JOINT CIRCULAR
Guidelines for managing, using, and settling accounts for funds ensuring the operation of advisory councils under the Central Committee of the Vietnam Fatherland Front and provincial-level Vietnam Fatherland Front Committees.

Based on Decree No. 221/2013/NĐ-CP dated December 30, 2013 of the Government stipulating the system of applying administrative handling measures for placement in compulsory drug rehabilitation facilities (hereinafter referred to as Decree No. 221/2013/NĐ-CP);
Based on the directive of the Prime Minister in Circular No. 6783/VPCP-V.III dated November 22, 2007, issued by the Government Office.
The Ministry of Finance and the Standing Board of the Central Committee of the Vietnam Fatherland Front jointly issue guidelines for managing, using, and settling accounts for funds ensuring the operation of advisory councils under the Central Committee of the Vietnam Fatherland Front and provincial-level Vietnam Fatherland Front Committees, specifically as follows:
Part I
GENERAL PROVISIONS
1. Scope and Applicability:
This Circular provides guidance on managing, using, and settling accounts for funds ensuring the operation of advisory councils under the Central Committee of the Vietnam Fatherland Front and advisory councils under provincial-level Vietnam Fatherland Front Committees (hereinafter referred to as provincial-level Vietnam Fatherland Front Committees).
2. Source of funds:
a) Funds ensuring the operation of advisory councils under the Central Committee of the Vietnam Fatherland Front shall be guaranteed by the central budget;
b) Funds ensuring the operation of advisory councils under provincial-level Vietnam Fatherland Front Committees shall be guaranteed by local budgets.
3. Funds ensuring the operation of advisory councils under the Central Committee of the Vietnam Fatherland Front and provincial-level Vietnam Fatherland Front Committees must be used economically, effectively, and managed according to current regulations and the provisions of this Circular.
Part II
 SPECIFIC PROVISIONS
1. Contents of expenditures ensuring the operation of advisory councils include:
a) Conference and seminar expenses;
b) Monthly activity support for the Chairperson and Deputy Chairperson of the advisory council who are not incumbent officials;
c) Travel expenses;
d) Expenses for purchasing materials and office supplies serving research and work activities of the advisory council.
2. Regarding expenditure levels:
a) Regarding travel expenses:
- Members of advisory councils under the Central Committee of the Vietnam Fatherland Front when traveling on official business shall be reimbursed for travel expenses as stipulated by the Central Committee of the Vietnam Fatherland Front based on specific implementation of the travel expense regulations set by the Ministry of Finance.
- Members of advisory councils under provincial-level Vietnam Fatherland Front Committees when traveling on official business shall be reimbursed for travel expenses by the unit sending them on official business according to the regulations of the Provincial People's Committee implementing the travel expense regulations set by the Ministry of Finance.
b) Regarding conference and seminar expenses (special topic meetings, mid-term reviews, final summaries):
The level of expenditure for conferences and seminars of advisory councils at all levels shall be determined by the Central Committee of the Vietnam Fatherland Front and provincial-level Vietnam Fatherland Front Committees based on specific implementation of current financial expenditure regulations and within the scope of the budget allocated.
c) Regarding activity support for the Chairperson and Deputy Chairperson of the advisory council:
- At the central level: The monthly activity support level for the Chairperson of the advisory council shall be 120% of the general minimum wage applicable to the public administration sector; for the Deputy Chairperson, it shall be 100% of the general minimum wage applicable to the public administration sector;
- At the local level: The activity support level for the Chairperson of the advisory council shall be 100% of the general minimum wage applicable to the public administration sector; for the Deputy Chairperson, it shall be 80% of the general minimum wage applicable to the public administration sector.
d) Expenses for purchasing books, newspapers, materials, and office supplies to serve activities shall be guaranteed by the Central Committee of the Vietnam Fatherland Front and provincial-level Vietnam Fatherland Front Committees based on the actual needs of the advisory council as evidenced by invoices and receipts and within the allocated budget.
3. Preparation, allocation, and settlement of the budget for advisory council operations:
a) Regarding budget preparation: Based on the workload of the advisory council, current financial expenditure regulations, and the expenditure regulations stipulated in this Circular, the Central Committee of the Vietnam Fatherland Front and provincial-level Vietnam Fatherland Front Committees shall prepare annual budgets and submit them to the relevant financial authorities for inclusion in the annual state budget proposal for approval by the competent authority and allocation along with the state budget allocation for the Vietnam Fatherland Front organization.
b) Regarding budget allocation and settlement: The allocation, transfer, and settlement of the budget for advisory council operations shall be carried out in accordance with current regulations.
Part III
ORGANIZATION AND IMPLEMENTATION
This Circular shall take effect fifteen days from the date of publication in the Official Gazette.

Any difficulties encountered during implementation should be reported to the Ministry of Finance and the Central Committee of the Vietnam Fatherland Front for study and appropriate amendment and supplementation./.
