DECREE
Regarding the adjustment of administrative boundaries of communes; establishment of communes and towns
belonging to Muong La, Thuong Chau, and Moc Chau districts, Son La province

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Interior and the Chairman of the People's Committee of Son La province.
DECISION:
Article 1. Adjusting the administrative boundaries of communes; establishing communes and towns belonging to Muong La, Thuong Chau, Moc Chau districts, Son La province as follows:
1. Establishing Iot Ong town under Muong La district based on adjusting 2,193.2 hectares of natural land area and 13,895 population from Iot Ong commune; 766.8 hectares of natural land area and 2,258 population from Nam Pan commune; 272 hectares of natural land area from Ta Bu commune; 253 hectares of natural land area from Liep Te commune, Thuong Chau district.
Iot Ong town has 3,485 hectares of natural land area and 16,153 population.
Administrative boundary of Iot Ong town: East borders Chieng San commune, Nam Pan commune; West borders Pi Tong commune; South borders Ta Bu commune, Muong La district, Liep Te commune, Thuong Chau district; North borders Nam Pan commune.
2. Adjusting 591 hectares of natural land area and 216 population of Iot Ong commune to Nam Pan commune, Muong La district for management.
3. Adjusting the remaining 1,985.8 hectares of natural land area and 340 population of Iot Ong commune to Pi Tong commune, Muong La district for management.
After adjusting the administrative boundaries:
- Ta Bu commune has 6,738 hectares of natural land area and 3,590 population.
- Nam Pan commune has 9,561.2 hectares of natural land area and 4,221 population.
- Pi Tong commune has 5,005.8 hectares of natural land area and 5,724 population.
Muong La district has 142,458 hectares of natural land area and 83,710 population, with 16 subordinate administrative units including communes: Chieng Hoa, Ta Bu, Muong Cum, Chieng San, Chieng Lau, Pi Tong, Muong Bu, Nam Gon, Muong Trai, Chieng Muon, Chieng An, Nam Pan, Chieng Cong, Ngoc Chien, Hua Trai, and Iot Ong town.
- Liep Te commune has 7,182.8 hectares of natural land area and 3,222 population.
Thuong Chau district has 153,337 hectares of natural land area and 130,524 population, with 29 subordinate administrative units including communes: Chieng Ly, Phong Lay, Thom Mon, Bon Phang, Muong Khieng, Ban Lam, Noong Lay, Co Tong, Liep Te, Muoi Noi, Bo Muoi, Pun Tra, Tong Leng, Chieng Pa, Et Tong, Chieng Nam, Muong E, Co Ma, Pa Long, Tong Co, Muong Bam, Chieng La, Nam Lau, Chieng Pac, Phong Lap, Long He, Phong Lang, Chieng Bom, and Thuong Chau town.
4. Establishing Chieng Xuan commune under Moc Chau district based on adjusting 8,695.5 hectares of natural land area and 2,367 population from Xuan Nha commune.
Chieng Xuan commune has 8,695.5 hectares of natural land area and 2,367 population.
Administrative boundary of Chieng Xuan commune: East borders Xuan Nha commune; West borders Chieng Son commune, Dong Sang commune; South borders Tan Xuan commune; North borders Dong Sang commune, Van Ho commune.
5. Establishing Tan Xuan commune under Moc Chau district based on adjusting 15,819.3 hectares of natural land area and 3,417 population from Xuan Nha commune.

Administrative boundary of Tan Xuan commune: East borders Cun Pheo commune, Mai Chau district, Hoa Binh province, Trung Son commune, Quan Hoa district, Thanh Hoa province; West borders the Lao People's Democratic Republic, Chieng Son commune, Moc Chau district; South borders Tam Chung commune, Trung Ly commune, Muong Lat district, Thanh Hoa province; North borders Xuan Nha commune, Chieng Xuan commune.
After adjusting the administrative boundaries:
- Xuan Nha commune remains with 9,336.2 hectares of natural land area and 3,259 population.
Moc Chau district has 205,529.87 hectares of natural land area and 138,797 population, with 29 subordinate administrative units including communes: Ta Lai, Van Ho, Quang Minh, Suoi Bang, Muong Te, Qui Huong, Tan Hop, Long Sap, Lien Hoa, Chieng Son, Hua Pang, Muong Men, Chieng Khoa, Chieng Hack, Tan Lap, To Mua, Muong Sang, Song Khua, Chieng Yen, Long Luong, Dong Sang, Chieng Khua, Phieng Luong, Na Muong, Xuan Nha, Tan Xuan, Chieng Xuan, and Moc Chau town, Moc Chau farm town.
Article 2. This Decision shall take effect 15 days after its publication in the Official Gazette. All previous regulations contrary to this Decision are hereby abolished.
Article 3. The Minister of Interior, the Chairman of the People's Committee of Son La province, and the heads of relevant agencies are responsible for implementing this Decision./.
