JOINT RESOLUTION

On Coordinating the Development of Aquatic Economy for the Period 2006-2010

Implementing the Resolution of the 10th National Congress of the Party and Implementing Decision No. 17/TTg dated February 24, 1998 of the Prime Minister on the responsibilities of Ministries and levels of government in creating conditions for the effective operation of Vietnam Farmers' Unions and Resolution No. 09/2000/NQ-CP dated June 15, 2000 of the Government on some policies and measures for restructuring the economic structure and marketing agricultural products.

Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Aquatic Resources;

Pursuant to the functions and tasks of the Vietnam Fishermen's Union.

On October 7, 2000, the Vietnam Fishermen's Union and the Ministry of Aquatic Resources signed the "Cooperation Program for the period 2001-2005." Over five years, the two sectors have coordinated in directing levels of the Union and Departments of Aquatic Resources to implement the program, achieving good results in areas such as training and transferring new scientific and technological advances to farmers and fishermen, building and expanding exemplary models in aquatic production and business; gradually affirming the role of the Vietnam Fishermen's Union and the Ministry of Aquatic Resources in participating in the development of rural agriculture and economy, bringing tangible benefits to farmers and fishermen in various regions; contributing to promoting the movement of developing the aquatic economy, restructuring the agricultural economy towards commodity production, and achieving national socio-economic goals.

To continue implementing the Resolution of the Fourth National Congress of the Vietnam Fishermen's Union and the orientation for the development of the aquatic sector for the period 2006-2010; based on the experiences and achievements of the cooperation program for the period 2001-2005, the Vietnam Fishermen's Union and the Ministry of Aquatic Resources (hereinafter referred to as the two sectors) hereby issue this Joint Resolution on coordinating the development of the aquatic economy for the period 2006-2010 with the following contents:

I. OBJECTIVES

The Cooperation Program for Developing the Aquatic Economy for the period 2006-2010 aims at innovation and enhancing effectiveness to leverage the capabilities, creativity, and substantial resources of the peasant class in the cause of industrializing and modernizing agriculture and rural areas; building and consolidating a bloc of workers, peasants, and intellectuals oriented towards rural areas to enhance knowledge and support farmers and fishermen in developing aquatic production and business, effectively utilizing land and water resources to increase income, improve living standards, and build new rural areas.

II. CONTENTS OF COOPERATION

1. Propaganda Activities

Summarize and widely disseminate scientific and technological innovations in the field of aquaculture from farmers and fishermen throughout the country.

Vigorously promote propaganda, education, mobilization, and guidance to farmers and fishermen to raise their awareness and implement the Party and State's policies on the direction of developing the aquatic industry towards rational utilization of aquatic resources and land-water potential for sustainable and efficient purposes; develop raw material zones linked with processing and export, and environmental protection; disseminate legal provisions related to aquaculture and equip farmers and fishermen with necessary knowledge to develop production and integrate into the international economy.

Promote the application of production methods ensuring food safety for aquatic products, good agricultural practices (GAP), and best management practices (BMP).

2. Organizing the Transfer of Technological Advances

Organize the transfer of technological advances and guide farmers and fishermen to apply new technologies and techniques in production to enhance efficiency in aquaculture, processing, and business, and protect the ecological environment. Organize visits, learning exchanges, and seminars on new methods and experiences in breeding, harvesting, preserving, and processing aquatic products, linking with union activities to quickly introduce technological advances into production and business.

3. Building and Expanding Models

Implement the construction of models to help farmers and fishermen participate in developing the aquatic economy. Vigorously implement models for economic restructuring, crop and livestock diversification in different regions linked with poverty reduction programs; construct and develop models of highland fish villages, models of excellent farmers and fishermen in aquatic production and business; construct"Demonstration Sites for Technology"for farmers and fishermen to visit, learn, and exchange experiences. Organize conferences to summarize, evaluate, and expand these models to publicize and introduce successful experiences, excellent methods, and exemplary models in aquatic production and business.

4. Cooperating in Building and Implementing Projects

The Central Committee of the Vietnam Fishermen's Union will cooperate with the Ministry of Aquatic Resources to build projects:

- Project for producing oyster and green mussel seed at household level in Quang Ninh Province.

