Guidelines for managing, using, and settling accounts for funds ensuring the operation of advisory councils under the Central Committee of the National Front for the Union of Vietnamese Fatherland and provincial-level People's Committees activities of the Advisory Board under the Central Committee of the Vietnam Fatherland Frontand provincial-level Vietnam Fatherland Front Committees

Based on Decree No. 221/2013/NĐ-CP dated December 30, 2013 of the Government stipulating the system of applying administrative handling measures for placement in compulsory drug rehabilitation facilities (hereinafter referred to as Decree No. 221/2013/NĐ-CP);
Based on the guidance of the Prime Minister in Circular No. 6783/VPCP-V.III dated November 22, 2007 of the Government Office.
The Ministry of Finance and the Standing Committee of the Central Committee of the National Front for the Union of Vietnamese Fatherland jointly issue guidelines for managing, using, and settling accounts for funds ensuring the operation of advisory councils under the Central Committee of the National Front for the Union of Vietnamese Fatherland and provincial-level People's Committees; specifically as follows:
PART I. GENERAL PROVISIONS
1. Scope and Applicability:
These guidelines apply to the management, use, and settlement of accounts for funds ensuring the operation of advisory councils under the Central Committee of the National Front for the Union of Vietnamese Fatherland and advisory councils under provincial-level People's Committees (hereinafter referred to as provincial-level People's Committees).
2. Source of funds:
a) Funds ensuring the operation of advisory councils under the Central Committee of the National Front for the Union of Vietnamese Fatherland shall be guaranteed by the central budget;
b) Funds ensuring the operation of advisory councils under provincial-level People's Committees shall be guaranteed by the local budget.
3. Funds ensuring the operation of advisory councils under the Central Committee of the National Front for the Union of Vietnamese Fatherland and provincial-level People's Committees must be used economically, effectively, and managed according to current regulations and the provisions of this circular.
PART II. SPECIFIC PROVISIONS
1. Contents of expenditures ensuring the operation of advisory councils include:
a) Conference and seminar expenses;
b) Monthly support for the Chairperson and Deputy Chairperson of the advisory council who are not currently serving as officials;
c) Travel expenses;
d) Expenses for purchasing materials and office supplies to serve the research and work activities of the advisory council.
2. Regarding expenditure levels:
a) Regarding travel expenses:
- Members of advisory councils under the Central Committee of the National Front for the Union of Vietnamese Fatherland when traveling on official business shall be reimbursed for travel expenses as stipulated by the Central Committee of the National Front for the Union of Vietnamese Fatherland based on the specific implementation of the travel expense regulations set by the Ministry of Finance.
- Members of advisory councils under provincial-level People's Committees when traveling on official business shall be reimbursed for travel expenses by the unit sending them on official business according to the regulations of the provincial People's Committee implementing the travel expense regulations set by the Ministry of Finance.
b) Regarding conference and seminar expenses (special topic meetings, mid-term reviews, final reviews):
The level of expenditure for conferences and seminars of advisory councils at all levels shall be determined by the Central Committee of the National Front for the Union of Vietnamese Fatherland and provincial-level People's Committees based on the specific implementation of current financial expenditure regulations within the allocated budget.
c) Regarding support for the Chairperson and Deputy Chairperson of the advisory council:
- At the central level: The monthly support level for the Chairperson of the advisory council shall be 120% of the general minimum wage applicable to the administrative and public service sector; the Deputy Chairperson of the advisory council shall be 100% of the general minimum wage applicable to the administrative and public service sector;
- At the local level: The support level for the Chairperson of the advisory council shall be 100% of the general minimum wage applicable to the administrative and public service sector; the Deputy Chairperson of the advisory council shall be 80% of the general minimum wage applicable to the administrative and public service sector.
d) Expenses for purchasing books, newspapers, materials, and office supplies to serve the activities of the advisory council shall be guaranteed by the Central Committee of the National Front for the Union of Vietnamese Fatherland and provincial-level People's Committees based on the specific requirements of the advisory council's activities as evidenced by actual invoices and receipts and within the allocated budget of the Central Committee of the National Front for the Union of Vietnamese Fatherland and provincial-level People's Committees.
3. Preparation, allocation, and settlement of the budget for the operation of advisory councils:
a) Regarding budget preparation: Based on the volume of work of the advisory council, current financial expenditure regulations, and the expenditure regulations stipulated in this circular, the Central Committee of the National Front for the Union of Vietnamese Fatherland and provincial-level People's Committees shall prepare the budget annually and submit it to the competent financial authority for inclusion in the annual state budget proposal for approval by the competent authority and allocation along with the state budget allocation for the National Front for the Union of Vietnamese Fatherland.
b) Regarding budget allocation and settlement: The allocation and settlement of the budget for the operation of advisory councils shall be carried out according to current regulations.
III. IMPLEMENTATION
This circular takes effect 15 days from the date of publication in the Official Gazette.
Any difficulties encountered during implementation should be reported to the Ministry of Finance and the Central Committee of the National Front for the Union of Vietnamese Fatherland for study and appropriate amendment and supplementation.
