Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decree No. 96/2002/NĐ-CP dated November 19, 2002 of the Government on the functions, tasks, powers, and organizational structure of the General Department of Customs;

Pursuant to Decision No. 17/2003/QD-BTC dated February 10, 2003 of the Minister of Finance on the functions, tasks, powers, and organizational structure of the Anti-Smuggling Investigation Department under the General Department of Customs;

At the proposal of the Director of the General Department of Customs, the Head of the Cadre and Civil Servant Affairs Department,

DECISION:

Article 1. Supplementing the tasks and powers of the Anti-Smuggling Investigation Department under the General Department of Customs as follows:

- Collecting information and documents; synthesizing, evaluating, and analyzing collected information from public and confidential sources within and outside the Customs sector, both domestically and internationally; - Transferring customs business information to agencies, organizations, and individuals with the duty, authority, and responsibility to receive such information according to regulations; - Cooperating and exchanging customs business information with international customs organizations, international law enforcement organizations, and customs authorities of other countries and territories in accordance with laws and regulations of the Ministry of Finance; - Drafting and submitting to competent authorities for promulgation legal documents and procedural guidelines related to the collection and processing of customs business information; - Directing, guiding, and inspecting the business operations of subordinate units involved in collecting and processing customs business information; - Implementing technical means to support the work of collecting customs business information; developing plans for the development of the customs business information system; - Participating in building content and programs and coordinating in organizing training, enhancing, and instructing in the collection of customs business information. - Collaborating in building and implementing modern technology applications to serve the activities of collecting and processing customs business information.

Article 2. Establishing the Office of Collection and Processing of Customs Business Information under the Anti-Smuggling Investigation Department - General Department of Customs.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette. The Director of the General Department of Customs, the Director of the Anti-Smuggling Investigation Department, the Head of the Cadre and Civil Servant Affairs Department, the Director of the Ministry of Finance's Office, and the heads of relevant units and organizations are responsible for its implementation./ .
