THE MINISTER OF HEALTH

Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to Decision No. 36/2004/QĐ-TTg dated March 17, 2004 of the Prime Minister approving the National Strategy on HIV/AIDS Prevention and Control in Vietnam until 2010 with a vision to 2020;

At the proposal of the Director of the Department of HIV/AIDS Prevention and Control under the Ministry of Health,

DECISION:

Article 1. Approve the Action Program to Prevent and Control Sexually Transmitted Infections until 2010 (attached hereto) with the main contents as follows:

1. The objectives of the Action Program to Prevent and Control Sexually Transmitted Infections until 2010 (hereinafter referred to as the Action Program for STI Prevention and Control):

Determining the Administrative Reform Index to monitor and evaluate in a substantive, objective, and fair manner the annual implementation results of administrative reform of ministries, agencies equivalent to ministries (referred to as ministries), and people's committees of provinces and central-supervised cities (referred to as provinces) during the implementation of the Comprehensive Program on Administrative Reform of State Agencies for the 2011-2020 period.

Reduce the rate of sexually transmitted infections (STI) in the community, contributing to controlling the rate of HIV infection in the community population below 0.3% by 2010.

b) Specific targets by 2010:

- 100% of districts and counties have staff responsible for the STI prevention and control program;

- Contain the rate of HIV transmission among STI groups below 10%;

- Over 80% of the population aged 15-49 have basic knowledge about STI;

- 80% of diagnosed STI cases are correctly diagnosed and treated according to national guidelines;

- 100% of pregnant women managed at provincial and centrally-administered city levels and 80% at district level in provinces implementing focused surveillance are screened for syphilis;

- 100% of dermatology units at provincial level are supplied with sufficient drugs, chemicals, reagents, and essential equipment for diagnosis and treatment of STI;

- 20 provinces implement focused surveillance of STI;

- 100% of high-risk individuals seeking care at dermatology facilities are counseled and voluntarily tested for HIV.

2. Implementation measures:

2.1. Social measures

a) Strengthening support and participation in the STI prevention and control program from all levels of government and relevant agencies:

- Intensify activities to promote and mobilize local government leaders and related agencies such as Labor, Invalids and Social Affairs, Public Security, Women's Union, Youth Union, Farmers' Association... to support and participate in the STI prevention and control program in the community;

- Coordinate with labor, invalids and social affairs, public security departments to manage and treat STI for individuals in detention centers, temporary detention centers, educational institutions, juvenile correctional facilities, medical facilities, and social welfare institutions.

b) Continue to supplement, complete, and promulgate policies, systems, and regulations related to STI prevention and control.

2.2. Technical measures

a) Enhance information, education, and communication activities to raise awareness among target groups of the program about the risk of HIV infection and the potential for HIV transmission through sexual contact:

- Continuously implement information, education, and communication activities on HIV/AIDS prevention and control, including integrating content on STI prevention and control to enhance awareness and reduce the fear of people with STI when accessing healthcare services, thereby improving HIV/AIDS prevention and control efforts;

- Collaborate and diversify forms of information, education, and communication on STI prevention and control.

b) Increase preventive measures against HIV transmission through sexual contact and management of STI:

- Promote the use and facilitate access to condoms to encourage safe sexual behavior, particularly among women of reproductive age;

- Early detection and treatment of sexually transmitted infections in women and men of reproductive age.

- Screen pregnant women for syphilis and other STI (if conditions permit).

c) Improve the quality of STI diagnosis, treatment, and management:

- Apply etiological diagnosis and treatment methods at provincial level, syndromic approach at primary health care level;

- Upgrade laboratory testing facilities at provincial level to accurately diagnose causative agents: Provide sufficient diagnostic equipment and reagents for dermatological facilities at central and provincial levels;

- Organize health check-ups at entertainment venues, detention centers, temporary detention centers, educational institutions, juvenile correctional facilities, medical facilities, and social welfare institutions;

- Early detection and treatment of congenital syphilis and neonatal conjunctivitis;

- Ensure adequate supply of essential medicines;

- Diversify approaches and treatments for partners of STI patients.

d) Scientific research:

- Research antibiotic resistance in bacteria to develop appropriate treatment regimens;

- Conduct epidemiological surveys of STI and HIV prevalence among STI patients;

- Research and apply effective models for STI prevention and control;

- Research causes of STI syndromes;

- Research to apply advanced techniques in diagnosis and treatment.

2.3. Measures to enhance management capacity and strengthen resources

a) Perfect the management and operation mechanism of the program.

b) Enhance the capacity of the network working on STI prevention and control;

c) Perfect the system for data collection, reporting, and program management;

d) Strengthen supervision of program activities at all levels;

đ) Mobilize domestic resources from central and local health programs, social organizations, international organizations, and non-governmental organizations to ensure funding for the program to prevent mother-to-child transmission of HIV.

Article 2. Implementation

1. The Department of HIV/AIDS Prevention and Control under the Ministry of Health shall take the lead and coordinate with the Treatment Department, the National Dermatology Institute, the Central Institute of Hygiene and Epidemiology, the Central Obstetrics and Gynecology Hospital, the National Institute of Infectious Diseases and Tropical Medicine, the Nutrition Institute, and the Health Education and Communication Center under the Ministry of Health to guide the planning, organize, and implement STI prevention and control activities, as well as monitor and evaluate the program.

2. The provincial dermatology unit shall take the lead and coordinate with the provincial and municipal HIV/AIDS Prevention and Control Centers, and related units to be responsible for planning, organizing, implementing, and monitoring the evaluation of STI prevention and control activities within their respective provinces and municipalities.

3. The county preventive health center shall cooperate with related units in the STI prevention and control program within the county to organize and implement activities at districts, counties, towns, cities under provinces, and communes, wards, and towns.

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 4. The Heads of the Office, Directors of the HIV/AIDS Prevention and Control Department of Vietnam, Heads of the Treatment Department, Legal Affairs Department, Heads of subordinate units under the Ministry, Directors of Health Departments of centrally governed provinces and municipalities, Heads of health sectors and related units shall be responsible for enforcing this Decision./.
