CIRCULAR

Amending and supplementing Point 2, Subsection D, Part II of Circular No. 01/2002/TT-BCA(C11) dated January 4, 2002

Implementing the Government's policy on administrative reform. To strengthen measures for state management of social order and safety and to combat and prevent crime, the Ministry of Public Security guides the amendment and supplementation of the provisions regarding the time limit for reissuing license plates lost to theft as stipulated in Point 2, Subsection D, Part II of Circular No. 01/2002/TT-BCA(C11) of the Ministry of Public Security as follows:

1. After receiving complete and valid files in accordance with the provisions of Point 2, Subsection D, Part II of Circular No. 01/2002/TT-BCA(C11) of the Ministry of Public Security, the vehicle registration authority shall immediately issue a new license plate.

In cases where it is necessary to wait for the production of the license plate, a temporary registration certificate and license plate shall be issued. The file for applying for a temporary registration certificate and license plate includes: the vehicle owner’s application for reissuing a license plate and a photocopy of the vehicle registration certificate.

2. Implementation:

- This Circular takes effect fifteen days from the date of publication in the Official Gazette. Other contents not mentioned in this Circular continue to be implemented according to the provisions of Circular No. 01/2002/TT-BCA(C11) dated January 4, 2002 of the Ministry of Public Security.

- The General Police Department will direct and inspect the implementation of this Circular. The Highway and Railway Traffic Police Corps will guide, inspect, and urge traffic police forces to comply strictly with the provisions of this Circular and other relevant laws concerning the registration and management of motor vehicles.

- The Logistics General Department will instruct production facilities to organize the implementation to meet the requirements for producing license plates in accordance with regulations.

- Provincial Public Security Directors under the Central Government shall instruct competent agencies of provincial public security organs to take measures to prevent, promptly detect, investigate, and handle strictly in accordance with the law any acts of stealing vehicle registration plates. They shall report results periodically to the Ministry (through the General Police Department)./
