMENT the Ministry of Finance have achieved encouraging results. The Conference to Summarize the Implementation of the Action Plan for Women's Advancement of the Ministry of Finance during the 2001-2005 period recently evaluated and recognized the achievements of the Ministry of Finance in implementing the goals and targets set out in the Action Plan, while also pointing out the contents of work that need to be focused on leadership and guidance to further improve the work for women's advancement of the Ministry of Finance, particularly emphasizing: It is necessary to enhance the awareness of some party committees, authorities, and mass organizations regarding activities for women's advancement, considering such work as the responsibility of party committees and authorities rather than that of women's organizations; regularly organizing inspections, mid-term reviews, and final evaluations to assess the implementation of the Action Plan's goals and targets to promptly rectify any issues; improving the organizational structure and personnel involved in women's advancement activities; enhancing the quality of activities for women's advancement in units... 

To continue to promote the achievements made in the activities for women's advancement of the Ministry of Finance during the period 2001-2005 and gradually implement the Action Plan for Women's Advancement of the Ministry of Finance until 2010, which has been approved, it is required that the heads of organizations and units under the Ministry continue to direct the implementation of activities for women's advancement, specifically as follows:

1/ Promptly improve the organization and establish regulations for the operation of the Women's Advancement Board of the unit. Assign capable and enthusiastic staff and create every condition  for the activities of the Women's Advancement Board to truly be effective and become routine.

2/ Develop the plan for activities for women's advancement of the unit until 2010 based on the approved Action Plan for Women's Advancement of the Ministry of Finance; annually develop programs and plans to implement the set goals and targets. 

3/ Coordinate with Party committees, trade unions, and youth associations to organize propaganda and training to raise awareness about activities for women's advancement; enhance knowledge about gender mainstreaming in policy-making and the capacity of the Women's Advancement Board. Impart the Action Plan for Women's Advancement of the Ministry of Finance until 2010 and the Action Plan for Women's Advancement of the unit to each cadre within the unit to monitor and check the implementation of the approved goals and targets.

4/ Regularly inspect the implementation of activities for women's advancement in subordinate units; promptly address or resolve difficulties and obstacles encountered during the implementation of the Action Plan's goals and targets.

5/ Pay attention to gender mainstreaming in the formulation of policies and systems within the scope of the unit's functions and responsibilities.

6/ Conduct periodic reviews and summaries of the activities for women's advancement of the unit; evaluate the implementation of the set goals and targets, identify the reasons, and  propose positive solutions to effectively implement the Action Plan. 

7/ Create conditions for the women's organization of the unit to participate in resolving issues related to the rights and legitimate interests of women and children in accordance with Decree No. 19/2003/NĐ-CP dated March 7, 2003 of the Government and Directive No. 06/CT-BTC dated July 1, 2003 of the Minister of Finance.

8/ Develop programs, plans, and specific measures for the planning of female leadership cadres; pay attention to the admission of female cadres into the Party, sending them for study and training to improve their qualifications,  and caring for their health.

9/ Allocate funds for activities for women's advancement based on Circular No. 04/2005/TT-BTC dated January 10, 2005 of the Ministry of Finance; create conditions for staff involved in activities for women's advancement to have appropriate time to participate in the activities of the Women's Advancement Board and to attend training to enhance their capabilities in activities for women's advancement.

10/ Strictly comply with the regular or ad hoc reporting system for activities for women's advancement according to the content and time specified by the National Committee for Women's Advancement of Vietnam and  the Women's Advancement Board of the Ministry of Finance.

Annually, in the reports evaluating mid-term and final reviews of the implementation of the unit's main tasks, there must be a section evaluating and reviewing the implementation of the set goals and targets in the Action Plan for Women's Advancement.

The Women's Advancement Board of the Ministry of Finance is responsible for coordinating with the Ministry to monitor, inspect, and urge units to strictly and effectively implement the Action Plan for Women's Advancement of the Ministry of Finance until 2010; report to the Ministry any difficulties and obstacles; units that have not performed well to promptly rectify them; and simultaneously recommend to the Ministry's Council for Commendation and Competition in annual competitions.

The Party Committee, Trade Union, and Communist Youth Organization have the responsibility to coordinate with the Women's Advancement Board of the Ministry of Finance, the heads of organizations and units to mobilize cadres, civil servants, and employees to implement and monitor the implementation of the targets and goals of the Action Plan for Women's Advancement of the Ministry of Finance until 2010.

The heads of organizations and units under the Ministry are responsible for disseminating, organizing the implementation, and guiding subordinate units to strictly implement this Directive.
