WHEREAS Ordinance on National Reserves No. 17/2004/PL-UBTVQH11 dated April 29, 2004 of the Standing Committee of the National Assembly;
WHEREAS Decree No. 196/2004/NĐ-CP dated December 2, 2004 of the Government detailing the implementation of the Ordinance on National Reserves;
WHEREAS Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
AT THE PROPOSAL OF THE CHAIRMAN OF THE NATIONAL RESERVE STORAGE COST DETERMINATION COUNCIL OF THE MINISTRY OF FINANCE AND THE DIRECTOR OF THE NATIONAL RESERVE AGENCY;

Article 1. ATTACHED TO THIS DECISION ARE THE ALLOWABLE LOSSES FOR NATIONAL RESERVE RICE UNDER DIRECT MANAGEMENT BY THE NATIONAL RESERVE AGENCY (WITH ATTACHED ANNEXES).
THESE ALLOWABLE LOSSES ARE BASED ON THE QUALITY STANDARDS FOR RICE ENTERING NATIONAL RESERVE WAREHOUSES AS SET OUT IN INDUSTRY STANDARD TCN 04-2004: TECHNICAL REQUIREMENTS FOR NATIONAL RESERVE RICE ISSUED PURSUANT TO DECREE NO. 35/2004/QĐ-BTC DATED APRIL 14, 2004 AND THE STORAGE REGULATIONS FOR RICE ISSUED PURSUANT TO DECREE NO. 34/2004/QĐ-BTC DATED APRIL 14, 2004 OF THE MINISTER OF FINANCE.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE AND SHALL REPLACE THE PROVISIONS ON ALLOWABLE LOSSES FOR RICE SET OUT IN ARTICLE 1 OF DECREE NO. 91/2004/QĐ-BTC DATED NOVEMBER 29, 2004 OF THE MINISTER OF FINANCE ON THE ISSUE OF STORAGE COSTS FOR NATIONAL RESERVE GOODS.
Article 3. THE DIRECTOR OF THE NATIONAL RESERVE AGENCY, THE HEAD OF THE MINISTRY OF FINANCE’S OFFICE, AND THE HEADS OF MINISTRY OF FINANCE UNITS WITHIN THEIR RESPECTIVE FUNCTIONS AND POWERS SHALL BE RESPONSIBLE FOR IMPLEMENTING AND MONITORING THE ENFORCEMENT OF THIS DECISION. /.