- Project for constructing models of commercial snapper farming in coastal bays at household level in Quang Ninh and Hai Phong Provinces.

- Project for transferring crab seed production technology at household level in several northern and southern coastal provinces.

- Project for constructing models of commercial red tilapia farming in cages on reservoirs and rivers in the midlands and northern mountainous regions. Integrate programs and projects to invest and support farmers and fishermen to boost aquatic production and business, thereby creating jobs and reducing poverty.

The Central Committee of the Vietnam Fishermen's Union will cooperate with the Ministry of Aquatic Resources and the Agricultural Bank of Vietnam to guide farmers and fishermen in establishing production and business projects to obtain loans for developing aquatic production and business, including seed production; cultivation; processing and preservation of aquatic and marine products for export; and purchasing fishing equipment. Seek markets for selling products to farmers and fishermen.

5. Cooperate to establish professional clubs, fishing promotion clubs, and agricultural cooperatives according to the profession of the Fisheries sector.

Establish a club titled "Excellent Aquaculture Production and Business Farms"; guide cooperative organizations and service activities to support the development of fisheries production. The Ministry of Fisheries will work with the Vietnam Farmers' Union to vigorously implement Decision No. 80/2002/QĐ-TTg of the Prime Minister on the linkage of four entities to assist farmers and fishermen in production and product sales.

6. Coordinate to guide the movement of farmers competing to be excellent in production and business within the Fisheries sector.

Create a strong change in farmers and fishermen in fulfilling their tasks and production and business development goals for the fisheries economy. Strengthen the organization of activities such as:The Competition of Skilled Farmers; Outstanding Aquaculture Breeders... build exemplary models and widely disseminate them throughout the country. The two sectors will jointly organize meetings of farmers and fishermen competing to be excellent in production and business, fostering unity to eliminate poverty and become prosperous, aiming to commend and honor outstanding examples in production and business.

III. IMPLEMENTATION

1. The Ministry of Fisheries:

- Implement and enforce Joint Resolution No. 01 to all Provincial Fisheries Departments and subordinate units of the Ministry. Direct localities to establish permanent bodies for the resolution, coordinating with corresponding Farmers' Union organizations, regularly advising and guiding the Provincial Fisheries Department in monitoring and implementing the joint resolution.

- Direct all units, organizations, and individuals in the Fisheries sector to cooperate and provide financial, material infrastructure, professional, and technical support to help Farmers' Union levels implement the contents of the cooperation program. Annually, based on the proposed plan from the Farmers' Union, the Ministry of Fisheries and relevant Fisheries sector agencies will support Farmers' Union activities within their assigned fields. Facilitate farmers and fishermen's participation in the sector's programs and projects.

The Ministry of Fisheries assigns the National Fishing Promotion Center as the permanent body for Joint Resolution No. 01.

2. The Vietnam Farmers' Union:

- Direct all levels of the Union to develop specific programs and plans for activities to coordinate with corresponding Fisheries sector agencies at the same level to effectively implement the contents of the activities.

- Assign the central Farmers' Union's propaganda and press agency to publicize the content, progress, and results of the implementation of the cooperation program.

The Vietnam Farmers' Union assigns the Rural Farmers Support Center as the permanent body for Joint Resolution No. 01.

3. Common Responsibilities

The Ministry of Fisheries and the Vietnam Farmers' Union will uniformly direct the permanent bodies and subordinate units to develop annual cooperation programs based on the content of the Joint Resolution and the socio-economic development tasks of the locality or unit, ensuring feasibility and high effectiveness.

Annually, the two sectors will review the cooperation program and set out the content for the following year. After five years, they will conclude the cooperation program between the two sectors and reward outstanding collectives and individuals.

Based on the above contents, request the Provincial Fisheries Department (or the Provincial Department of Agriculture and Rural Development managing fisheries affairs), all levels of the Farmers' Union, and functional units of the two sectors to quickly organize and implement the Joint Resolution, creating conditions for the development of the economy, increasing income, and improving the living standards of the Vietnamese farmer class.

This Joint Resolution shall take effect fifteen days from the date of publication in the Official Gazette.
